Since 1970 transportation investment has been made rapidly, however the doubt on duplication and overinvestment of transportation facility also has been brought up. Thus the necessity for reasonable estimation of investment scale increases. In this paper various researches related to this subject are reviewed and categorized according to their methodologies, namely, the methodology using international comparison, trend of investment policy and endogenous economy development model. Based on these methodologies, AHP is applied to calculate proper investment scale. The result shows that the budget for satisfying the investment scale is estimated about 19.51~24.49 trillion won. This value is 4.28~9.26 trillion won higher than the proper investment budget established in National Fiscal Management Plan. In the future, it is necessary to establish systematic and efficient transportation investment plan by developing transportation policy model which can assess the economic feasibility, social equity and environmental soundness etc. at the same time.

This study was conducted to analyze the text relating to the environmental conservation and ecology among the text of the constitution of Korea and collect the domestic laws(40 statutes, 1 guide, 1 leading case) and the foreign laws(1 constitution, 34 statutes, 2 ordinances, 3 leading cases). To make the text of the collected domestic and foreign laws a comparative analysis of the conceptual principle, plan establishment and project operation, types, policy and allied projects, rights and duties, allowed and restricted acts, environmental impact assessment and administration procedure and system of the environmental conservation and ecology by items, it was considered to the mutual relation with lots of laws which are scattered with the various laws and studied to how to set the many foreign countries on their laws connected with the environmental conservation and ecology from the other department and carry out the advanced environmental works.

This study is a comparative analysis of R&D performance and research collaboration relationship among ten ocean research institutes in the Republic of Korea and foreign nations through analyzing SCI publications from 2008 to 2012. The result indicated that SIO, WHOI, and NOC had the highest number of publications, while research institutes in East Asian nations including NFRDI, KIOST, IOCAS, and JAMSTEC had the notable growth in publication. In terms of number of publication per researcher, SIO, WHOI, and NOC had relatively high number. In terms of publication per research budget (1 billion KRW), number of publication was high in the order of IOCAS, NOC, GEOMAR, SIO. The number of Citations Per Publications (CPP) was high among WHOI, SIO, NOC, GEOMAR, JAMSTEC, and IFREMER, which are North American, European and Japanese institutes. The average Impact Factor (IF) of journal submission per publication for IFREMER, KIOST and JAMSTEC was relatively increasing, while the number was fluctuating in other institutes. The analysis of research collaboration among institutes around the globe showed that the collaboration in Asia was relatively closed, whereas it was more open in Europe. In the case of Europe and Asia, higher number of research collaboration among nations also increased the quality of submitted articles.

Under rapidly changing circumstances, public libraries are required to evaluate the performance with an integrated point of view to cope with a variety of changes. In other words, it is necessary to develop integrated library performance appraisal indicators which are both quantitative and qualitative. Recently, ISO and IFLA attempt to adopt an integrated performance evaluation system based on the Balanced Scorecard(BSC). Therefore, this study defines four aspects of the library appraisal including input, process, output and outcome, and suggests a new library appraisal system and indicators of each appraisal aspect. In the concrete, appraisal aspects were derived from ISO appraisal system, and an appraisal system and indicators were presented based on the comparison and analysis of the ones respectively used inside and outside of Korea. Finally, this study proposes the method of suitability evaluation of those performance indicators by librarians and professors in Korea.

Objective : The purpose of this study tried to present the performed average and range through systematic review about assessment tools that measures the praxis ability of sensory integrative function for foreign and domestic normal children. Methods: With making use of Medline, PubMed, Ovid, Eric, the Library of Congress, National Science and Technology Information Center, Kiss, RISS, and the Google search engine, we searched the name of assessment tool on the basis of the framework of the theory of sensory integration. Target paper was thesis and Journal published from January 2000 to April 2011. Results: Total of 24 papers were retrieved, used assessment tools were Bruininks-Oseretsky Test of Motor Proficiency (BOTMP), Bruininks-Oseretsky Test of Motor Proficiency, Short Form (BOTMP-SF), Bruininks-Oseretsky Test of Motor Proficiency, Second Edition (BOT-2), Bruininks-Oseretsky Test of Motor Proficiency, Second Edition, Short Form (BOT-2-SF), Clinical Observations of Motor and Postural Skills (COMPS), Motor Assessment Battery for Children (MABC), Clinical Test of Sensory Interaction with Balance (CTSIB), and subtest of Sensory Integration and Praxis Test (SIPT). We presented the average and range of assessment tools applied to normal children in each country. Conclusion: A performed result in other cultural and domestic normal children which this study presented will provide a standard in comparison with performance of children with disabilities who are the actual clinical evaluation.

After incoming the notion of eco-friendly building, many organizations developed green building assessment programs and in the late of 2001, those programs were unified to one program, 'Green Building Certification(GBC)'. Many problems, however, arose after unification of programs and now the study to solve those problems is impending. The purpose of this study is to make suggestions to solve problems of GBC through analyzing characteristics of several abroad and well developed programs. The key points of the analysis were 1) characteristics of assessment organizations, 2) structures of programs, and 3) characteristics of assessment methods and systems. The results of the study showed that GBC didn't have any positive connections with the academia, the developer and the consumer, and did have lack of assessment efficiency and accuracy.

연안역이란 해안선을 기준으로 인접해 있는 육지(연안지역)와 바다(연안해역)를 포함한 개념, 즉 인근 해양 환경에 영향을 미치는 배후 육지와 바다를 합친 자연환경 대이다. 국토해양부는 연안역의 공간이동 효율성을 높이고 부존해양자원의 체계적인 개발과 보전을 위해 "연안역관리법" 특별법으로 관리한다. 하지만 연안역의 안전시설물에 대한 체계적인 설계지침이나 유지관리 등의 지침서가 아직 만들어지지 않았다. 따라서 현재 연안역 설치되어 있는 안전시설물에 대한 현장조사를 하였으며 국내 외도로, 해안, 항만구조물의 안전시설기준을 비교, 분석, 정리하였다. 또한 인간공학을 통해 위험을 감소할 수 있는 청각적 시각적 신호 체계를 분석하여 연안역에 맞는 새로운 신호체계를 마련할 토대를 제시하고자 한다.

본 연구는 서해안 특성에 적합한 연안역 안전시설 설계기준을 마련을 위해 국내 외 도로, 해안, 항만 구조물의 안전시설기준을 비교, 분석, 정리하였다. 검토된 설계기준은 항만시설물의 안전시설 설계지침,항만 및 어항설계기준, 조경 설계기준, 도로부대시설, 도로교 설계기준, 미국 FHWA DSTA, 그리고 미국 FHWA PFG을 검토하였다. 검토결과 국내의 연안역 안전시설 설계기준 및 적용이 미흡한 상황에 있으며 설계외력산정 및 평가에 적절한 보정계수 및 관련 상세설계기준 마련이 시급한 것으로 판단된다.

지구온난화 등 환경문제 해결의 다양한 방법 중 하나로 스마트그리드 구축이 활발하게 이루어지고 있다. 스마트그리드를 통해서 신재생 에너지원을 사용하고, 전기 사용의 효율성을 제고함으로써 화석연료의 사용을 줄일 수 있기 때문이다. 하지만 스마트그리드는 다양한 최신 정보통신 기술을 사용하므로 현재 인터넷 및 사물인터넷 등에서 지닌 사이버 보안 문제를 동일하게 가지게 되며, 피해 발생 시 파급효과는 일반 인터넷 서비스와는 비교를 할 수 없다. 이에 스마트그리드에 대한 보안 강화 방안에 대한 고민은 연구개발, 정책, 표준화 등 다양한 방향으로 이루어진다. 본 고에서는 스마트그리드 보안기술에 대한 국내 외 표준화 동향을 살펴봄으로써 스마트그리드 구축 시 참조할 수 있는 다양한 기술을 소개하고, 이를 통해 향후 국내 스마트그리드에도 표준화된 보안 기술이 적용되는데 도움이 되고자 한다.

사물인터넷 시장의 엄청난 확대와 기술의 발전 및 융합에 따라 기존 ICT 환경은 급속도로 발전하여 새롭게 신 ICT 환경이 형성되고 있다. 하지만, 신 ICT 환경은 다양한 기술과 통신 환경 및 수많은 기기로 구성되어 공격자들의 공격 방법 및 공격 경로가 다양화 되고 있는 추세이며, 특히, 기존 ICT 환경에서 사용하던 암호 알고리즘을 그대로 차용하고 기존의 프로토콜 또한 그대로 사용하고 있다. 이에 정보보안제품의 무분별한 도입을 방지하고 국가 및 공공기관의 안전성을 확보하기 위하여, 유·무선 인터넷 환경에 적용 가능한 암호모듈을 검증 시험함으로써 정보보안 산업의 활성화에 기여하고 있다. 본 논문에서는 국내 암호 산업의 활성화를 위해 관련 암호 정책을 이끌어 나가는 암호모듈 검증제도의 발전을 위해 국내·외 암호모듈 검증제도의 비교 내용을 소개한다.
