Recently, due to the increasing necessity of developing core parts for weapons systems, the project for localization of parts for weapons systems is expanding. In order to apply the developed core parts to the domestic weapon system and advance into the overseas market, it is necessary to plan a project that reflects the technology trends in advance. This study derived trend of technology development through conducting the patent research and analysis. Also, suggested plan for applying the analysis results when project planning and selecting. As a detailed method, patents related to the 2019 year selection project were investigated. The number of patent applications by year and number of applicants from the time of the first application to the present were analyzed. And the growth stage of the technology market was derived. The comprehensive result was derieved through the portfolio analysis by arranging the parts localization technology in each area of the matrix consisting of market growth stage and the criteria for the selection of parts localization project. This research suggested the applying plan for improving project selection process. we expect the promotion of defense industry and the effective task planning.

최근 무인항공기를 지칭하는 드론 관련 산업이 미래를 이끌 신산업으로 부상하고 있다. 드론은 20세기 초에 군사용으로 개발되어 정찰 감시 및 폭격과 같은 군사임무를 수행하여 왔으나 최근 들어 독일 DHL, 아마존, 구글 등과 같은 다국적 기업들이 상업적 용도로 활용을 선언하며 연구 개발에 뛰어 들면서 그 시장이 예상보다 빨리 커지고 있다. 미국 틸 그룹의 보고서에 의하면 2013년 세계 드론 시장의 규모는 66억 달러였고 그 중 군사용이 90% 이상을 차지하고 있으나 향후 민수용 시장 비율이 상당히 커질 것으로 예상된다. 2022년에는 114억 달러 규모로 커질 것으로 예상하고 있다. 현재 민수용으로 사진 촬영용 소형 드론으로부터 정밀농업, 인프라 관리, 택배 및 화물 수송 등으로 운용 범위를 확대하고 있다. 국내 드론 산업은 군수 위주로 시작되어 세계 7위권의 기술력을 확보한 것으로 평가되고 있다. 무인기 분야의 연구개발은 국방과학연구소와 한국항공우주연구원 등 정부출연연구소가 주도하는 가운데, 한국항공우주산업, 대한 항공이 주로 체계종합(System Integrator) 및 비행체 개발을 담당하고 LIG넥스원, 삼성탈레스, 삼성테크윈 등의 대기업을 포함한 중소업체들이 부체계 기술을 개발하고 있다. 최근 소형 드론을 중심으로 시장형성이 가시화되는 민수 시장에서는 가격, 기술 경쟁력의 열위에 있어, 국내 산업 경쟁력 확보와 미래 시장을 선도할 핵심 제품 개발이 시급한 실정이다. 또한 무인기의 비행체 국산화는 상당한 수준으로 진행되었으나, 광학(EO) 적외선(IR) 카메라 등 핵심 부가가치를 구성하는 탑재 임무장비의 경우 원천기술의 부족으로 해외에 의존하고 있다.

Despite of the various advantages of modular construction method and the continued growth of related markets, it is difficult to activate them because no specific system has been established in Korea. Accordingly, this study derived improvement areas and tasks for activating modular construction methods through existing literature reviews and preliminary surveys. Then, AHP analysis and expected utility evaluation were conducted for expert groups to derive priority for improvement areas and tasks. In addition, opinions of enterprise and architectural research were compared and analyzed, and the analysis results suggested the direction of policy establishment and system improvement. This study is expected to be used as a basic study for policy decision-making to activate modular construction method.

It is very important to protect digital copyright such as computer software, digital contents, and others because national power is influenced at present and in the future. This paper deals with the trend of domestic and foreign researches related to digital copyright and the comparative analysis of software tools fur being a systematic judge of the piracy. This paper focuses on the foreign trend of judge business based on JISC and the domestic movement. It also comparatively analyses software tools to judge natural language or program piracy.

21세기까지 기술선진국(技術先進國)에 진입(進入)하기를 원하는 한국경제는 향후(向後) 기술(技術) 및 시장(市場) 불확실성(不確實性)이 큰 핵심기반기술(核心基盤技術)의 자립도(自立度)를 높여 나가야 할 입장에 있다. 네트워크의 활용(活用)은 이와 같은 기술 및 시장불확실성을 극복하는 유용한 방법일 뿐 아니라 WTO라는 새로운 교역질서하에서 더욱 중요해지는 기술정책(技術政策)의 주요수단(主要手段)이다. 본고(本稿)는 기술혁신네트워크를 통한 기술의 창출(創出) 및 확산과정(擴散過程)에 유의하면서 한국 기술혁신시스템을 장기전망(長期展望)하고 산업계(産業界), 학계(學界), 연구계(硏究界) 및 정부의 장기기술발전전략(長期技術發展戰略)을 도출하고 있다. 장기발전전략에 기반한 기술정책(技術政策)의 당면과제(當面課題)는 대학(大學), 공공연구기관(公共硏究機關), 중소기업(中小企業)의 기술혁신 기여도 향상을 위한 개혁과 제도개선으로 요약된다. 왜냐하면 국내의 연구기관, 대학, 중소기업 등의 기술적 기여가 부진하면 기업내(企業內) 세계분업(世界分業)을 전개하는 대기업(大企業)의 혁신활동이 국내경제(國內經濟)와 유리(遊離)되어 전개될 수 있기 때문이다. 대기업들이 해외연구개발거점(海外硏究開發據點)을 통하여 해외 연구자원을 활용하고 해외생산거점(海外生産據點)에서 생산된 소재, 부품의 역수입을 증대하는 전략에만 주력하게 되면 국내에 지식집약적(知識集約的)인 산업활동(産業活動)의 집적(集積)이 지연(遲延)된다.

When reinforced concrete is subjected to high temperature as in fire, there is deterioration in its properties of particular importance are loss in compressive strength, cracking and spalling of concrete, destruction of the bond between the cement paste and the aggregates and the gradual deterioration of the hardend cement paste. Assessment of fire-damaged concrete usually starts with visual observation of color change, cracking and spalling of the surface. In this paper, it was reported the trends of research and practical use on the Explosive Spalling Properties and Performance Based of Structural Design of the High-Strength Concrete.

정보보호 인증기술 연구센터는 초경량 저비용의 인증 원천 기술 개발, 통합 인증 시스템 개발, 정보가전 네트워크에서의 인증기술 개발 등 정보보호를 위한 인증기술을 개발하기 위하여 연구 개발을 진행해왔다. 또한, 공통평가기준(CC, Common criteria) 및 CMVP(Cryptographic module verification program)와 같은 보안성 평가에 관한 많은 연구 및 과제수행을 진행하였다. 특히 본 연구센터는 대학기관 중 국내 최초로 정보보호제품에 대한 CC인증 자문을 수행하였으며, 센터에 소속된 연구원들이 대학원생 최초로 수습 평가자 자격증을 취득하였다. 또한 2008년에는 지문인식 시스템 보호프로파일, 개방형 스마트카드 플랫폼 보호파일 등 총 6종의 보호프로파일을 개발하였다. 마지막으로 센터는 우수한 정보보호인력 양성을 목표로 다양한 지원 및 제도를 운영하였다. 그 결과 다수의 우수 연구논문 발표, 국내외 특허 출원 및 등록, 기술이전 및 우수인력 배출 등 당초 목표 이상의 실적으로 달성하였다. 향후 정보보호 인증기술 연구센터는 지금까지 구축된 인증기술 및 보안기술과 산학협력 네트워크 등을 기반으로 우리나라가 인증기술 및 정보보호 산업의 강국으로 자리잡는데 지속적으로 기여할 것으로 기대된다.

국내외적으로 전력산업분야의 가장 큰 화두중 하나는 변전소 단위의 디지털화이며 특히 국외에서는 국제표준 변전자동화 시스템 연구와 제품개발 등에 인력을 집중 투자하고 있다. 국제적으로 지금까지 축적된 변전소 관련 제반 기술력 및 경험 둥을 바탕으로 전 세계적으로 단일화시키고 표준화된 변전소 자동화 규격인 IEC 61850 (Communication networks and systems in substations) 규격이 제정되었으며 따라서 향후 전력 관련 기업은 시스템 엔지니어링 기술, 전력기기 공급능력, 유지/보수/운영기술 등을 종합적으로 보유하고 자산 및 위험관리를 종합적으로 제공할 수 있어야만 세계시장에서 생존할 수 있다. 또한 전력기기를 수출하는 국내업체는 향후 IEC(International Electrotechnical Commission) 등 국제표준에 따른 전력설비를 개발하지 않으면 수출경쟁력을 잃게 될 것이다. 이러한 세계화 추세에 발맞추어 한국전력공사와 관련 업체들은 공동으로 2005년 10월부터 6년의 기간으로 "디지털 기술기반의 변전소 자동화 시스템 개발" 사업을 진행 중에 있으며 특히 한국전력공사는 변전자동화 시스템의 성능검증 및 실증시험 절차를 구축하기 위한 과제를 수행 중이다.

국내 전력산업의 성장률 저하 및 민간부문 전력시장 참여 확대등으로 국내 전력산업은 성장동력 창출이 절대적으로 필요해졌고 매년 12%이상의 전력설비 증대에 필요했던 다양한 기술과 경험을 계승하기 위해서도 전력산업의 해외시장 진출은 시대적 과제가 되었다. 특별히 송변전 분야는 발전이나 배전부문에 비하여 상대적으로 투자규모가 작으나 다른 분야에 비해 경쟁력이 작고 손실률 저감 등 우리 산업계가 가지고 있는 강점이 우세하여 아시아, 중동, 아프리카, 남미 등 전력산업 발전 가능성이 높은 개발도상국가로의 진출 가능성이 매우 높다. 이에 단순한 프로젝트 개발이 아닌 전략적 접근을 통해 해외프로젝트 발굴에 나선다면 해외시장 개척에 우위를 점해 향후 블루오션을 꿈꿀 수 있을 것이다. 성공적인 송변전분야 해외프로젝트 수행을 위해서 그동안의 경험을 바탕으로 한 제1단계 교육사업 및 진단사업, 제2단계 기본설계등 컨설팅, 제3단계 건설 프로젝트 수주 및 자재 수출등으로 전략적 수행방안을 제시하여 송변전 분야 해외 프로젝트 진출 활성화에 도움이 되기를 기대한다.

Strengthening the competitive edge of SMEs has become one of the most important economic issues in Korea as the bipolarization between large firms and SMEs has deepened. Accordingly, small innovative firms (referred as 'venture firms' in Korea) attract keen attention both from policy makers and academia. Also, we can sufficiently observe how the growth environment for venture firms has evolved, since it has been almost ten years after the Korean government started its support policy for venture firms. Considering this, now is the appropriate time to carry out an analysis of venture firms. From this point of view, this study looks at growth factors for venture firms to draw out policy implications. The empirical analysis shows interesting results. Firms with the following features all showed higher growth rates: firms with high R&D intensity, younger firms, bigger firms, firms using more policy loans, and firms located within and around the Seoul region. However, the empirical analysis has some limitations. The data used in the study is limited in terms of firm information and so there are some insufficiencies. Thus it is of great importance to compile the required data on firms to enable further in-depth studies.
