The purposes of this study are to analyze the structure of the division and its operation related to bibliographic control in national libraries and to propose several ways to strengthen its functions of National Library of Korea based upon the analysis. Literature reviews were carried for the definitions and roles of national libraries and their bibliographic control. The divisions of bibliographic control in Library of Congress, British Library, National Diet Library of Japan, the Royal Library of Denmark, and National Library of Korea were analyzed. Three methods for strengthening bibliographic control in National Library of Korea were suggested as follows: first of all, need of establishment of independent bibliographic control center, secondly, high quality of bibliographic data and collaboration with related institutions, and third, strengthening of research in the future of bibliographic control.

영국(英國)에서는 대학도서관(大學圖書館), 공공도서관(公共圖書館) 및 특수도서관(特殊圖書館)을 포함하여 각종(各種)의 도서관(圖書館)이 많이 있다. 그러나 불과 몇 달전까지만 해도 국가도서관제도(國家圖書館制度)가 없었다는 것은 경이(驚異)할만한 일이며, 세계적(世界的)으로 유명(有名)한 영국박물관도서관(英國博物館圖書館)도 공식적(公式的)인 국가도서관(國家圖書館)이 아니었기 때문이다. 1972년(年)에 새로운 입법(立法)이 통과되어, 소위 "영국도서관(英國圖書館)"이라 불리우는 국립도서관(國立圖書館)이 현재(現在) 건립중(建立中)에 있는데, 이것은 영국박물관도서관(英國博物館圖書館)(British Museum Library), 국립과학발명참고도서관(國立科學發明參考圖書館)(National Reference Library of Science and Invention), 국립과학기술대출도서관(國立科學技術貸出圖書館)(National Lending Library for Science and Technology), 국립중앙도서관(國立中央圖書館)(National Central Library) 및 영국국립서지관(英國國立書誌館)(British National Bibliography)을 통합(統合)하여 3부(部)로 구성(構成)되어질 것이다.

The purpose of this research is to propose the mediumand long term plan for the development of new branch libraries of the National Library of Korea. As the most appropriate strategic direction of planning the branches, proposed is the "bipolar and multidirectional" model which means the establishment of the only one branch library of the National Library of Korea and then, if necessary, more than one national libraries later. In this research, it is suggested that the National Library of Korea as a national library take a leading role for the development of nationwide library system, develop a sustainable medium- and long-term plan for securing the appropriate budget, human resources, and legal support, and help all kinds of libraries improve the level of services.

The National Sejong Library of Korea that is constructed in Sejong City is a public library as well as a library specialized in policy information and children's service. Thus, this study intended to suggest measures of space composition in the National Sejong Library of Korea. First, it proposed strategies for space composition by analyzing cases on spatial factors that are key elements in a national library. Second, it suggested space composition and circulation plan that can support policy information and children's service in order to establish a user-oriented national as well as public library. And finally, it collected opinions from operating managers for the effective progression of space composition in the blueprint on each floor while focusing on users' circulation plan and granting spatial characteristics.

국립대학도서관협의회는 83년11월25일, 26일 공주사범대학도서관에서 제35차 총회를 개최하고 국립대학도서관 운영개선방안에 대하여 협의한 바, 다음과 같은 내용의 건의를 관계 당국에 제출키로 결의하였다. 이 건의 내용은 전체 대학도서관 운영개선을 위하여 필요한 자료이기 이를 소개하는 것이다.

The National Library of Korea, Sejong, which celebrates its 10th anniversary, has been performing the duties of a specialized library for policy information while also serving as a public library for Sejong citizens. However, there are concerns about whether it is desirable for the National Library of Korea, Sejong, to continue to provide both policy information services and public library services simultaneously. In order to establish the identity of the National Library of Korea, Sejong, and strengthen its core competencies and services, a prior investigation of the current status and stakeholder groups is necessary. This study diagnosed the current status of the National Library of Korea, Sejong, and conducted a SWOT analysis, and then surveyed and analyzed stakeholders (National Library of Korea, Sejong, employees and relevant policy agency employees) related to policy information services to identify the library's core role and identity, and perception of policy information services. Based on this, this study presented ways to improve the library's core competencies and future direction as a specialized library for policy information.

도서관 심벌(Symbol)은 시각적으로 도서관의 존재 및 우수성을 전달하는데 매우 효과가 높은 것으로, 도서관 마케팅 및 PR을 촉진시키기 위한 중요한 기법중의 하나이다. 따라서 본 연구는 국내외 도서관 심벌에 대한 제작경위와 의미 등에 관하여 살펴봄으로써 도서관 심벌에 대한 이해를 도모하고, 궁극적로 도서관 마케팅 및 PR을 촉진시키기 위해 도서관 심벌이 많이 활동되도록 하고자 하는 것이다. 조사된 29개국 35개 국립도서관 및 협회의 46개 심벌을 분석한 결과 도서관을 나타내는데 책이 가장 많이 사용되었으며, 다음으로는 도서관 건물, 도서관 명칭, 고유문화, 사람 등 순으로 나타났다. 그리고 국제도서관협회연맹(IFLA)의 공식 심벌과 15개의 대회(Conference) 심벌을 분석한 결과 매년마다의 대회를 나타내는데 IFLA의 공식 심벌이 공통적으로 사용되면서, 개최지의 고유문화가 가장 많이 사용된 것으로 나타났다. 즉 국립도서관 및 협회의 심벌은 특정 도서관을 나타내기 위해 해당 도서관 건물, 책 등을 사용하였으며, IFLA 대회의 심벌은 고유문화, 상징적 건축물 등을 사용하여 IFLA 대회가 어느 나라(지역)에서 개최된다는 것을 나타내기 위해 주력한 것으로 분석되었다.

In line with the establishment of the National Sejong Library, the main objective of this study is to construct a basic management plan to enable smooth operations of the library from its opening. To follow through with this goal, this paper analyzes the environment surrounding the National Sejong Library, puts forth new strategies to reinforce the policy information service, and suggests new development plans for the library's collection. This study examines the internal and external environment of the library through face-to-face interviews with library staff, while conducting surveys on public officials transferred to the city for suggestions on how to reinforce the policy information service. The vision of the National Sejong Library is to become a specialized resource institution in administrative policy, while also fulfilling the day-to-day needs of the community and serving as a supplementary record storage facility to the National Library. In order to reinforce the policy information service, it is crucial to digitize all policy-related theses, reports, and trend research, while establishing a firm network with other libraries in Korea and abroad to provide a wider range of policy files, local government policy documents, and other resources.
