Reusability Enhancement of the MND-AF Artifacts in the Defense-CBD Methodology (국방 CBD 방법론에서 MND-AF 산출물 재활용성 제고)

  • The Ministry of National Defense has developed MND-AF and Defense-CBD methodology to make the integration and management of standardization effective through enhancing the interoperability and reusability of information systems. Yet no explicit guidelines or procedures have not been developed for the applying range and mutual relationship of the artifacts between MND-AF and Defense-CBD methodology. Thus, the development time is unnecessarily extended and budget also is increasing because both methodologies produce the artifacts respectively. This paper presents a reusability enhancement scheme for producing MND-AF artifacts according to Defense-CBD process by analyzing artifacts of two methodology les at each element level, so that it will reduce the overhead of producing the artifacts and enhance the completeness of the artifacts. In result, in the case of applying Defense-CBD methodology for developing a information system34 artifacts out of 37 MND-AF artifacts can be reusable.

  • This study is the context about an introduction of a bookkeeping by double entry & accrual base accounting which is the turning point of National Accounting and defense integrated financial management which is delivered following system Digital Budget Accounting system, in other words about something to do with the improvement of efficiency of financial information data. National defense Integration Financial Information system (NDIFIS) facilitates Project program management and makes the whole process of Defense financial Business manageable in one system. Also, there is a purpose to increase the credibility and transparency of National defense finances by providing internal and external information users with credible financial statements and cost materials. By using data envelopment analysis (DEA) which is a useful method to measuring the efficiency of organization, this study aims to improve the financial information data efficiency by comparing the efficiency of the same type troops and when it comes to the inefficient troops, by offering the certain objective of efficiency.

  • Defence Information System has surely required the guarantee of interoperability between systems as performing task oriented functions. To improve interoperability between them and use the benefits of component based development, defense officers are planning to develop COE like a kind of component bank concept. Defense component development methodology(ADDMe) within COE is a new approach of component based methodology for Defense environment after comparing, analyzing, and synthesizing with traditional CBDs. In this paper we introduce advanced defense component development methodology(ADDMe) and present checklist for improving interoperability between Defence component based systems which are developed with ADDMe. With our proposed interoperability's checklist, we can improve interoperability of defense component based systems through applying per each phase of ADDMe.

  • 본 연구에서는 혼합형 온톨로지 구축방법론을 이용하여 ATCIS 체계에 활용 가능한 국방온톨로지의 구축 과정을 보여주고자 한다. 이를 위해, 실제 ATCIS의 데이터베이스 정보들을 활용하였고 해당 방법론이 ATCIS 체계에 적용될 때 추가적으로 고려해야 할 사항들을 함께 분석하였다. 이러한 연구 결과는 향후 보다 실용적인 국방온톨로지 구축을 위한 기반 자료로 활용될 것으로 기대된다.

  • In this study, we proposed that Military Qualification System(MQS) should be reshaped for enhancement of the professional and efficient management of human resource in the military sector. It should be also prepared that Military Qualification Law and Organization to operate the MQS. By doing that, we can expect several benefits. Firstly, military professionalism is systemically managed and enhanced, secondly military qualification for military personnel will be innovatively developed, thirdly supplement of skilled personnel are secured with stabilities in the military sectors, and finally outplacement of retired personnel are also qualified with military career and training.

  • 해군은 계획된 함정 수리기간을 통해 성능 유지를 위한 장비 정비를 수행한다. 함정의 수리기간이 한정되어있고, 장비는 많은 정비 대상 구성품으로 이루어져 통상의 경우 성능이 저하된 구성품을 미리 선정하여 일부분에 대해서만 정비가 수행된다. 본 연구에서는 SNA 분석을 통해 함정 수리 시 정비 대상 구성품을 더욱 효과적으로 선정할 수 있도록, 집중적으로 정비가 수행된 개체를 확인하고 이를 예방정비를 위한 정비요소로 도출하고자 하였다. 이를 위해 특정 모델을 샘플로, 도입시부터 ${\bigcirc}{\bigcirc}{\bigcirc}{\bigcirc}$년까지의 정비데이터를 수집하여 분석을 진행하였다.

  • 정보 융합은 특정한 기술이 아니라 일반적인 개념이다. 즉 특정한 사건에 대해 다양한 경로와 수단으로 획득한 다수의 불완전한 데이터들을 적절히 처리하여 사용자가 필요로 하는 보다 완전한 데이터를 만드는 과정이라고 할 수 있다. 정보융합에 대한 연구는 80년대 초반에 시작되었지만, 80년대 중반에 정보융합에 대한 모델이 정립되면서 미국과 유럽의 국방과 관련된 기관을 중심으로 정보융합 프로젝트에 참여하며너 비로소 본격적인 연구가 시작되었다.

  • An information system for defense technology information management should assist the user's work and manager's decision-making by managing and timely providing data held by defense-related organizations. This paper proposes a plan for constructing an advance defense technology information service. DTiMS concentrates on the collection and management of defense science technology information but not its distribution. Therefore, it is important that the advanced distribution service model be established on the concept of total life cycle management that utilizes user information, so that it can provide proper information to each user in the defense field who require the information processed by their roles. This study examined the management of information and operation method through advanced case analysis. In addition, the analysis of existing services revealed improvements in the management of an information standard, the trace ability of information and usability, and improved user-interface. The proposed development direction was implemented by deploying the advanced DTiMS. Therefore, it is expected that the proposed methodology will contribute to the weapon system total life cycle, and will support defense technology planning, and R&D decisions.

  • 본연구는 디지탈영상처리기술에 대한 일반적 응용기법을 소개하고 이 기술이 군사체계의 종합 정보화 및 자동화체계 구축을 위해 적용될 수 있는 응용가능분야를 군사행정, 정보/통신, 작전, 무기체계별로 식별함으로서 개발에 필요한 기술축적의 필요성을 제공하고 기타 선진국을 중심으로 이미 개발하였거나 추진되고 있는 몇가지 군사적 응용사례를 통하여 영상정보의 군사적 이용가치에 대한 중요성을 제시하고 있다.

  • Since the mid-nineties, Republic of Korean Army has officially adapted information technology. Starting with the Chang-Jo 21('99) training M&S Model, around seventy types of the M&S system software, including Ground Operations & Resources Requirement Analysis Model ('10), developed by Republic of Korea Army or foreign counterparts have been utilized. However, as the existing cost estimations of the Defense M&S system software fail to reflect the acquisition and development environment, the estimated costs have been frequently overestimated or underestimated. This paper provides a suitable cost estimation model for the Defense M&S system software by presenting the software cost drivers which reflect the unique software development environment of the Defense.
