The purpose of this paper is to first of all analyse the trend of international National Defense Expense of 30 OECD member states and compare it with that of Korea in order to predict an appropriate level of National Defence Expense. As a result of the research, Korea's National Defense Expense has been exploited at 'considerably low level', hence restore its increasing expense rate from 3.87% in 2009 and 5.8% in 2010 to somewhat higher rate, so as to maintain stable supply and demand of National Defense Expense. The reason to the increase of National Defense Expense is to most importantly ensure 'appropriate amount suitable for its national status' and also that National Defense Expense takes up crucial part for protection of not only life and assets of a people but also of national viability.

중국의 국방비 비율은 해마다 낮아지고 있다. 1980년 국가예산의 15.9%를 차지하던 국방비는 1984년 11.9%로 낮아졌으며, 1988년에는 8.2%로 저하되었다. 국방비의 압박은 근대화를 추진하려는 군에 고통을 주고 있다. 국방비의 부족을 보충하기 위해 취해지고 있는 여러 조치가 군기와 훈련의 방조와 같은 군대존립의 근간에 까지 영향을 미칠 중대한 문제를 발생시키고 있는 것에 주목하지 않을 수 없다. 이것은 국방비 부족이라는 문제이상으로 더 큰 문제이다

많은 군사전문가들은 국방비를 국가생존권을 보장하고 국민이 생명가 재산을 보호하기 위한 '안보보험료'로 규정하곤 한다. 그러나 군관계자와 일반국민의 안보위협에 관한 인식의 차이는 90년대 이후 국방비가 1인당 자동차 보험료 수준보다도 낮은 수준으로 급격히 삭감배분되는 결과를 가져왔다. 이로 인하여 '선진 정예국방' 건설을 위해 추진중인 주요 전력증강 투자사업들이 순연되거나 축소되는 결과를 가져왔을 뿐만 아니라, 그 동안 어렵게 육성해 온 방위산업기반의 약화를 초래하였다. 이러한 문제점을 극복하고, 장차 남북간 화해협력과 평화통일을 힘으로 뒷받침하고 다양한 안보위협에 능동적으로 대처할 수 있는 국가 방위력을 갖추기 위해서는 GDP대비 3-4% 수준이상의 국방비가 매년 안정적으로 배분되는 것이 긴요하다는 것을 강조하고 싶다.

Military Power is the most direct and actual measures for national security. For construction, maintenance, management of military power, the adequate expenditure is required but it is difficult to increase blindly owing to the lack of resources. There are security threats and economic conditions in determining of military expenditure. Republic of Korea has been more influenced by economic conditions than by security threats since 1990s In this paper, we analysed relation between real military expenditure and real GDP through regression analysis.

Defense expenditure is the investment for national defense capabilities acquisitions based on the national competitiveness, and includes research and development budgets more than some fixed ratio. So we need to guarantee the defense research and development budgets for National Defense Reform 2020 to posture that correspond to the future warfare, to acquire advanced weapon systems and critical technologies effectively. Especially advancement of the defense technology capabilities for future warfare is one of the issues that we are faced, and it needs to be researched and interested continuously. In this paper, we analysed 16 nation`s defense expenditures growth patterns and defense S&T indices, and proposed the needs of the guaranteed funding at the fixed ratio for defense S&T development.

국회에서의 국방예산안 심의과정에서는 예년에 비교할 수 없을 정도로 심층깊은 논의가 이루어졌을 뿐만 아니라 율곡예산에 대해서도 세부적인 질의와 검토가 이어짐으로써, 향후에는 예산소요에 대한 명확한 근거와 논리가 뒷받침되지 않고는 적정수준의 국방비 획득이 결코 용이하지 않을 것임을 예고하였다.
