재정건전화를 위한 사학연금제도의 자산운용 방안

  • 사학연금재정재계산위원회(2016)에 의하면 사학연금제도는 2027년에 기금규모가 최고로 도달한 후, 다음 해 부터는 재정수지가 적자로 전환되어 2046년에 기금이 완전히 고갈될 것으로 전망되고 있다. 그래서 동 제도의 지속가능성을 위한 연금재정의 안정화 대책이 시급하다. 현재 상황에서 사학연금제도의 지속가능성에 대한 연구는 자산운용을 효율화하여 기금고갈시점을 최대한 연기하고, 동 기간 공무원연금제도의 개혁과 연계한 지속가능성을 모색하는 방안이 최선의 방안이다. 지금까지 사학연금은 해외투자나 대체투자 등 다양한 자산배분 포토폴리오를 설계 운용하여 왔는데, 대체투자로는 높은 수익률을 실현하여 왔으나 해외투자 수익률은 기대에 미치지 못하였다. 국내외 연기금들 중 지난 6년간 가장 높은 단순 수익률을 실현한 CPPIB의 수익률을 사학연금재정재계산위원회가 사용한 연금재정재계산 수익률에 적용하여 추계한 연금재정은 2044년 기금최고시점에 이르렀고, 2045년부터 재정수지가 음(-)으로 변하여 2060년부터 기금이 완전히 고갈될 것으로 전망되었다. 그리고 사학연금의 운용성과가 미흡한 주식투자 수익률을 국민연금 주식투자 수익률로 적용하였을 경우, 사학연금재정재계산위원회 추계 결과와 비슷한 기금최고시점 및 기금고갈시점을 보였다. 글로벌 경제가 저성장 저금리 기조로 들어서고 있는 이 시점에서, CPPIB가 지난 6년간 실현한 높은 수익률을 중장기에 지속적으로 기대하기는 어렵다. 그래서 사학연금기금을 최대한 유지하기 위해서는 다양한 투자대상을 개발함과 동시에 CPPIB의 자산배분 포토폴리오와 포토폴리오 변동성 및 기대수익률을 통제할 수 있는 수리모형을 도입하고, 국민연금의 주식투자 운용원칙 및 기준을 벤치마킹하여 자산배분을 효율화하여야 한다. 이와 동시에 향후 공무원연금제도 개혁 과정에서 사학연금제도의 지속가능성을 반영할 수 있는 방안에 대한 연구가 필요하다.

The Welfare Investment of the National Pension Funds: Its Necessity and Policy Development (국민연금기금의 복지사업 당위성과 정책방향 연구)

  • The use of the national pension funds to welfare has been criticized due to its low profitability, with concern about financial instability and the lack of funds. Despite the small amount of the funds employed to the welfare, therefore, it has been decreasing so far. It is resulted from the fact that the use of funds to the welfare sector failed to provide its valid reasons, and take the policy direction firmly. There are three main logical reasons for the welfare investment of national pension funds: Firstly, no state is capable to take the full responsibility for the entire social welfare, and therefore, the funds can be used for social welfare. Secondly, the funded system, contrasted with the case of pay-as-you-go system, has inevitably caused discriminations to the present elderly through excluding them institutionally from pension participation. At last, so as to its selective system, the minimum contribution period of 10 years brings about the equity problem between the people who can afford it and the people who hardly can. Therefore, investing a proportion of funds to the welfare is entirely reasonable in that it can alleviate the discriminations to the present elderly generation and the marginal participants, rather than to meet their social welfare needs. With regard to the policy decision, the profitability of the investment, and the choice of the welfare work, on the other hand, the policy direction should be given a sufficient consideration of a various policy factors such as the necessity of social consensus, independence of the welfare work in relations with other national welfare work, policy identity to judge whether the work is worth long-run or short-run, and the reliance of direct-operated work and indirect-operated work. As a result of all these efforts above mentioned, an investment to the welfare of the national pension funds could be vitalized, and gain public confidence.

A proposal and analysis of finance evaluation indicators for actuarial review of the national pension (국민연금 재정평가지표의 제안 및 분석)

  • This study suggests both modification reserve ratio and cover rate for expenditure as new finance evaluation indicators. Firstly, modification reserve ratio is an evaluation indicator which shows how long can the accumulated reserves at the beginning of the year afford future benefit expenditure. Modification reserve ratio has an advantage both to present what the scale of annual accumulated reserves means and to know the exhaustion speed of accumulated fund through analyzing the trend of modification fund ratio. Secondly, this research classifies resources for expenditures as premium income and reserves, thereafter, presents cover rate for expenditure as finance evaluation indicator. We can know how premium income and reserves can cover future expenditure during the evaluation period, and how deficient are resources through these indices. The researcher anticipates this research to contribute to policy researches for financial stabilization of the national pension scheme.

  • Recently, Korea suffered serious social conflicts between generations due to population aging. Anxiety about depletion of the National Pension Fund is one of the social problem to young generation, because of the uncertainty that they will not able to receive the pension they paid. At the same time, due to the high housing rent in Seoul metropolitan area, the demand for housing welfare and supply of public rental housing for young generation was increased. There are some opinions about using National Pension Fund to supplying public rental houses in the society. In this research, we were concentrated on finding the suitable areas for the public rental house using National Pension Fund. First, verifying the validity of the investment using National Pension Fund for the public rental housing was done. And spatial statistical methods were applied to explore the suitable areas for the public rental housing in Seoul metro area. Finally, this study divided young people into three groups and analyzed ways to supply public rental housing for each group in proper areas by their demand. This research's ultimate goals are mitigating the conflicts between the generations and achieving both profitability and publicness of National Pension Fund.

Global Comparison for Personal Asset Management by Old Age People in Korea (한국 노년기 자산관리의 국제비교)

  • In this study, I examine overall conditions and problems of personal asset management processes by the old age people in Korea from the global perspectives. Major recommended policy implications for those are as follows.. First, the IRR (income replacement ratio) of public pensions in Korea is found to rank nearly the lowest among the OECD member countries. The relatively low fund performance compared to that of developed countries as well as this low IRR can be pointed out as major problems of public pension in Korea. It is recommended to reinforce specialty in fund management as a top priority to solve out these problems related with public pensions in Korea. Second, it is needed to set retirement pensions to be mandatory for almost all the firms in Korea to substitute for the above lower IRR of public pensions and to recover from the highest elderly poverty ratio among the OECD countries. Third, it is required to discuss about the expansion of tax refund policy application in the individual pension sector and many financial investment products under the correction of current budget control to motivate voluntary subscription for individual pension planning and to stabilize elderly lives of ordinary people in Korea. Fourth, it is required to induce market mechanism in controling price and longevity risk of reverse mortgages for the long-run sustainability.

  • The Korean market of pension plans has recently increased and pension plans will be expected to play an important role in the retirement system as complement of the national pension system in the future. However, there are a few of research papers on actuarial projections of pension plans. This paper will discuss a long-term financial projection on defined pension plans using data based on the national pension workplace participants. Previous researches focused on company-based financial projection of pension plan. But, this paper concerns on total Korean pension participants and suggests a method to calculate future financial projection of total pension plans. Finally, this research will suggest several numerical results of normal costs, benefits, numbers of workers, etc.

Evolution of the National Pension Scheme in Korea: Uniqueness and Sustainability of the Korean Model (국민연금제도 전개의 한국적 특징과 지속가능성)

  • The goal of this paper is to define the distinguishing characteristics of Korea's National Pension Scheme compared to the National Pension types of other countries and sees if those characteristics are significant enough in order to warrant calling these the "Korean Model". Also, another point to consider is, if this "Korean Model" does indeed exist, whether it is a 'sustainable' model or not. The National Pension Scheme, which was implemented in 1988, is similar to the public pension system formerly used in Japan. The National Pension Scheme broke away from this 'Japanese Model' in 1995 with implementation of the Farmers and Fishermen Pension, and the unique "Korean Model National Pension" was completed in 1998 with revision of the National Pension Law. The characteristics of the Korean National Pension can be defined as being balanced equally on ability and equality, possessing strong intergenerational income redistribution, having a nationally integrated structure, an incomplete funded method financial neutralism of the government and also as being a Monroe-oriented pension system. There are several limits to the sustainable development of this Korean Model National Pension, though. Even though the precondition of "the income determination problem of self-employed persons", which has strong intra-generational income redistribution. in actuality there are still many policy issues to be confronted such as the structure which 'transfers the burden to the future generation', the 'inter-generational inequity' of the incomplete funded system, persons excluded from coverage under the national integrated structure, 'compulsory loaning of the public sector by the National Pension Fund' under the government's principle of finance neutralism, the separate existence of the 'Monroe-oriented National Pension' from other pensions, etc.,. Therefore, it need to reform of NPS once again to sustainable development of KMNP.

  • The National Welfare Pension Act of 1973 and the National Pension Act of 1986 were legislated for an anticipative response to future population ageing. But the enforcement of these acts gained momentum as they became effective tools to realize the present potential demographic bonus. This article investigates the history related to the enactment of these two acts, focusing on these acts' role in raising funds managed by the government (National Investment Fund and National Housing Fund). This article shows the historical origin of full-dress debates on the sustainability of the National Pension Fund.

국민연금(國民年金)의 재정운용방식고찰(財政運用方式考察)과 중기재정추계(中期財政推計) (1988~1992)

  • 본고(本稿)는 공적연금제도(公的年金制度)의 재정운용방식(財政運用方式)에 대해 고찰하고, 현행 국민연금제도(國民年金制度)의 재정추계(財政推計)를 위한 모형(模型)과 추계방법(推計方法)을 제시하고, 1988년부터 1992년까지의 추계결과(推計結果)를 분석하였다. 또한 현행제도의 문제점을 지적하고, 제도의 수정(修正)에 입각 할 때의 재정추계효과(財政推計效果)를 분석하였다. 연금재정운용방식(年金財政運用方式)으로서의 적립방식(積立方式)과 부과방식(賦課方式) 중 어떤 상황하(狀況下)에서 어느 방식(方式)이 유리(有利)한지에 대한 분석(分析)에서, 연금급여수준(年金給與水準)이 동일(同一)하다는 전제하에서 이자율(利子率)이 인구성장률(人口成長率)과 소득증대율(所得增大率)의 합(合)보다 큰 경우 적립방식(積立方式)이 유리하고, 그 반대의 경우 부과방식(賦課方式)이 유리하다는 것을 도출하였다. 추계결과(推計結果) 적립기금규모(積立基金規模)는 1988년말 약 5,800억(億)원에서 1992년말 4조(兆) 6,750억(億)원으로 연평균(年平均) 68.5%의 증가율을 나타낼 전망이며, 이식률수준(利殖率水準)에 따른 민감도분석(敏感度分析)에서 기금운용(基金運用)의 중요성을 보았다. 현행제도의 개선(改善)을 위해 갹출료산정기초(醵出料算定基礎)로서의 보수재산정(報酬再算定)과 연금급여산식(年金給與算式)의 재산정(再算定)을 제안하고, 이러한 수정(修正)에 의한 추계결과(推計結果), 갹출료수입(醵出料收入)의 증가(增加), 반환일시금(返還一時金)의 증가(增加), 급여지출(給與支出)의 증가(增加)로 나타났으며, 이에 따른 적립기금규모(積立基金規模)는 1988년 5,800억(億)원에서 7,240억(億)원으로, 1992년 4조(兆) 6,750억(億)원에서 5조(兆) 4,500억(億)원으로 개선되는 효과를 보았다.

A Debate on the Reform Plan of Korean National Pension Fund Governance Structure - A Critique on the Appliance of the Agency Theory and a Democratic Alternative - (국민연금기금 지배구조 개편 논쟁에 관한 연구 - 대리인 이론 적용 비판과 민주주의적 대안의 모색 -)

  • This Study aims to criticize national pension fund governance reform plan of Korea government and to search for an alternative direction of the reform. Firstly, I examine the theoretical basis of the Korean government reform plan by clarifying limits of application of agency theory to the public pension fund governance. Secondly, I try to reconstruct principles of the public pension fund governance with an alternative theoretical view emphasizing democracy principle. Thirdly, I evaluate the government reform plan with the basis of reconstructed pension fund governance principles. The government reform plan is expected to cause retrenchment of democracy and even political autonomy. It also would make worse the problem of pension fund autonomy from the financial market and the risk of the pension fund caused by market turbulence. Finally I suggest alternative direction of the pension fund governance reform emphasizing the democracy principle. This direction contains constructing co-determination structure of the state and the civil society, escalating controling power of the governing body to the administration body, setting the limits of the roles of the state, attaining of the autonomy from the financial market, strengthening organizational and social accountability.
