Strategies for National Spatial Data Infrastructure (국가공간정보기반 구축전락)

  • Korean government has conducted National Geographic Information System(NGIS) project since 1995. The NGIS was set up and directed by central government to stimulate the growth of GIS field in Korea. Thanks to the project, all aspects of GIS in Korea has been rapidly developed. However, this government-led strategy now reveals some limitations on the advancement of GIS in Korea It is time to prepare new approaches for the further development of GIS in Korea. This study aims at introducing the concept and model of National Spatial Data Infrastructure(NSDI) and suggesting strategies fir it. By doing so, this research attempts to reestablish the role of government and draws new policy directions for the NGIS.

  • 본 논문은 개발도상국을 위한 국가공간정보기반(National Spatial Data Infrastructure: 이하 NSDI) 추진전략을 마련하기 위해, 1995년부터 그동안 국가GIS 3단계에 걸친 우리나라 공간정보기반(Spatial Data Infrastructure: 이하 SDI)구축 성과에 대한 평가작업을 수행하였다. 이런 우리나라 SDI성과에 대한 분석과 평가는 기존의 문헌조사 및 전문가 20인의 델파이조사를 토대로 하였다. 아울러 개발도상국 SDI의 SWOT분석을 수행하였고, 이와 함께 우리나라 SDI사례를 바탕으로 한 개발도상국을 위한 NSDI 추진전략을 모색하였다.

  • Informatization today has been developed in a ubiquitous environment unifying real and virtual space from digital space. To reflect on this trend, the government has promoted the u-Korea Project, which is a national strategy based on ubiquitous technology. With this national informatization policy, 'The Creation of the Infrastructure for Realization of Ubiquitous Country' for establishing a ubiquitous world is presented in the 3rd National Geographic Information System (NGIS) Master Plan, which manages national spatial information. However, we have not yet discovered distinct change for ubiquitous environments and practical technologies. The purpose of the study is to explain the current status of Ubiquitous policies and National GIS policies as a representative national information strategies directed toward the ubiquitous society by comparing Korea and Japan, and then develops improved strategies for the future.

  • In the past several years there has been relying on USA fur the resource of global positioning data in the pluralistic GNSS environment(Galileo, Post GPS, Quasi-Zenith Satellite System). For this reason, we should make a decision which strategy for research is carried out. According to a diversity of resource for obtaining positioning data, well organized research support at government level for efficient using is required. Specially, it is very Important that subcommittee for research organized with National GIS Promotion Committee as a leader make counterplan strategy. We have obtained an conclusion that we can make a good decision by establishing Spatial Information Expert Group and selection of essential element of technology.

  • 막대한 예산을 투입하여 추진하고 있는 지자체 GIS사업은 기술의 발전에 비해 제도, 교육, 사용자의 마인드, 유지관리 활동, 향후 사업 구상 등에서 상대적인 빈곤을 경험하고 있는 것이 사실이다. 이렇듯 신기술이 도입됨에 따라 다양한 제반 여건들이 동반적으로 성숙하지 못함으로 인해 발생하는 현상을 과도기적 현상1)으로 진단하고 있다. 이미 다양한 분야에서 GIS를 도입한 지자체에서는 이러한 과도기적 현상을 극복하기 위해 상당한 어려움을 겪고 있으며, 새롭게 GIS를 도입하고자 하는 지자체에서도 타 지자체에서 모니터링을 통해 간접적으로 과도기적 현상을 경험함으로 인해 효과적인 사업 추진을 구상하는데 상당한 어려움을 겪고 있는 것이 현실이다. 또한 지자체의 경우 중앙정부에서 추진하고 있는 다양한 사업에 영향을 받을 수밖에 없고, 현재의 GIS 사업의 추세가 단순한 공간정보 중심의 사업이 아닌 다양한 속성정보와의 연계를 모색하고 있다는 점에서 지자체 GIS정보화의 방향은 예전과는 사뭇 다른 양상을 간파해 야 하는 현실에 놓여 있다. 이와 같은 지자체 GIS의 과도기적 현상을 극복하기 위해서는 정보기술의 빠른 변화속도와 외부환경의 극심한 환경변화의 상황에서 ‘보이는 것과 보이지 않는 것’의 관계를 진단하고, 변화에 대한 예측과 대비, 중요한 일과 급한 일을 구분한 총체적인 밑그림의 마련과 실행계획의 수립이 우선시 되어야 한다. 지자체 GIS의 문제 해결의 노력이 단숨에 바로 해결되는 것이 아니고, 또한 현재 추진된 사업을 기반으로 중복투자의 방지와 시너지 효과 극대화를 위한 투자의 노력이 장기간의 시간적 개념속에서 진행되어야 한다는 점에서 이를 이끌어줄 가이드가 필요한 것이다. 이러한 총체적인 지자체 GIS의 계획마련을 위해 건설교통부에서는 ‘국가지리정보구축 및 활용등에 관한 법률’상에 계획 수립의 항목을 명문화하고, 나아가 GIS정보화 전략계획 수립에 관한 지침작성을 위한 노력을 진행 중에 있다. 이러한 일련의 현실을 감안하여 지자체 GIS정보화 전략계획 수립을 체계적이고 실질적으로 수립할 수 있는 ‘지자체 GIS정보화 전략계획 수립모델’은 반드시 선행되어야 할 사항임에 분명하다. 지자체 GIS정보화 전략계획 수립 모델은 지자체 GIS정보화 전략계획 수립의 효과로 하고 있으며, 형식적 측면에서는 GIS특성을 반영한 전략계획 수립의 방법론적 측면을 중심으로 구성된다. 이러한 과정을 거처 실제 지자체 GIS정보화 전략계획을 수립하는데 필요한 9단계를 설정하고 각각의 단계에 대한 중심활동을 바탕으로 지자체에서 실제 전략계획 수립에 필요한 지침을 작성하는 것으로 구성되어 있다.

A study on the effective strategies for GIS standardization (GIS발전을 위한 표준화 방안)

  • Standards are essential to facilitate the efficient use of GIS data. International Standards such as ISO TC211's 19100 series and various technical specifications from OpenGIS Consortium are some of the examples of efforts to maintain the interoperability among GIS applications. This paper aims to provide the effective policy directions that can increase the use of GIS standards by providing the comprehensive list of priorities in developing GIS standards. This paper reviews the current status of the use of GIS standards in the field and analyses the use pattern. Also this paper examines the need for revision of the existing standards and new standardization efforts based on the current status of International Standards. Based on the analysis of the use pattern of the current GIS standard, this paper suggests a policy directions which emphasizes the need for more efforts in standardization of geographic information services standards and more coordination among all standard-related stakeholders in government and industry.

A Study on Integration Strategies for e-Government and GIS in Korea (전자정부 구현을 위한 GIS 연계방안 연구)

  • Geospatial information and technologies are considered as a fundamental element in the foreign advanced e-governments. Integration of e-Government and GIS technology should be an important task for the Korean e-government. Purpose of this study is to propose integration strategies for Korean e-Government and National GIS projects in a GIS perspective. For the successful integration this study analyzes the evolutional stages of e-Government and changes of GIS paradigms in a more comprehensive way. This study hypothesizes that integration of e-Government and GIS can create greater synergic effects fur the improved citizen services and increased efficiency of governmental administration. To verify the hypothesis, cases of advanced e-Governments in the foreign countries and progress of the Korean e-Government projects are compared and integration strategies are suggested. The strategies are as follows: expanded integration of geospatial and text-based information in e-Government for the greater synergic effects, implementation of GIS portal for e-Government, and development of a variety of geospatial information services for easy access and public participation. Most importantly, innovation of the institutional environments can be considered as an essential requirement to enhance and broaden interdepartmental partnerships. To realize the integration strategies suggested, this study presented the future projects under the following 5 topics: 'service', 'integration of information', 'technology', 'organization' and 'infrastructure for integration'. It is expected that results of this study can contribute to the bigger picture of Korean e-Government and the third National GIS master plan in 2006.

  • The broad meaning of system integration is to satisfy user requirement, and to secure and offer Hardware, Software, network, System development, maintenance, education and manpower in his own responsibility for successful business. But the basic concept of system integration is not justified and the methodology of propel procedure is not established. Therefore, in this thesis. first, We established the bagic concept of system integration in practical view. second, We modeled the propel procedure of system integration with many large project examples in view of up to date IT (information technology) view. A GIS Developing Strategy for Chungnam Region (충청남도 지리정보체제 구축의 기본방향)

  • Geographic Information Systems(GIS) are very useful for spatial analysis and policy in local government administration. Recognizing the value of GIS, Chungnam province authorities put a spur on the introduction and development of it. But they have some difficulty in this process because of technical restraint, expertise shortage and budget limit. This study has surveyed current achievement and conditions for GIS development and presented general framework and subordinate tasks to build up GIS. First of all, there are a few prior conditions to guarantee the success of GIS: First, we should set up reasonable long-term plan and follow systematic procedures according to the plan. Second, it is essential to clarify what initiatively manage to whole business and so we should make up GIS-Board as an institutional center for this job. Third, we must research how to take advantage of already existing NGIS(National Geographic Information System), so that we may eliminate redundancy of investment. We can save a lot of finance and human resources through it. Fourth, we must focus on the importance of accurate mapping by utilizing new technology like GPS(Global Positioning System). Fifth, we should arrange efficient training program to constantly produce excellent human resources for GIS.

A Study on Advanced Model for GIS Connection and Integration in Local Governments (지자체 GIS 통합.연계 고도화 모델 연구)

  • As applications of GIS technology have grown in local governments, the wider and integrated use of spatial information is demanded more than before. Particularly because 70-80% of administrative information in local governments are related spatial, it becomes a key issue to connect and integrate non-spatial information with spatial information for more advanced use of GIS applications in local governments. The purpose of this study is to establish an advanced Implementation model by analyzing obstacles in existing GIS applications and suggesting implementation strategies. The strategy, as an important part of the model, includes efficient information sharing, establishment of commonly usable GIS Database, architectural improvement for Enterprise GIS in terms of database and system implementation, standardization far the model, and establishment of spatial infrastructure in the local governments. The study concludes that administrative collaboration in a horizontal and vertical perspective has a highest priority for the implementation of the model.
