Curse of 'M': Work-Life Balance and Essential Development of Policies in Social and Cultural Aspects ('M'의 재앙: 사회·문화적 관점에서 본 일과 삶의 균형과 정책 방향)

  • Along with the mood of 'Beyond GDP', it is necessary to explore how these subjective concepts such as happiness and well-being are quantified to be compared among many countries. The concept of 'Work-life balance (WLB)' is likely to be located on the boundary between the subjective and objective areas. Thus, this article aims to examine the policies related to WLB and how to change or develop those policies considering the concept of WLB and the circumstantial particularity of Korea. There are several suggestions on certain developments in the existing policies interfering WLB at three levels. First the government needs to conduct campaigns to transform traditional gender roles through active advertisement. Second, the company needs to use the long-lasting 'hierarchical organisation culture' for employee's work-life balance for regulating working hours and exhausting paid holidays and maternity or paternity leave. Finally, families should understand and support their wives' current circumstances facing the struggle between a mother and economic worker.

  • It works as intermediation of communication of publics these days. Since 20 century, We, Koreans, have established new chaotic multi culture with traditional Korean culture and other different culture from everywhere. Meanwhile, we occupied the most powerful semi-conduct and IT indusry. Within those circumstance, people feel very confused in political, cultural and social aspect. The society armed with economy and popularization promotes material satisfaction with this potential possibility of anonymous masses. However, it results to cause loneliness, isolation, alienation, anonymity, non individuality and commodity of culture. In my work, such phenomenon reveals through human character in a city. People are exposed culture of consumption and surrounded and tempted by all those artificial and superficial atmosphere. Human are possessed and exposed to attractive products and visual images. Finally they make themselves stuck in their case of this world. People lose their own identify and shape of bodies. That is our portrait, who are living this moment. Also, this is a symbol that destroys this modern society. As a result, 1 consider such aspects through those elements above to think how to keep and rethink our identity and what to do for this world.

  • 예로부터 빛고을로 인식되었던 광주가 근세에 이르러 의병활동, 광주학생운동, 5\ulcorner18민주화운동, 아직도 끝나지 않은 이념전쟁으로만 비추어질 수도 있는 지역의 이미지를 재정립하고, 도시 경쟁력의 증대를 위한 방안으로 CI사업 추진계획을 수립하고 3개년에 걸쳐(1999~2001) CI전략 개발, CI디자인 개발, 문화상품 개발, 도시환경디자인 개발 등을 추진하였다. 최근 커뮤니케이션에 있어서 캐릭터는 정보의 시각화라는 측면에서 다른 그래픽 심볼에 비해 설득적이라 할 수 있고, 기존의 심볼의 이미지 보완적 보조심볼로서의 개념이 아닌 독자적인 영역이 구축되어야 하므로 광주광역시 캐릭터 개발은 Character Identity 차원에서 메인캐릭터와 이를 각각의 용도에 맞춰 응용전개시키는 이벤트 캐릭터, 브랜드캐릭터로 구분하여 유형에 따라 다르게 적용되어야 할 적용성 및 활용성에 중점을 두고 개발되었다. 광주광역시의 메인캐릭터 개발컨셉은 "빛"과 "생명"으로 결정된 TCI이념을 활용하는 것과 광주의 상징 요소로서 "무등산"을 활용하는 두 가지 방향에서 개발이 진행되었으며, 1999년 10월의 TCI 추진회의 1차선정을 시작으로 광주시민을 포함한 전국민 설문조사와 2000년 4월의 의회설명회에 이르기까지 다양한 방법을 통해 캐릭터 개발안에 대한 평가와 검토/수정과정을 거쳐 기본캐릭터를 완성하게 되었다. 이를 통해 본 광주광역시의 캐릭터는 중장기적으로 치밀하게 계획되고 실천되어야 하며 변화하는 환경에 효율적으로 대응하는 구체적이고 실천적인 연구평가와 접근방법에 대한 연구 등으로 그 지역의 특징적인 문화를 상품화시키려는 노력이 캐릭터개발을 토대로 뒤따라야 한다. 촉진, 중요 연구 주제의 도출 및 연구 진행 계획을 수립하고, 국제적 산학 협력 강화를 통해 공동 연구를 도출하는 자리를 마련함. $\textbullet$본 학술회의에서 발표된 논문들을 취합하여, 논문집 및 CD-ROM을 제작하여 세계적 수준의 연구 결과를 알리고 이 분야에 관련된 학문, 기술 발전에 큰 도움이 됨.emove effectively radioactivity with in Adsorbent.   • The global success of PSY's Gangnam Style was mediated through combination of YouTube and SNS. PSY's success led into some communication scholars' consideration of new international circulation of Korean pop culture (Korean Trend 2.0). In terms of global circulation of pop culture, it is noticeable how users appropriate YouTube channel beyond mere watching music videos and mere international circulation of Korean pop culture. The mode of fan's activity and appropriation contributes to the expansion of the width and amplification of the volume of Korean popular culture as well. The circulation of pop culture was considered in the level of exchange of tangible commodities such as CD, DVD, and so on until the adoption of digital media and Internet. YouTube has brought new mode in which the international circulation of pop culture is mediated without exchange of tangible commodities but was amplified with the diffusion of network. This study grasps how the mode of users' appropriation contributes to international circulation of pop culture through case studies of some K-pop music videos and international K-pop fans' tribute activities. In terms of theoretical perspective, fandom studies will be examined. In terms of research method, the researcher adopts netnography, a participatory observation on network, to find the feature of fandom and its contribution to the international circulation of pop cultures.

An Analysis of Energy technology utilization through Patent Analysis at domestic and abroad (특허분석을 통한 국내외 에너지기술 활용도 분석 - 태양전지, 연료전지, CCS를 중심으로 -)

  • 오늘날 에너지문제는 인류가 직면한 가장 중요한 당면과제 중 하나이다. 석유, 석탄과 같은 화석에너지는 점점 고갈되어 가고 있으며, 이산화탄소 배출로 인한 기후변화도 해결이 시급한 문제이다. 이러한 문제들을 해결하기 위한 방안으로 신재생에너지의 중요성이 부각되고 있다. 특히 신재생에너지 기술 중 태양전지는 미국, 일본, 유럽, 중국 등 많은 국가에서 기술개발 및 보급에 앞장서고 있으며, 시장선점을 위한 기술개발 경쟁이 치열하다. 또한 연료전지의 경우 전기와 열을 동시에 생산 가능하며, 다른 에너지 변환기보다 훨씬 높은 효율을 가지고 있어 신에너지원으로서 주목받고 있다. 이와 함께 기후변화에 실질적인 해결책으로 세계는 CCS에 기대하고 있으며, 기술개발 및 실증을 위한 국제공동연구도 활발하게 진행 중이다. 본 논문에서는 이러한 중요성을 인식하여 태양전지, 연료전지 그리고 CCS에 대하여 국내외 에너지기술 활용도를 분석하였다. 활용도 분석을 위하여 특허등록건수, 특허의 피인용 정보와 이를 활용한 CPP지수를 산출하였다. 오늘날 특허는 국가나 기업 등 특정 주체에 대한 기술력 또는 혁신성을 측정하거나, 기술개발 동향을 파악하기 위한 중요한 정보로 사용된다. 특히 CPP지수(특허당 피인용지수)는 분석대상(국가, 기업 등)의 특허가 이후의 기술혁신 활동에 어느 정도의 활용되어 영향을 미쳤는가를 보여주는 지표로써, 특정 국가나 기업의 기술혁신 활동의 수준 및 혁신성과의 가치를 살펴 볼 수 있다. 이를 통하여 국내의 에너지기술 경쟁력을 살펴보고 시사점을 도출하였다. 우선 특허데이터 수집을 위하여 톰슨 이노베이션을 활용하여 2001년부터 2010년까지 미국, 일본, 유럽, 한국에 등록된 특허를 검색하였으며, 특허등록번호를 중심으로 중복데이터를 제거하였다. 또한 특허명칭, 요약정보를 통하여 노이즈를 제거하였다. 노이즈가 제거된 특허를 활용하여 기술별, 국가별 기술개발 동향을 살펴보았으며, CPP지수를 통하여 기술별, 국가별 활용도를 분석하였다. 분석 결과, 태양전지의 경우 대부분의 국가에서 특허건수가 매년 증가함에 따라, 지속적으로 기술경쟁이 심화되고 있는 것으로 분석되었다. 또한 한국의 CPP지수는 미국, 일본 등 주요 경쟁국가에 비해 상당히 낮게 나타나 기술 활용 수준이 낮은 것으로 분석되었다. 따라서 핵심기술 개발과 같은 에너지기술의 질적수준을 높이기 위한 대책마련이 필요한 실정이다. 본 논문의 결과를 통하여 특허를 위한 기술개발이 아닌 보다 활용성이 높은 기술개발이 이루어지기를 바라며, 나아가 국가에너지기술 경쟁력을 높이는데 기여할 것으로 기대한다.

Technical and Policy Lessons for the Domestic Future Nuclear-powered Submarine learned from the U.S. Naval Nuclear Propulsion Program (미해군 원자력추진 프로그램으로부터 얻은 미래 원자력추진 잠수함 확보를 위한 기술 및 정책적 교훈)

  • In the early 2000s, the Korean government first attempted to acquire nuclear-powered submarines as strategic assets. Acquisition of nuclear-powered submarines must overcome the challenges of the initial costs and operating costs of trillions of US dollars per ship, must be agreed to by the international community (including neighboring countries) and in a national consensus, and must have an established technical infrastructure (including manpower). The US navy has been working with governments that want to acquire nuclear propulsion warships since the 1950s, and in 1982, they enacted an executive order called the United States Naval Nuclear Propulsion Program to consolidate efforts and prepare for the future, which sets out the organizational structure, authority, and responsibilities of US governmental management, and integrates national efforts. This paper is to gain valuable wisdom from the U.S. Naval Nuclear Propulsion Program by analyzing all of its histories and contributions, thereby providing valuable lessons for a future program in Korea. It might not be possible to follow the U.S.A. one-on-one because of the scale of national and military forces, but at least we can avoid time and effort spent on trial and error.

  • Research papers published in the Korean Meteorological Society (KMS) journals by the members of KMS since the establishment of KMS in 1963 in the field of atmospheric physics are summarized. A significant number of research papers published in other international journals are also cited in this paper to highlight the achievement of the KMS members in international academic community. The aim is to illustrate the historical development of research activities of the KMS members in the field of atmospheric physics, and indeed it is found that the KMS members have made enormous progress in research publications quantitatively and qualitatively in the field of atmospheric physics. In detail, however, observational studies of aerosol physical properties and cloud and precipitation physics were very active, and studies on cloud physics parameterization for cloud modeling were highly recognized in the world, but observational and theoretical studies of atmospheric radiation were relatively lacking and solicit more contribution from the KMS members.

A Fundamental Study on Mode of Operation for Maritime Autonomous Surface Ship(MASS) - Based on review of IMCA M 220

  • As the development of the 4th industrial revolution in the maritime industry has accelerated, the technical development and progress of maritime autonomous surface ship(MASS), and the development of international regulations have been accelerated. In particular, the IMO Maritime Safety Committee(MSC) has established a road-map for the development of the non-mandatory goal-based MASS instrument(MASS Code) and started developing a non-mandatory MASS Code at MSC 105th meeting. Many countries are actively participating in the Correspondence Group on the development of MASS Code, and the development of detailed requirements for MASS functions in the MASS Code is underway. Especially, the concept of "Mode of Operation" for MASS functions was mentioned in the Correspondence Group for the first time, and it is expected that discussions on these modes will be conducted from the IMO MASS JWG meeting to held in April 2023. The concept of "Mode of Operation" will be useful in explaining MASS and MASS functions and will be discussed continually for the development of MASS Code. This paper reviews the contents of the IMCA M 220 document, which provides guidelines on operating modes, to conduct research on the benchmark for setting the operating modes of MASS.

The Quantitative Analysis of Articles in Journal of the Korean Earth Science Society during 1979-2014 (한국지구과학회지 논문(1979-2014)의 정량적 분석)

  • In the celebration of the $50^{th}$ anniversary of the Korean Earth Science Society, the whole articles published in Journal of the Korean Earth Science Society (JKESS) were quantitatively analyzed. JKESS has played a major role in exchanging academically among earth science education specialists and in educating next generation for the last 36 years since it was founded in 1979. The total number of 1544 articles in thirty five volumes about the earth sciences and the earth science pedagogy has been published by August, 2014, and the number of the yearly published articles has been increasing. Regarding the research area, 69.3% was published in earth sciences and the other 30.7% was in earth science education; the percentage of research articles in geology, atmospheric science, environmental science, oceanography, and astronomy was 55.2, 17.6, 16.0, 6.0, and 5.2%, respectively. The number of research articles on atmospheric science and environmental science has recently been increasing, whereas, earth science education research articles have been" decreasing, which was similar to the pattern seen fifteen years ago. We thought that one of the reasons was related to a new journal named, "Journal of the Korean Society of Earth Science Education" started to publish in December, 2008. The number of articles authored or co-authored with foreigner scholars was totaled 53, which is only 3.4% of the entire number of published articles. It suggests that international advertisement via public relations as well as the development of English homepage be necessary. In order to become an excellent registered academic journal, it is the time to comprehensively discuss how to improve both the quality growth and the quantity of JKESS. According to the Ministry of Education, it is now in its planning stage to convert the current registration system of the academic journals to the autonomous evaluation system in academia. Therefore, we recommend that Journal of the Korean Earth Science Society be prepared for the upcoming future change.

A Study on the Extracting ICT Development Trend and Promising Technologies by Utilizing Patent Information in Gyeongbuk Province (특허정보를 활용한 경북지역 ICT 개발동향 분석 및 유망기술 도출에 관한 연구)

  • This study investigates the trend of the patent applications and the future direction of ICT in Gyeongbuk Province by employing patent portfolio analysis, one of the methodology of map analyses for industry-related ICT issues. Thus, this study aims to investigate the ICT development trend based on ICT patent information in Gyeongbuk Province. The promising technologies in ICT industry are extracted by applying patent portfolio analysis, one of the patent map analyses. The analysis results can be applied to the establishment of research and development strategies. This study extracts ICT trend by applying International Patent Classification to the patents registered in Gyeongbuk. For promising technologies, this study analyzed the patents based on the ICT Classification Code. Based on the analysis results, this study presents the trend of patent application, technology share, patent activity status, the trend of patent application by each technology according to ICT classification, the growth stages of ICT market, registration parties for patents, joint researches of research parties, and primary parties of patent applications. After drawing promising technologies, this study provides the future progress direction of ICT industry in Gyeongbuk Province. The research results also can be applied to securing technology competence and developing strategy of technology policy.
