유럽연합(EU)은 2012년부터 항공산업에 대해 탄소배출권 거래제도를 적용할 예정이다. 따라서 유럽공항에서 출발 및 도착하는 모든 국제선과 국내선 항공편에 대해 탄소세가 부과될 것이며 이는 한국도 예외는 아니다. 또한 유럽을 운항하는 경우 장거리에 해당되어 중단거리를 운항하는 항공기들에 비해 총 탄소배출량이 더 많으므로 비용부담이 커질 것으로 예상된다. 본 연구는 EU-ETS로 인한 탄소세가 항공요금에 반영된다면 항공여객들이 어느 정도 민감하게 반응할 것이며 이러한 점들이 궁극적으로 한국의 항공시장에 어떤 영향을 미칠 것인지를 파악해 보는데 목적이 있다. 이를 위해 인천국제공항에서 프랑크푸르트 국제공항 노선을 이용하는 승객을 대상으로 직항노선과 중동지역 경유노선을 비교하여 EU-ETS 가격이 반영된 항공요금에 대한 반응을 Revealed Preference (RP)와 Stated Preference (SP) 설문자료와 Logit Model을 사용하여 분석하였다. 본 연구결과는 한국의 항공산업은 물론 2012년부터 부과될 EU-ETS에 대한 항공사들의 전략개발에 도움이 될 것이다.

According to the Annex 17 to the Convention on International Civil Aviation, an appropriate authority of each contracting state has to define and allocate tasks and coordinate activities between the departments, agencies and other organizations of the State, airport and aircraft operators and other entities concerned with or responsible for the implementation of various aspects of the national civil aviation security programme. It is generally recognized that the three major parties responsible for the aviation security at an airport are appropriate government departments, airport operator and airlines. The airlines are the beneficiaries of security activities as well as the provider of security activities. So, their responsibilities have been critical in protecting civil aviation from unlawful interferences. The airport has to take leading role in implementing security tasks at airport area because the airport operator is the provider of airport facilities and services to its customer and the security activities belong to its services. The government has the responsibilities not only for establishing regulatory system but also for oversighting the implementation of aviation security activities. The paper is to review the revision of aviation security regulation and the changes of aviation security responsibilities, and costs and task assignment in Republic of Korea after September 11 event. The responsibilities, tasks and costs assigned to airlines, airport operators and government are introduced and evaluated in terms of economic fairness, effectiveness and efficiency of aviation security activities. The drawbacks of new legal system are pointed out and the suggestions to remedy them are proposed as conclusions.

국제민간항공기구(ICAO)의 차세대 항행시스템(new CNS/ATM) 전환계획에 따라 전 세계적으로 항공통신, 항법, 감시 및 항공교통관리 분야의 항행안전시설과 대응되는 항공기 탑재시스템의 변화가 진행되고 있다. 특히 항공통신과 감시 분야에서는 공대지 데이터링크 기술을 활용한 새로운 항공교통서비스(CPDLC, ADS, ADS-B, FIS-B, TIS-B)가 도입되어 공역 처리능력을 제고하고 항공운항 안전에 기여하며 조종사와 관제사의 편의성을 대폭 향상시킬 것으로 기대되고 있다. 현재 민간항공에서 활발히 이용되고 있는 대표적인 데이터링크 기술인 ACARS 시스템은 국제민간항공기구가 표준화하여 제정한 VDL 기술로 대체되고 있으며 HFDL, Mode S, AMSS, UAT 등이 현재 가용한 데이터링크 기술로 개발되어 활용되고 있다. 미국과 유럽을 중심으로 관련 기술에 대한 검증과 시범 운용 사업이 활발하게 진행되고 있으며 2020년 이후를 대비한 미래 항공통신 신기술 연구에도 세계가 매진하고 있다. 본 논문에서는 현재까지 개발된 공대지 데이터링크 기술의 특성을 개관하고 관련 응용기술 구현 현황과 데이터링크 관련 세계의 미래 통신기술 연구 동향을 제시하고자 한다.

전후 일본은 YS-11이라는 최초의 일본산 여객기를 만들어 여러나라에 판매한 실적이 있으나 중단했고 다시 YS-X라는 차세대 여객기 개발에 착수한 사실을 지난 6월호에 소개한 바 있으나 이 계획이 중단되었다는 설이 도는 것과 아울러 보잉사의 B-767, B-777 개발에 성공적으로 참여하고 다시 V-2500이라는 제트항공기 엔진의 공동개발을 추진중에 있어 우리에게는 결코 타산지석이 될수 없어 일본업계의 국제 공동개발현황을 요약해 보았다.

Considering a trend of logistics and transport industry in these days, it can be said that international express courier service is one of the most familiar transport type to the general public. Especially in Korea, due to development of electronic commercial transaction and the popularity of television home shopping, it can easily anticipated that express courier business will continuously grown in the future. However, the legal basis for international express courier is not properly set up so far. The only clause about this can be found on Korean Aviation Law said as 'commercial documents delivery business'. The origin of the commercial documents delivery business in Aviation Law is to make exception from public postal services which has been exclusive status as monopoly based on the Korean Postal Law. Basically, according to this regulation, all the private postal delivery is prohibited except some sort of commercial documents such as consignment notes, packing list, invoice etc. Thus, those documents could be delivered not only by public postal services but also by private courier company according to the Korean Postal Law. This waiver has probably come from under developing condition of Korean postal circumstances, however it should be revised according to the modernized business practice. Reflecting these revisions, the articles of Korean Postal Law adopted 'international express courier document' as the exception of postal service. Therefore, Korean Aviation Law also needs to be revised as Postal Law in due course. In addition to revision of Korean Aviation Law, some sort of new legislation is required to govern the private legal aspects such as legal liabilities, duties and rights of each parties on international express courier. This should be governed by 'law' not by 'terms and conditions' provided by business operators. Furthermore, to support and develop the current domestic logistics companies as international express courier company, it is required to regulate with the separate express courier law.

In order to meet the ever-increasing demand for international air travel, several plans are underway to open new airports and expand existing provincial airports. However, existing air demand forecasts have been based on the total air demand in Korea or the air demand among major cities. There is not much forecast of regional air demand considering local characteristics. In this study, the outbound air travel demand in the southeastern region of Korea was analyzed and the fixed-effects model using panel data was proposed as an optimal model that can reflect the inherent characteristics of metropolitan areas which are difficult to observe in reality. The results of model validation show that panel data analysis effectively addresses the spurious regression and unobserved heterogeneity that are difficult to handle in a model using only a few macroeconomic indicators with time series characteristics. Various statistical validation and conformance tests suggest that the fixed-effects model proposed in this study is superior to other econometric models in predicting demand for international demand in the southeastern region.

본 논문에서는 항공 수요예측을 위한 빅데이터 기반 플랫폼의 설계 및 실증 결과를 제시한다. 항공 수요예측 통합 플랫폼은 항공산업 관련 데이터를 Open API, RSS Feed, 웹크롤러(Web Crawler) 등을 이용하여 수집 및 분석하여 자체 개발한 항공 수요예측 알고리즘을 기반으로 결과를 시각화하여 보여주도록 구현되어 있다. 또한, 제안하는 플랫폼의 사용자 인터페이스를 통해 변수 설정을 하여 단위별(Global, National 등), 기간별(단기, 중장기 등), 유형별(여객, 화물 등) 예측 통계 자료를 도출할 수 있다. 플랫폼의 성능 검증을 위해 정형화된 데이터를 비롯하여 소셜네트워크서비스(SNS), 검색엔진 등에서 수집한 비정형 데이터까지 활용하여 특정 키워드의 빈도와 특정 노선에 대한 항공 수요간 상관관계를 분석하였다. 개발한 통합 플랫폼의 지능형 항공 수요예측 알고리즘을 통해 전반적인 공항 운영 및 공항 운영 정책 수립에 기여할 것으로 예상한다.

정부는 그동안 항공정책을 수립하고 시행함에 있어서 '항공운송'과 같은 경쟁력 있는 부문만을 특정하여 중장기적인 발전전략을 수립하여 온 것이 사실이다. 지방공항은 처음부터 물적, 인적 자원을 수송하는 규모나 주변 환경여건에 있어 국제공항을 따라갈 수 없는 일정한 한계를 가지고 있다. 지방공항의 적자문제를 국제공항의 목표치에 두는 것 자체가 이치에 맞지 않기 때문이다. 그러므로 지방공항은 국제공항과는 다른 관점의 항공 정책이 절대적으로 필요하다. 국가전체의 운송기능 향상을 위한 종합적인 대책도 지방 공항에 적용할 필요가 있지만 지방 공항 고유의 지방자치단체와의 협력을 통한 특색 있는 공항 역할을 재정립하는 것도 필요한 것이다. 한편 항공 스포츠의 역사는 60여년에 이르고 있으나 정부 관련기관의 관심 부족과 활성화 하려는 의지부족으로 여전히 침체되어 있는 것이 사실이다. 그런데 본 연구에서 항공 스포츠의 특징상 공항과의 연계성을 검토하여 보니 상당히 긍정적인 Win-Win 전략이 될 수 있을 뿐 아니라 지방공항과 항공 스포츠 양자가 실제 활성화될 수 있는 공항정책이 구체화될 수 있음을 알게 되었다. 다만 항공 스포츠에도 종목이 다양하므로 지방공항의 특성상 적정한 스포츠 항목과의 연계가 요구된다. 그리하여 본 연구는 항공 스포츠를 활용한 지방공항 활성화 방안으로 항공 스포츠에 적합한 지방공항 요건을 접근성, 안전성, 편의성으로 나누어 검토하고 지방공항과 접목 가능한 항공 스포츠를 제시하고자 하는 가설을 설정하였다. 더 나아가 항공 스포츠를 통한 지방공항 활성화의 기대효과로서 지방공항의 활성화, 지방연계산업의 활성화, 지방공항의 발전 가능성에 대한 가설을 설정하였다. 본 논문은 지방공항 활성화를 위한 전략체계를 항공스포츠 동호인 즉 조종자들의 기지선택 요인을 중심으로 실증분석을 통하여 정리하였고, 일반인들의 인식과 전문가 의견을 토대로 지방공항의 활성화를 위하여 항공스포츠와 전략적 제휴를 하고자 할 경우 관련기관들이 고려할 부분과 운영체계 개선방안을 제시함으로써 구체적인 정책적 제언이 될 수 있도록 하였다.
