A Study on the Evaluation and Categorization of National Heritage 'Myeongseung' in Korea from the Viewpoint of World Heritage Concept and its Criteria (세계유산의 관점에서 본 국가 유산의 가치 평가와 범주화 연구: 문화재청 지정 국가 '명승'을 중심으로)

  • This paper examines the evaluation and categorization of national heritage 'Myeongseung(scenic places)' from the viewpoint of world heritage concept and its criteria. This study focuses on Myeongseung because the author thinks it implies the unique human-nature relationships that have been evolved in Korean Peninsula, and then draws some pending problems with the evaluation of those heritage. Formerly, the paper discusses theoretically the outcome and point at issue on concept, criteria, evaluation of world heritage, and then proposes three issues on the evaluation and categorization of national heritage 'Myeongseung': first, the establishment of basic concept for evaluation of heritage; second, the building of unified criteria list to cover both natural and cultural heritage; and third, the reorganization of categories for the advanced registration and management. Especially, the author emphasizes that it is necessary rather to extend actively the world heritage concept than to regard it as a fixed framework.

  • This study discusses the reasonable point of views and categories that meet legalistic requisitions and reflect academic conceptions concerns. To approach these thesis, the author thought that 'Myeongseung[名勝] as a cultural landscape' is a useful standpoint, and reviewed major focuses of recent discussions on the evaluation of world heritage theoretically. As a result, three kinds of categories for the value-description of Myeongseung are proposed. First category is 'connectional values' which refer to the connectional values between tangible and intangible values. Second category is 'sustainable values' which are about the sustainability of relationships between human and nature(environment). Third category is 'enjoyable values' that concern experiential facet of Myeongseung from the landscape welfare.

  • 명승(名勝)은 동북아 한 중 일 삼국이 국가지정 문화재로 지정 관리하고 관광자원으로 적극 활용하고 있으나 각국의 명승은 정책추진상 상호차별성을 보이고 있는 바, 한국과 일본은 풍경 경치의 개념이 주가되고 중국의 풍경명승은 주로 자연유산을 이르는 개념적 차이를 보이고 있다. 이에 대해 각국의 명승을 구성하고 있는 명승의 정의, 지정기준, 제도와 지정유형 등 정책사례를 고찰하여 그 개념적 차이를 비교하여 명승의 동북아 협력을 위한 기초자료로 삼고자 하였다.

A Changes in China's Landscape Scenic Sites System and Suggestions for Application of Major Policies to Scenic Sites of Korea (중국 풍경명승구 제도의 변천과 주요정책의 국내 명승 적용 제언)

  • This study aims to distinguish what can be used in consideration of the national situation with Korea for Chinese Scenic and Historic Interest Areas, and the results are as follows; First, the Chinese Scenic and Historic Interest Areas expanded to the existing scenic cruise culture, travel, and tourism culture in the process of the influx of Western culture in the modern and contemporary era, and became popular as a travel destination. Accordingly, the Chinese government developed the tourism industry around the scenic sites, and thanks to the development of transportation and communication, the Scenic and Historic Interest Areas has become an important national heritage. This influenced the establishment of the system related to Scenic and Historic Interest Areas, and today, it is operated around the Scenic and Historic Interest Areas ordinance. Second, the designation of the Scenic and Historic Interest Areas is divided into the size of the site according to the area, and the process of selecting the Scenic and Historic Interest Areas classification, rating evaluation, and comprehensive value evaluation according to evaluation indicators and rating standards is carried out. Accordingly, according to the results of the classification, it is subdivided from the national level to the Scenic and Historic Interest Areas at the local level. Third, the central government is in charge of managing and supervising Scenic and Historic Interest Areas across the country, and the local government's construction department is in charge of supervising Scenic and Historic Interest Areas in the region. The management organization of Scenic and Historic Interest Areas established by local governments above the county level has a system that actually protects, utilizes, and manages Scenic and Historic Interest Areas. In addition, 14 detailed indicators are used to monitor Scenic and Historic Interest Areas. Based on these results, considering the application of the domestic scenic site policy, the method of developing the policy that has established the system from the perspective of the utilization of the people is worth considering. On the other hand, the evaluation of the designation and management system through the setting of various indicators has limitations in that it is difficult to secure objectivity in impressing or evaluating the landscape. Therefore, rather than blindly introducing quantified evaluation, it seems that guidance and promotion on how to expand consensus on scenic values and enjoy heritage should be prioritized.

A Comparative Study on the Type of Scenic Spots in Northeast Asia (동북아시아 명승 유형 비교연구)

  • This study was conducted for the purpose of pursuing the development of Korean scenic spots1) by comparing policies of preserving and maintaining scenic spots in Northeast Asia, especially in South Korea, Japan, Taiwan, China. The objects to be compared for this study were the concepts and designation criteria of scenic spots, the types and present conditions of designated scenic spots and the preservation policies and budgets for scenic spots and so on. As for the research methods, analyses of literary documents, domestic and oversea on-site surveys and mutually-comparative analyses of translated data from China, Taiwan and Japan, etc. were used for this study, and the main results obtained by those research methods can be summarized as blow. As for the present conditions of designated scenic spots, it was found that there were more natural scenic spots than natural ones in Korea, Taiwan and China, while there were more cultural heritages designated as scenic spots than natural heritages in Japan. With Tourism Development Ordinance additionally enacted, which involves the contents related to the permission of tourism development and investment for scenic spots, the Taiwanese government tries to activate tourist attractions by attracting private enterprises' investments. What is unique about Japan is that some places can be pre-designated as scenic spots through an education committee called 'Scenic Spot Designation Committee'. The study of the book was investigation analysis with the designated present situation and the actual situation of the northeastern Asian national natural beauty spot. The type of Korea natural beauty spot resources and the appointment. I was going to offer it with a basic document to expect a designated standard and the designated activation of the Korea natural beauty spot.

A Scheme for listing on FAO GIAHS and Preservation of Juk-Bang-Ryeum in the Southern Coast of Korea (남해안 죽방렴의 세계중요농어업유산 등재 및 보존 방안)

  • There are many bamboo weir (Juk-Bang-Ryeum) with the highest preservation value as a fisheries heritage from Sacheon to Namhae area in the Korea Hanrye National Marine Park. It was designated as a Korea National Cultural Property Sightseeing No. 71, and also as an important fishery asset listed in the Korea National Important Fisheries Heritage No. 3. It is an important cultural heritage that should be preserved for the future as a community asset to the local residents, and should be preserved as it's original form because of unique traditional fishery style in the world as well as natural environment oriented fishing system. The purpose of this study is to review the value of Juk-Bang-Ryeum in the South Sea as well as to preserve the tradition of it. This paper will make a contribution to the registration of it on the list of World Important Agricultural and Fishery Heritage (GIAHS), which is recognized by the United Nations Food and Agriculture Organization (FAO). To make basic data for listing on it, we will analyze the characteristics and structure of Juk-Bang-Ryeum, and also research the value of it from the historical literature review as well state of arts. We also develop a scheme for listing on FAO GIAHS through checking necessary items step by step. Finally, we suggest some idea to preserve it more effectively.

A Study on the Application of Criterion (vii) of World Heritage and Identifying Values in Criterion (vii) for Mt. Seoraksan in the Tentative List (세계유산의 등재기준(vii)의 적용 사례 분석과 잠정목록 상에 있는 한국 자연유산에의 적용 가능성 연구: 설악산을 중심으로)

  • The objects of this study are to identify values of criterion(vii) and to consider a possibility of application of criterion (vii) of UNESCO World Heritage to Mt. Seoraksan Natural Reserve based on the analysis of the concept of criterion (vii) and justifications of World Heritage sites under criterion (vii). According to the analysis results of 114 Natural Heritage sites under criterion (vii) listed between 1978-2015, detailed values of the criterion and their applied cases were categorized into 10 values. Based on this category, values were drawn that could be applied to Mt. Seoraksan and support the justification of criterion (vii) in three aspects. First, the value of visuality could be applied to Mt. Seoraksan due to its abundance of Scenic Sites, which means it has been recognized as an area with natural beauty by government. Second, the value of comprehensiveness of geomorphological landscape could be applied to Mt. Seoraksan in that it shows all kinds of granite landform in a relatively limited area. Finally, the value of comprehensiveness of geomorphological landscape could be again applied due to its overall mountainous river landscape.

A Protection Management Characteristic and Preservation Plan of World Heritage Mt. Huangshan (세계유산 황산의 보호관리 특성 및 보전방안)

  • The purpose of this study is to establish basic data for the continuous protection management policy of domestic natural world heritage and mixed world heritage, and to examine the present situation and characteristics of the protection management according to the World Heritage Convention on the World Heritage listed Huangshan. The results of this study are as follows. First, Huangshan began to be protected by the establishment of the Huangshan Construction Committee in 1933, and after the designation of national park in 1982, laws and regulations were established in the central ministries, And various projects related to utilization have been implemented. Secondly, the establishment of the boundary for protection was actively intervened by the central government, such as the reorganization of the boundary of Huangshan through the administrative district plan. In order to protect the ecological and landscape value as well as the cultural factor, And designated a heritage designated area. Third, the protection management of Huangshan was divided into four major stages. The first phase was divided into the period when administrative measures were taken to manage the protection of Huangshan. The second phase was designated as a national park in Huangshan. The third period was the time of the protection-oriented project according to the recommendation of the international organizations after the World Heritage listed. The fourth period was the expansion of the tourism industry for the continuous use of protection of Huangshan city, My preservation business was being implemented. Fourth, Huangshan is managed by the central government and the city government. Huangshan, which is a mixed heritage, is managed jointly by the Ministry of Cultural Heritage Administration and the Ministry of Natural Heritage Administration. The protection and management of Huangshan promoted the efficiency and expertise of the heritage-related work through the establishment of the administrative unit-specific management system, and the local governments were entrusted with the authority to implement the protection management policies that meet local characteristics. Fifth, the preservation area of Huangshan has been destroyed by the development policy centered on the mountain. In addition, according to the operation of accommodation facilities, there are problems such as sewage, garbage disposal, and environmental pollution caused by tourists, and the damage caused by pests and diseases in planted plantations around the area and changes in ecosystem due to the composition of cable cars. Sixth, for the continuous protection of Huangshan, strict regulations on new construction, extension and management of accommodation are required, and it is necessary to install facilities to limit and control the number of visitors.

Characteristics of the Dangsan Forests at Ijeon-ri, Cheongsong-gun and Perspectives on Conservation Scheme (청송군 이전리 당산숲의 경관 특성 및 보전 방안)

  • Traditional village forests called Dangsan forests represent unique cultural landscape as a national cultural asset in Korea with a history of more than several hundred years. Cultural heritage can retain their value when they are fully sustained their authenticity and management scheme. The Dangsan forests established in a large area have been designated as a natural monument by Cultural Heritage Administration. Small scale Dangsan forests, however, are not introduced to the public and on the verge of disappearance. Dangsan forests have a value as a core landscape element in rural landscapes of Korea. The two villages at Ijeon-ri, Cheongsong-gun have small Dangsan forests where Dangsan ritual is performed. At one of the villages, there is Jusanji Reservoir designated for Scenic Site # 105, from which the water is used for growing crops. In this study, the landscape characteristics of the Dangsan forests were investigated including rice paddy field, stream, and the Jusanji Reservoir. A conservation measure of rural landscape for sustainable management scheme was suggested by designating 'Conservation area of agricultural landscape ecology'. Dangsan forests, especially where they are in small scale like those of Ijeon-ri, tend to be neglected. The Dangsan forests ought to be recognized for their value and by providing a management scheme including neighborhood elements such as farm fields and streams they can be revitalized to be core areas for conservation of rural landscape.
