This paper proposed several activation strategies at both the government and company parts for the development of domestic third party logistics(TPL) to pull electronic trade era much earlier. In the government side, it must need to arrange and integrate complex regulation rules on the Logistics for more smooth access and use the TPL market. Also, it has to provide multiple support policies such as tax reduction, technical and financial service providing, and logistics information system to TPL. Finally, it should construct the government levels education system to train and forster a competent man who is well qualified as a electronic and logiscic expert. The TPL company must build up a total logistics information system concerned with an innovative operation system such as SCM, JIT etc. which can provide logistic services on demand to the electronic trade customers to maximize consumer satisfaction. In the shipper company level, it try to join a long-term strategic alliance with TPL to reduce logistic cost and increase logistic service to its electronic trade consumers.

경제성과 효율성을 지닌 종합정보 통신망인 ISDN은 음성 또는 비음성의 정보를 모두 디지털 형식으로 통일시켜 각종 서비스가 하나의 회선과 이용자 번호로 제공되는 디지털 전송. 교환방식의 네트워크로 우리나라에서는 1994년 1월 서비스가 상용화 되었다. 전기통신의 국제 표준화 작업은 ITU 회원국의 주관청과 표준화 업무에 희망을 피력하고 회원국의 승인을 받은 공인된 민간 운영회사 및 과학 산업기구의 연구원으로 구성된 ITU-TS에 의해 주관된다. ITU-TS는 사용자-망 인터페이스 본 네트워크 및 단말기와 사용자 측의 필요 조건을 정리하여 1984년과 1988년에 I시리즈 권고를 통해 ISDN의 개관과 서비스, 망 구성 및 운용, 사용자-망 인터페이스, 망간의 인터페이스 등 ISDN에 관한 개념이나 원칙을 국제 표준으로 발표하였다. ITU-TS의 ISDN 일반 원칙에 따르면 네트워크 자체는 각국의 상황에 따라 자유롭게 구성할 수 있다. 본 연구에서는 통신 선진국인 미국의 표준화 과정을 조사.연구함으로써 국내 통신망의 보호와 국내 실정에 맞는 통신망 구축을 위해 보다 나은 ISDN 기술 기준의 제정 방향을 제시하는데 그 목적이 있다. 우리 나라에서도 기술기준에 대한 연구 시기를 앞당기고 현장 시험에서 얻어지는 자료나 연구결과의 교환이 원활히 이루어져야 하며, 상용화 후에도 예측못했던 문제점 및 사후 관리에 대한 연구가 지속적으로 행해져야 겠다. 그리고 기술기준을 제정하는 위원회에는 통신 사업자는 물론 정부 및 이용자까지도 함께 참여하여 모든 사람의 이익을 고려한 기준이 제정될 수 있어야겠다.

광대역 기술을 적용한 재난통신망 구축에 대한 관심이 증가함에 따라 이에 필요한 주파수 자원 확보에 관해서도 활발한 논의가 진행되고 있다. 미국, 유럽 등 주요국을 중심으로 LTE를 이용한 광대역 시스템용 주파수가 분배가 논의되고 있고, 국제 조화 주파수 대역을 결정하는 ITU-R에서도 광대역 PPDR 주파수 대역 분배를 논의 중에 있다. 재난통신용 주파수 대역 선정을 위해서는 재난통신용도의 활용 적합성이 우선적으로 고려되어야 하고, 경제적 망 구축 가능성, 국제적 조화 주파수 여부, 적기 활용 가능성 등이 검토되어야 한다. 이러한 사항을 고려할 때 국내에서 활용 가능한 대역으로는 700MHz 대역이 가장 적합한 후보대역으로 판단된다. 주파수 활용이 평시, 재난시에 따라 크게 변하는 재난통신용 트래픽 특성을 고려할 때 평시의 효율적 주파수 활용방안 강구가 필수적이다. 이에 따라 철도, 연안선박 광대역 서비스 등과 연계하여 재난통신망 주파수의 이용 효율성을 증대할 뿐만 아니라 공공 사물인터넷 등 다양한 공공용 서비스 개발이 필요하다.

Web Service applications based on the social relation such as Social Network Service(SNS), Social Medias are making strong blast. Social Computing which is widely spreading to worldwide is affecting to our life including policies, economies, societies and culture. Based on Web 2.0, various services like as Social Collaboration, Social Publishing, Social Feedback are supplied, more evolved social computing services, Social Connection, Augmented Reality, will be served for the next days from now. These network based services, Social Network Service or Social Media frequently used terms, are not defined exactly and their characteristics are not gotten to the bottom yet. Theoretical and systematic studies on these themes are not made also. Applications to business area, especially the receptivity to social computing in international trade is barely made to these days. This study focuses on the concepts, characteristics and sorts of social computing and purposes to consider its possibilities of application of social computing to international trade. Considering the advantage of Social network service, it can be used in international trade, a kind of B2B transaction, while existing social network is mainly applied to B2e transaction.

정보화 사회의 정치.경제.사회.문화분야들은 정보통신 기술의 급속한 발전에 따라 불가분의 관계를 맺으며 발전을 가속화하고 있다. 이 중 표준은 제품 및 서비스간의 상호운용성 확보 및 증진이라는 기본적인 역할을 넘어서 국가 경쟁력의 우위확보를 위한 전략적 도구로서, 또한 자국산업을 보호하는 수단으로써 인식되어 각자 국제표준화무대에서 최선을 다하고 있다. 1965년 설립된 ITU는 130여년의 역사를 지닌 국제표준화 기구로서 전기통신의 발전사를 그대로 반영하고 있으며, 이 밖에도 세계표준화활동은 미국을 중심으로 하는 북미, EU를 중심으로 유럽, 아시아 지역의 일본 등 3자 구도로 운용되고 있다. 본 고에서는 국제표준화 기구인 ITU, 유럽의 ETSI, 미국의 T1, 일본의 TTC와 더불어 우리나라의 TTA의 조직 및 표준화 절차를 상세히 분석.고찰함으로써 국내 전문가들의 국제표준화 활동에 도움이 되고자 한다.

재난상황에서 통신망의 불통상황에 대비하여 지상파 방송망을 통한 재난경보메시지를 전달하는 것이 사회안전망의 구축을 위해 매우 중요하게 부각되고 있다. 특히, 사회가 국제화 되고 다양한 국가의 사람들과의 경제 교류를 통해 국내 서비스라고 할지라도 외국인을 대상으로 한 재난경보 메시지도 제공 되어야 재난 상황에서 인명 피해를 최소화 할 수 있다. 지상파 방송 시스템은 비디오 등 정규 프로그램 편성 외에 데이터 채널을 활용하여 다양한 정보를 송출할 수 있으며, ATSC 3.0 방송 시스템은 IP 방식의 데이터 송출을 통해 특정 대상을 타겟으로 정보를 보내는 것이 가능하다. 따라서 이러한 지상파 방송망을 통한 IP 데이터 송출의 장점을 잘 활용하면 재난 상황에서 적은 데이터를 가지고도 효율적으로 다양한 언어로 국민들에게 안전 정보를 보낼 수 있다. 이를 통해 국내 거주 외국인들이 재난에 대비하는데 크게 기여할 수 있다. 본 연구는 디지털 방송망을 통해 다국어 재난메시지를 보내기 위한 효율적인 방법을 제안한다.

Data has emerged as a key driver of national, corporate and individual competitiveness as a result of the entry into the data economy. The value of personal information is increasing in various fields such as customized services and social problem solving. MyData refers to a new paradigm in which individuals have the authority to manage and control their information and make active decisions on where to use and scope of personal information. MyData, which is emerging as a big topic in the data economy, is a necessary concept in an era when the value of data is important, and related laws and systems should be prepared.

An economic evaluation was conducted using cost-benefit analysis for an integrated service platform of open access research articles. The data needed for benefit measurement were collected by conducting a series of surveys to service beneficiaries, including 1,313 academic researchers, 49 bio-industry researchers, and 102 researchers in various industries. Cost-benefit analysis and sensitivity analysis were conducted after estimating the total costs for system construction and operations, anticipated direct and indirect benefits. With respect to the cost-benefit analysis limited to direct benefits, the estimated benefit was KRW 82 billion, which is about 14 times of the total costs for eight years of the entire business period. With respect to the cost-benefit analysis for both direct and indirect benefits, BCR was estimated to be about 98.9 and NPV to be KRW 538.8 billion, indicating that economic feasibility of the project was sufficiently secured. The results of this analysis may help securing the investment to the integrated service platform for OA research products, and the benefit estimation model developed in this study would be utilized as an assessment tool during the rest of this project.

최근 세계 게임시장은 연 30% 이상의 고속 성장률을 나타내고 있으며, 3차원 그래픽처리의 발전과 컴퓨터기술의 고급화 및 풍부한 아이디어, 끊임없는 놀이문화의 추구로 게임시장은 국제적인 지식산업, 정서서비스산업, 감성산업 및 고부가가치산업으로 급성장하고 있는 상황이다. 일본, 미국 그리고 유럽 선진국 등은 미래의 지식산업으로서 게임 산업에 투자함으로서 국제경쟁력을 선점하기 위해 막대한 투자와 인재양성 및 창의력 교육 등에 앞서고 있다. 대기업과 제조업에서도 국제경쟁력이 약화되고 경제위기 및 실업대책에 어려움을 겪고 있는 우리나라도 이제는 공업입국에서 지식산업입국으로 발전시키기 위해서 게임 산업과 같은 고부가 가치산업을 육성 발전시켜야 한다. 본 논문에서는 국내 게임 산업에 대한 분석을 통해 게임 시장동향을 살펴보고 최근 스마트폰 이용자가 급속히 증가함에 따라 스마트폰 게임에 대한 시스템을 개발하고자 한다. 이것은 PC와 스마트폰 연동을 통하여 집이나 사무실에 있는 PC와 이동이 가능한 스마트폰에서 게임을 즐길 수 있도록 구성되어 있다.

현대사회에 있어서 스포츠는 혼란한 환경 속에서 활동하고 있는 바쁜 우리들에게 긴장감을 완화시켜 주고 건강한 신체를 유지하도록 함과 동시에 삶의 질을 강화시킬 수 있는 서비스를 지원하고 있다. 단지 스포츠는 현대사회에서 체육인이나 운동선수에게만 한정된 영역이 아니라 스포츠가 새롭게 만들어 내는 수많은 대상은 상당히 다양하고 복잡하다, 뿐만 아니라 스포츠를 통해서 국위선양은 물론 월드컵 축구 및 올림픽경기 등을 통한 국제사회에서 대단한 외교적, 경제적, 정치적 영향을 끼치고 있으며, 또한 스포츠를 통한 국내외 경제활동에도 수많은 긍정적인 영향을 주고 있다. 이처럼 현대사회에서 스포츠가 생활화되어 많은 사람들이 스포츠를 자연스러운 생활의 일부분으로 받아들이고 있으나, 스포츠와 관련하여 우연적으로 많은 사고가 발생할 가능성을 내포하고 있는 것도 사실이다. 따라서 본 연구에서는 스포츠사고에 있어서 민법상 어떤 책임을 부담하는지를 살펴보고 그에 대한 합리적인 해결방안을 모색하고자 한다.
