Review of Medical Act Article 34 the Amendment (의료법 34조 개정(안)에 대한 소고)

  • The Korean Government said that it issued advance notice of the amendment of medical act article 34 on Oct. 29 of last year. Another issue at the heart of controversy in 2009 was telemedicine between doctors and patients for the purpose of helping those in the dead zone of medicine and supporting medical service industry. It failed, however, to enact legislation due to the strong opposition from medical profession as well as the apprehension about abuse of medical treatment and the rise of medical expenses. To amend and legislate a law, it is needed in advance to examine and analyze the rationality, propriety and feasibility of it. In particular, when it comes to amending a medical act, the validity should be acknowledged only when the right to life and health of the people is protected. Medical act article 34 is in the state of drift because of stiff resistance from medical and civic groups. This study purpose of analyze and to explain the amendment of recent proposition of Medical Act Article 34 and to suggest possible improvement methods.

The Determinants and Comparison of Health Behavior and Health Service by Private Medical Insurance on National Health-Nutrition Survey (국민건강영양조사 대상자들의 민간의료보험 가입 요인 및 가입여부에 따른 건강행태·의료이용 비교)

  • This study firstly examined the socioeconomic and health factors associated with infiltration of private health insurance. Secondly, we compared health behavior, outpatient and inpatient use of private health insured with uninsured. The method of this study is that secondary analysis of the 2008 Korea National Health and Nutrition Survey was conducted for 7178 respondents aged 19 over. We use the logistic regression and t-test for data analysis. The first dependent variable was dichotomy which is divided to private health insured or uninsured and the second dependent variable was the presence and frequency of outpatient and inpatient use. The descriptive variables was gender, age, marital status, income, education, occupation, type of national health insurance, residential area, self confidence of health, prevalence rate of common disease, activity limitation, drinking and smoking status. The result of the major findings are as follows. First, 59 under aged person, married person, people in the higher brackets of income, national employee insured were more likely to infiltrate private health insurance. The poor self confidence of health, activity limitation, person with hypertension or allergic rhinitis and smoker were negatively related in infiltrating private health insurance. Second, private health insured did more preventive behavior such as self-paid health examination, cancer screening, regular exercise than uninsured. Third, private health insured was positively related with the presence of outpatient use and frequency of inpatient use

  • Health care privatization will have a very significant impact on the quality of medical service and income redistribution and risk diversification. This study was conducted to improve the situation without too much insistence that one did not understand the essence rife about the privatization of health care. In this study, grasp the implications of the current health care debate to be privatized, and dealing with the claims accordingly. Seeks to help establish an objective perspective, looking at the pros and cons at the same time claims for medical privatization policy. The Health and diversification through the capitalist market access as part of the transition process is being overlooked as a new growth engine industries. But health care is constrained to follow the growth of universal access and how to deal with life because it is practical conduct of the person. In addition to services that are not only for the benefit of the profit or government institutions.

Influencing Factors to Enrollment in Private Health Insurance and Medical Use by Life Cycle : Analysis of 2016-2019 Korea Welfare Panel (생애주기별 민간의료보험 가입 영향 요인 및 의료이용 행태 : 2016~2019년 한국복지패널자료를 사용하여)

  • This study was conducted to find out the status and factors of private health insurance subscriptions by life cycle and to identify differences in medical usage behavior by life cycle. Using the SPSS 26 program as the 12th-15th (2016-2019) data of the Korea Welfare Panel, the difference subscriptions was identified as Chi-square by demo social and health characteristics of 58,223 people, and the factors affecting subscription were analyzed by polynomial logistic analysis and average analysis was performed for medical use behavior. As a result of the analysis, the biggest factor in purchasing private health insurance was household income, private health insurance coverage is the highest in growth period, and multiple subscriptions were made depending on household income. In youth, household income, spouse, and no disability, and middle age, household income, economic activities, spouses, and health levels were largely influential factors. The rate of private health insurance coverage in old age was the lowest, and low-income households, poor health levels, and people with disabilities were lower. The increase in medical use by private health insurance subscribers also occurred during growth and youth. It is necessary to strengthen the national health insurance coverage, and the role of private health insurance to supplement it should be established in time for the life cycle to complement each other, eliminating blind spots of medical security and maximizing people's health and well-being.

  • 비보건계열 대학생들을 대상으로 치과위생사 의료인화 정책에 대한 찬반의견을 조사하였다. 비보건계열 대학생들은 의료인, 의료기사의 구분에 대한 인식 수준, 치과위생사 업무에 대한 인식 수준이 낮았고, 40%의 응답자가 치과위생사 의료인화 정책에 찬성하였다. 치과위생사를 단순히 의료인으로 편입시키는 정책보다는 치과의료와 관련된 법률을 제정한다거나 치과위생사 직업의 단독법을 제정하는 등 국민구강건강을 향상시키는 데 바람직한 체계가 무엇인지 다양한 시각으로 모색할 필요가 있다.

  • Used medical equipment utilized in medical technology, most are not human or environmental risks likely to in normal medical technology. Therefore, the risk is close to zero so that medical devices are classified into Class 1 medical device, such as little or no risk by treating. It can be minimized without arising unnecessary and waste of time. As handlers in the medical device vendors are expanding the area of the business, we can uplift operators' commitment to the business and for the people's choice. In this paper, our research are presented to improve the legal and regulatory directions for the distribution of used medical devicesin in order to establish and promote a fair deal of diversity.

  • Medical services should be provided not only to patients but also to medical staff who are the main actors of medical treatment. This paper is based on Ethnography, observing the behavior of medical staff performing medical actions and finding what is the most frequent of physical medical treatment. In particular, I observed the need for recognition and performance of the clinical workforce for invasive medical treatment. Based on the Insight from the observation and analysis of medical staff's behavior on intravenous fluid therapy and in-depth interview, I defined four design value factors. Plus, I suggest a design prototype with a proposal for designing a medical consumable kit for intravenous fluid therapy to validate the design elements. Kitting medical consumables simplify the preparation and disposal process throughout the treatment, enabling rapid medical action and increasing work efficiency.

Expanding Health Education Plan For Improving Public Health (국민건강증진을 위한 보건교육확대방안에 관한 연구)

  • Although the public health centers have been initiating health education recently, it is not extending as expected and the participation of the program is low. The reason is that the office workers have few opportunities to receive health education since there are few public health centers in relation to the population. Much time is required for travel and attendance of the classes. In order to solve this problem, the aim is to increase participation in health education, improve the overall public health awareness, expand the number of health education locations to reduce medical expenses, vitalize the lifelong educational health programs, and improve the national health insurance. In order to research about the health education expansion plan for public health improvement, a study focused on men and women above age 20 who need health education. The research sample was selected through random sampling that targeted people who participated in the health programs or the health education. The period of this survey was from September 1st to September 30th, 2014. A total of 509 participants completed the survey data for the actual analysis to propose the health education expansion plan for the public health improvement.

  • 최근 국민의 의료수준과 생활수준이 향상되면서 평균수명이 연장되는 등 국민의 건강수준이 향상되고 있으나 오늘날 건강문제는 감염성질환이나 열악한 위생상태로 인한 위험보다는 국민의 생활양식 변화와 인구의 고령화에 따른 만성퇴행성질환의 증가로 그 양상이 바뀌어 가고 있다. 예컨데 잘못된 식생활습관이나 운동부족, 과다한 흡연이나 음주 등으로 인해 암, 뇌혈관질환 및 당뇨병등과 같은 만성질환이 급증하고 있다.
