The Broadcasting Law amended in January 2007 declared to adopt universal right to view(known more widely as Universal Access Right, UAR), the right to access broadcasting programs on such major sports or other events that are likely to catch the gaze of the public television viewers. Then its implementation rule was issued in February 2008, and under the regulations the Committee of Ensuring Universal Access Right has been established, where detailed action measures and guidelines are currently in the process of preparing. However, it is no question that an effectiveness of the implementation system of Universal Access Right presupposes sufficient amount of discussion and social consensus. At present, the major focus in this issue is on the matters including which type of events is subject to UAR and what criteria are desirable in determining which broadcasting company has priority. In this context, this study aims at identifying implications for policy by examining the precedent cases of Europe, Australia, and other countries, where UAR is enacted and implemented. Further, this study tries to draw up a specific scheme for ensuring universal right to view through conducting a survey on public television viewers. We will include specific guidelines for selecting events of public attention, criteria for selecting broadcasting companies regarding priority, and relevant operating rules regarding relayed broadcasting.

제34회 전국도서관주간(한국도서관협회 주관, 문화관광부 후원)이 4월 12일부터 18일까지 전국의 공공도서관을 비롯하여 각급도서관별로 다양하게 개최되었다. 우리 협회는 도서관에 대한 국민적 관심과 이해도를 높이고자 지난 ‘65년부터 매년 4월 12일에서 18일까지 1주일 간을 ’도서관주간‘으로 정하고 우리협회에 주관하에 전국 각급도서관이 중심이 되어 다양한 도서관문화 행사를 전개해오고 있다. “도서관에 가서보면 길이 보인다”라는 주제로 개최된 이번 도서관주간 행사에는 ’특별강좌. 강연‘ ’모범이용자표창‘ ’작가와의 만남‘ ’도서관 알기‘ ’동화구연‘ ’독서토론‘ 등과 같은 행사뿐만 아니라 경제위기로 인한 고실업사회의 대응책으로 ’창업 및 구직정보 관련코너‘설치 ’자녀 논술 및 독서지도 강좌‘등이 많은 공공도서관에서 실시된 것이 눈에 띄었으며 ’정보찾기대회‘ 컴퓨터강좌’ ‘영어동화들려주기’ 등의 다양한 프로그램도 정보화, 국제화 시대에 맞춰 개최되었다. 이번 행사에서 특히 눈길을 모은 것은 제주도 한수풀도서관에서 ‘창간호 특별전시회’로서, 이는 고병률 사서의 개인소장자료 전시회로 한 사서의 자료보존에 대한 애착을 엿볼 수 있었으며, 대구광역시립동부도서관의 ‘도서관주간 음악회’와 대학도서관에서는 드물게 개최된 계명대학교동산도서관의 초청강연회 ‘미국대학도서관의 업무처리와 정보 서비스: 연사 박혜옥(캘리포니아대학도서관사서)’등도 돋보였다. 이번 도서관주간에 개최된 각급 도서관별 행사 내역을 아래의 표는 정리한 것임.

호주 정부는 1988년이 유럽인의 호주 이민 200주년이 되는 것을 기념하여 대대적인 행사를 추진하고 있으며 이 행사의 일환으로 1988년 7월 9일 부터 21일 까지 "제29회 국제수학경시대회"를 개최할 예정이다. 이 대회의 주최측에서는 우리나라에도 중ㆍ고등학생의 참가를 요청하였다. 필자들은 이 대회에 우리나라 대표를 파견할 경우를 대비하여 그 동안 IMO에 관한 여러가지의 정보를 조사한 바 대회 참가 여부에 대하여 다음과 같은 결론을 얻었다. 1. 참가의 필요성 (1) 중ㆍ고등 학생들에게 수학에 관한 관심을 높히고, 나아가서는 모든 국민에게 과학적인 사고의 향상을 기대한다. (2) 궁극적으로 수학을 위시한 기초 과학, 응용 과학에 대한 전반적인 관심도가 높아져서 수학자 및 과학자의 저변 확대를 기대할 수 있고, 특히 수리적인 사고력이 뛰어난 사람을 조기에 찾아내어 2000년대의 과학 선진국 건설에 중추적인 역할을 맡을 인력자원을 확보할 수 있다. (3) 현재 중ㆍ고등학교 수학 교육이 계산 위주, 암기 위주로 되어 있고, 학력 고사를 위시하여 많은 시험이 객관적으로 사고력 배양이 고려되지 않고 있다. IMO 참가자를 선발하기 위하여 거국적인 경시 대회를 개최한다면 자연히 이를 대비한 주관식 문제를 접할 기회를 가지게 되고, 따라서 수학 교육의 목적중의 하나인 사고력 배양을 기대할 수 있다. (4) 우리 국민의 조직적인 사고력과 과학적인 두뇌를 세계적으로 자랑할 수 있는 좋은 기회이다. (5) 자라나는 새싹들에게 국제 대회의 기회를 주므로써 장차 우리나라의 수학 수준을 국제적으로 높힐 수 있는 기틀을 마련한다. 2. 우리나라 학생이 IMO에 참가하여 우수한 성적을 거둘수 있는지 여부 (1) 절대적으로 있다. 참가하는 첫 해부터 상위권에 들어갈 것이다. 우리의 중ㆍ고등학교 수학 수준이 세계 평균보다 약간 높다. 그리고 몇 년의 경륜을 쌓는다면 세계 1, 2위에 도전 할 수 있다. 이것은 올림픽이나 아시아 게임에 기울이는 비용의 몇 만분의 일을 가지고, 그 보다 훨씬 높은 수준의 국력을 과시할 수 있는 기회이다. (2)매년 그 성적이 올라가리라 생각한다. 예로서 우리와 비교하여 형편없는 국력을 가진 몽고가 8년간 꼴찌를 하다 1894년 대회에서 참가국 33개국 중에서 10위를 차지하였다. 미국은 참가 첫 해부터 2위를 하였고, 11년 동안 1위 2번, 2위 4번을 하였으며, 매번 5위 이내에 머물렀다. (3) 월남은 그 나라의 사정때문인지 자주 참가하지 못하였다. 그러나 참가할 때마다 항상 상위권에 속하였다. 이것은 월남 국민들의 수학에 관한 관심도를 나타낸다고 본다. 우리 국민도 월남 국민에 못지 않으리라 생각한다. 3. 한국수학교육학회가 주관하여 뛰어난 학생을 선발 할 수 있는지 여부 (1) 있다. (2)한국수학경시대회 (KMO) 위원회를 한국수학교육학회 산하에 구성하여 KMO를 주관하게 하고, 또 국내의 여러 수학경시대회에서 우수한 성적을 나타낸 학생중에서 일정한 인원(50명 정도)을 선발하여 특별히 선정된 훈련팀으로 하여금 조직적인 훈련을 시킨다면 된다. 4. 기타 (1) 과거 어떠한 형태로든 국제 대회에 참가한 경력은 전혀 없다. (2) 1960년대에 서울대학교 공과대학 학생회에서 주최한 수학경시대회가 있었으나 보잘것이 없었고, 현재에도 각 시도별 또는 대학주관의 경시대회가 있으나 거국적인 호응을 받지 못했다. 물론 국제 대회에 참석시키는 것은 엄두도 내지 않았다.

국내외적인 시장환경 변화로 국내 정보통신산업은 상당한 어려움을 겪고 있다. 세계시장에서의 자국시장 보호정책강화는 수출위주의 산업구조를 갖고 있는 우리나라에 많은 영향을 주고 있다. 이러한 상황에 따라 급성장세를 지속해오던 우리의 경제성장률이 금년들어서는 눈에 띄게 둔화되고 있는 것이다. 특히 정보산업계에서는 통신시장 개방에 따른 대응책과 자구책 마련에 총력을 기울이고 있다. 한.미 양국간에 대표자회담이 연속적으로 열리고 있으며 이를 보는 국민들의 관심도 고조되고 있다. 협회는 이러한 환경변화에 능동적으로 대처하고, 새로운 방향을 모색키 위한 일환으로 이우재 체신부 장관을 초청, 협회 회원사 대표들과의 상견인사와 의견교환의 자리를 만들었다. 본고에서는 이번 행사의 주요 내용을 요약, 정리한다.

"방재와 보험"애독자 여러분의 사랑과 관심 속에서 우리 한국화재보험협회는 오는 5월 15일 창립 30주년을 맞이하게 되었습니다. 1973년 "화재로 인한 재해보상과 보헙 가입에 관한 법률" 제정과 함께 우리 한국화재보험협회는 10개 손해보험회사에 의해 설립, 화재로 인한 재산상의 피해복구 대책은 물론 인명피해에 대한 배상을 법률로 정한 국가 복지차원의 안전인프라로 출발하여 화재안전의 초석을 다지고 방재보국의 일익을 수행해 왔습니다. 우리 협회는 앞으로도 방재기술의 연구, 화재안전을 위한 국민홍보, 특수건물의 화재안전점검 등 국민생활 안정에 기여하는 방재서비스를 제공하고 손해보험의 위험관리 전문기관으로 발전할 수 있도록 전력을 다할 것임을 약속드리면서 지난 30년에 있었던 주요행사 등을 소개합니다.

선거는 한 국가의 발전에 큰 영향을 미치는 중요한 행사이다. 국민들의 선거에 대한 관심은 해가 갈수록 증가하고 있고, 선거철마다 많은 여론이 형성되고 있다. 유권자들은 자신이 원하는 후보를 선정하기 위해 많은 후보자 정보를 살펴보아야한다. 올바른 판단을 위해서는 수많은 정치인과 정당에 대한 사전 분석이 필요할 것이다. 이는 시사나 정치에 대한 지속적인 관심이 요구되기 때문에 쉬운 일이 아니다. 그래서 후보자에 관한 기사나 공인된 온라인 토론에서의 정보를 검색하고 점수화하여, 투표자들이 후보를 결정하는데 도움을 줄 수 있는 방법을 제안한다.

Recently, alarmed by the frequent international terrorism or safety accidents, the host countries of world sports events are focusing on security activities for the sake of the participants, facilities, events and competitions. They are alarmed because in case any happenings like international terrorism or safety accident, the contest itself can be criticized to be a failure as much as the international reliability of the host nation may well crash. We can see that any failure in coping with terrorism or safety matters can lead to a nation-wise crisis in the case of Indonesia where the October 12th of 2002 terrorist bomb attack in Bali damaged the image of the nation followed by the similar case in Philippine (Oct. 20th, 2002) where the same terrorist attack dramatically scared away the tourists to the nation. Korea is scheduled to hold the World Championship in Athletics in Daegu Metropolitan City in 2011. Also, it is slated to host various world sports events such as Yeosu International Exposition and Incheon Asian Games. In these contexts, this study analyzes counter-terrorism cases related with the recent international sports events that have been organized in a variety of manners in the era of globalization. This study aims to show alternatives for the safety management in these events. In other words, it is focusing on giving directions to the safety policies of the nation -which may become the future hub of north-east Asia and the world - for more perfect guard and defense, and counter-terrorism activities in all the conferences, sports events and international festivals where any private defense and guard companies are allowed to cooperate with the police force or public security agencies.

농업ㆍ농촌이 우리에게 어떤 의미를 지니는가. 흔히 산업의 한 분야로 분류되지만, 문명과 함께 태동해 자연과 소통하며 이루어내는 인류의 끝없는 도전, 생명과 직결되는 분야기에 더 많은 관심을 요구한다면 지나친 편애일까. '농업ㆍ농촌이 무엇인가'라는 근본적인 질문을 던져보는 행사가 펼쳐져 농축산계의 관심이 모아지고 있다. 농촌진흥청은 오는 8월 30일 부터 9월 3일까지 5일간 청내에서 농업관련 기관과 단체 및 학계 등이 공동으로 참여하는 '한국농업 근현대화 100년 기념사업'을 개최한다. 특히 오랜 농민단체 생활을 통해 농정 관련 현장 경험이 풍브, 지난 2월 농축산계의 뜨거운 관심 속에 부임한 김인식 농촌진흥청장은 "이번 사업을 우리 농업과 농촌이 재도약할 수 있는 발판을 다지는 계기로 삼을 것"이라는 포부를 밝혔다. 김 청장은 경상대학교 축산학과를 졸업한 1992년부터 전국농민단체협의회 사무총장. 한국낙농육우협회 전무, WTO 국민연대 사무총장에 이어 정책실장실 농어촌 비서관 등을 역임, 효율적인 대외협상과 함께 농진청의 농업연구와 지도사업에 새로운 방향을 제시할 것으로 기대되고 있다. FTA, DDA협상 등 개방화의 물결 속에 농촌이 어느 때보다 어려움을 겪고 있는 시점에 피드저널 유동준 발행인 겸 편집인은 7월12일 농촌진흥청 청장실에서 김 청장을 만나 '한국농업 근현대화 100년 기념사업 추진 방향과 농어축산업 발전'을 주제로 대담을 나눴다.

Medical disputes the problem that occurs essentially among the rapidly increasing of the demand for health care and the attention of the public health. The subject of dispute is mostly criminal penalties and civil redress due to a physician's medical malpractice, resolved by agreement was prioritized. They trying to solve through the litigation and exercise the skills. But, the lack of clear standards and related legislation make difficult to solve the problem. for this, "The Act of Medical Malpractice Damage's Relief and Mediation for Medical Dispute Resolution" (Medical Disputes Adjustment Act) was enacted in April 7, 2011 and performed in Apr. 8, 2012. To solve the problem autonomously between the parties. It is the legislative intent such as mediation or arbitration to solve the conflict between the parties. But there are some problems that examined from the perspective of constitutional review with the criminal and civil problems. Therefore, this paper will find out the legal issues about Medical Dispute Adjustment Act and the constitutional and civil issues. And want to expect to be prepared the more stable and efficient solution of medical disputes.

This study is for a search for methods of development of marine leisure sports. As worldwide trend of marine leisure sports is developing rapidly and people more concern about their quality of life and leisure in Korea, the ear of marine leisure sports should be coming in Korea soon. This study is for a search for methods of development though the SWOT analysis. The results of the study are as below. First, the Strength of enlargement of the base in Korea are elation of concern of government and local governments, expanding local event of marine leisure sports with existing facilities and various programs. Second, the weakness of enlargement of the base in Korea are lack of awareness of marine leisure sports, frequent accident occurrence and lack of experts of marine leisure sports. Third, the Opportunity of enlargement of the base in Korea are more budget due to elation of concern of government and local governments and more preference of people in Korea. Fourth, the Threaten of enlargement of the base in Korea are low efficiency of high cost investment construction from government and local governments, huge fee of using facilities due to high cost investment construction and requiring treatment improvement of instructors of leisure sports facilities.
