Park Geun-Hye Administration declares "Happy Korea, a New Era of Hope" as the administrative vision. 'The orientation to Happy Korea' includes the meanings of both improving the quality of life directly and solving the social problems. It is the Happy Korea-oriented technology that can solve the social problems. The Happy Korea-oriented technology is closely connected to a concept of 'platform' because it makes an impact on providers and customers, in turn, their transactions can offer convenience to the third party. Therefore this study explores the issues of the adoption of the Happy Korea-oriented software platform. In order to achieve this research objective, we firstly make literature review and interview field experts. Three issues of the adoption of the Happy Korea-oriented software platform are drawn: economy, technology, and human resource. In addition, we present some policy directions for implementing and diffusing the Happy Korea-oriented software platform.

우리는 지금 행복한 삶을 살고 있는가? 우리는 누구나 행복을 꿈꾸지만 물질적 풍요로움에 묶여 진정한 행복을 누리지 못하고 있는 건 아닐까? 이제는 이 '행복' 실현을 위한 패러다임의 변화를 인식하고 우리 사회의 지표로 만들어가야 한다는 목소리가 커지고 있다. 충남발전연구원(원장 박진도)은 한겨레경제연구소, 충청투데이와 공동으로 '행복한 삶 : 경제적 가치를 넘어'를 주제로 행복의 조건을 찾아보는 국제컨퍼런스를 지난 11월 30일 대전에서 열었다. 이날 행사에는 우리에게 <오래된 미래>로 잘 알려진 행복경제학의 전도사 '헬레나 노르베리 호지' 생태와 문화를 위한 국제협회(ISEC) 대표, 부유하지 않아도 국민의 행복도가 높은 나라 부탄의 국민총행복위원회(GNHC) 카르마 치팀 위원장, 삶의 질 연구의 권위자로 일본 내각부 소속 웰빙측정위원회 나오토 야마우치 위원장, 고승희 충남발전연구원 책임연구원 등이 참석했다.

본 연구는 대전, 세종 등의 지역에서 국민행복기금을 이용한 342명을 조사대상자로 하여 그들의 근로의욕에 영향을 미치는 요인을 분석하였다. 분석결과, 조사대상자의 가족관계만족도, 고용정책에 대한 신뢰 등이 근로의욕에 크게 영향을 미치는 것으로 나타났으며, 이러한 분석결과를 토대로 국민행복기금 이용자의 근로의욕을 제고하기 위한 몇 가지 방안을 제시하였다. 또한, 본 연구는 실증분석 결과를 토대로 국민행복기금의 제도적 보완 및 효율적 운영을 위한 기초자료를 처음으로 제공했다는 점에서 연구의 의의를 찾을 수 있다.

The "Economy" is one of the hottest issues in Korean society these days, but there are still mixed views on the definition and approach to the creative economy, which is the catch phrase of the new government. Under these circumstances, this study assumes the current perspective of the domestic science and technology community on the creative economy fails to properly reflect the spirit of the times and so aims to suggest the "creative economy for people's happiness" as an alternative perspective along with a set of policy implications. To that end, this paper looks through the theory of the creative economy and examines existing perspectives on the creative economy from a critical point of view. And then, it explores the characteristics of the creative economy for people's happiness and related examples. Lastly, policy implications are drawn up for the Park Geun-hye government.
