  • In the previous Department of Defense informed military is needed more than ever. Residents to come to the old military thinking is not good. Study the transfer of most of the residents feel good military and some of the residents were thinking negatively. In the present study refer to the Department of Defense to improve the relationship between citizens and the future if the military is thought to ease the migration.

A Case Study on Minimizing Contract Amount Adjustments due to Design Changes in Defense and Military Facility Projects (국방·군사시설 사업의 설계변경 계약금액조정 최소화를 위한 사례연구)

  • In defense and military facility projects, adjustments to contract amounts due to design changes directly or indirectly affect factors such as increased construction costs and extended construction periods. Moreover, they can lead to differences of opinion and conflicts between the military and contracting parties. This case study analyzed the integrated management of defense and military facility projects by the Gyeonggi Southern Facilities Division, which oversees projects in Seoul and the southern Gyeonggi Province region for the Army, Navy, Marine Corps, and Air Force. Out of 388 completed projects, 103 cases with design changes were selected for analysis, aiming to ensure the reliability of data regarding the proportion of design changes in project completion. The study classified samples by the causes of design changes specified in the Ministry of Planning and Finance's contract regulations, assigning rankings based on the occurrence rates of each cause. Furthermore, it analyzed detailed factors for each cause of design change and derived implications to propose improvement measures. Considering the limited access to military primary data, this case study is expected to contribute to minimizing design changes in defense and military facility projects. Additionally, it is anticipated to be practically useful for subsequent research on contract amount adjustments resulting from design changes.

  • Ministry of National Defense, MND, established a "Master Plan of Military Facility" in 2010 based on the defense reform to prepare for future war. It was a plan for consolidating small military facilities into battalion units, reflecting on and preparing for the needs of various changes in defense environment as well as balanced growth of ROK Army, Navy, and Air Force. However, to move forward with "Military Facility Master Plan," current design criteria for military facilities need to be revised to be enacted due to numerous calculation errors in facility footprints because of the absence of a sound facility criteria. Because the future war environment will be changed from Platform basis to Network Centric Warfare basis, Command & Control capability of C4I systems is getting more important. Therefore, Successful mission accomplishment can be secured by convergence of facility and military Information Technology(IT). So, MND should quickly prepare for the operational guidance, design criteria and policy that are suitable for Network Centric Warfare accomplishment, and implement infrastructure of IT and installation of C2 facility in conjunction with consolidation movement of military facilities. In this paper, we propose the defense I3A framework in order to solve this problem.

  • 컴퓨터와 네트워크 기술이 발전하면서 물리적으로 분산되어 있던 시설들이 논리적으로 통합 관리되고 있다. 이 시대에 맞춰 국방부 또한 "국방정보화" 라는 단어를 통해 국방체계를 IT 중심의 군 체계로 전환하고 있는 가운데 네트워크 전체를 마비시키는 사이버 위협은 날이 갈수록 늘어나는 상황이며 사이버 안보에 있어 외부로부터의 침입을 막고 내부로부터의 유출을 막기 위한 실시간 보안관리는 점점 더 중요해지고 있는 상황이다. 또한 군사기반시설에 대한 관리적 및 기술적 환경측면에서 발생할 수 있는 보안 사고에 대응하기 위하여 실시간 보안관리 체계는 수립단계부터 세부적인 평가가 반드시 수행되어야 한다. 이에 본 논문은 국외 관리체계 및 국내기업 우수사례 분석을 통해 보호체계 수립단계에서 세부적인 평가단계까지 실질적으로 보안에서 중요시하는 관리적, 기술적, 개인정보에 근거한 실시간 보안관리 체계를 통하여 군에 효과적으로 적용할 수 있는 국방망의 지속적인 실시간 보안관리 체계를 제안한다.

  • $C^4I$ 체계는 나토군의 효과적인 지휘통제로 정보수집/전파, 지휘결심, 타격명령/실시 등의 제반 절차가 실시간에 이루어지게 되므로 반응시간의 단축을 이루었으며, 정밀유도 무기체계의 유고 핵심시설에 대한 집중 타격은 유고의 군사력을 거의 초토화시킨 상태이다. 코소보 사태와 관련하여 나토군이 선보인 첨단 무기체계 및 신기술은 우리의 국방과학기술의 현주소를 깨닫고 시금석으로 삼을 수 있는 좋은 계기임에 틀림없다. 지금 우리는 기술패권주의 시대에 살고 있고, 이러한 시대에 살아남기 위해서 무엇보다 필요한 것은 최첨단 국방과학기술의 개발일 것이다

  • Evalution of counter drone systems is conducted in order to designate plausible countermeasues against possible drone threats, assess the level of safety of national major facilities and derive complementary measures for detected weakness. Recently drone threats by North Korea have heavily impacted ROK(Republic of Korea) people and it has been stronly stressed to build efficient counter drone system for make the society protected and secured against drone threats. The researchers has conducted field investigations for some of national major facilites. There is, however, no standardized evaluation checklist, so we have proposed an evaluation checklist for counter drone systems though thinking process of RMA(Revolution in Military Affairs). This paper is to introduce the evaluation checklist for properly diagnosing each counter drone system.
