우리 IT산업은 연평균 19%의 성장세를 유지하며 국가 경제에 중추적 역할을 수행해 오고 있다. 그러나 최근 세계경제의 침체 및 중국 경제의 고성장에 따른 부담 등으로 인한 IT산업의 위기감이 고조되면서 수출품목 및 대상국가의 다변화와 그에 따른 차별화된 수출전략이 요구되고 있다. 이러한 차별화된 수출전략을 위하여 전략품목 및 국가에 대하여 대기업과 중소기업간, 산업간, 연계사업간 등의 다양한 IT분야 패키지형 해외진출 방안을 제시해 보고자 한다. IT산업은 앞으로도 우리 경제의 큰 버팀목으로 자리잡고 발전해 나아갈 것이며, IT분야의 패키지형 해외진출 방안이 일조를 해 나아갈 것이다.

Smart cities are expanding their spatial scope to urban areas and regions. Linking regional economic development strategies beyond the borders with smart city planning can lead to cooperation and economic development between regions and countries as well. The purpose of this study is to suggest cooperation and regional development of the three nations - Korea, North Korea and China - through the Yellow Sea Rim Smart Region. To this end, smart city strategies and economic development plan with implementation status in the three countries including special economic zones have analyzed that could be the spatial basis of the smart region. On the west coast of Korea facing the Yellow Sea, lots of projects related to smart cities are actively underway in Saemangeum, Yellow Sea Free Economic Zone(YESFEZ), and Incheon Free Economic Zone(IFEZ). Although the political situation is still uncertain, North Korea is analyzed to have economic and technical potential in the west coast connecting Haeju, Nampo, and Sinuiju. In Liaoning and Shandong provinces of China, smart city projects have been actively promoted in recent years especially in the state-supporting industrial cities. Restoration of economic cooperation between South Korea and China, linkage of transportation networks, vitalization of cross-border cooperation projects between China and North Korea centered on Dandong and Sinuiju, and the connecting of smart city infrastructure and services for China and South Korea's economic cooperation process will make the Yellow Sea Rim as a world prosperous economic region. However, it is necessary to establish and operate a governance system through long-term planning for transnational consultation and establishment of a promotion organization.

최근의 IT기술혁신은 단일 산업군을 넘어선 융합형 기술 혁신이 주도하고, 이동성, 내재화, 지능화가 극대화되면서 IT가 전 산업의 생산요소이자 인프라로 그 역할이 중요해지고 있다. 이에 그 동안 하나의 독립산업에 머물던 IT산업은 국가 전체의 경쟁력을 좌우하는 기반산업으로서 그 역할이 확대되고 있다. 미국, EU, 일본 등 선진국들이 IT 융합전략에 박차를 가하고 있는 것도 이 때문이다. 이러한 상황에서 우리나라도 'IT Korea 미래전략'이 발표되고, IT산업의 진흥을 총괄하는 정보통신산업진흥원(NIPA)이 출범하였다. 이는 그 동안 국가주력산업으로 기능해온 IT산업이 전 산업의 경쟁력 제고를 지원함으로써 국가경제발전에 기여할 수 있는 새로운 전기가 마련되었음을 의미한다. 이에 정보통신 산업진흥원은 2010년 IT산업의 새로운 도약을 위한 전략목표로 1) IT융합을 통한 타산업과의 동반성장, 2) 산업경쟁력 원천으로서의 소프트웨어 경쟁력 제고, 3) IT산업 성장기반 고도화를 선정하였다. 정보통신산업진흥원은 IT산업 정책의 총괄기획자 및 코디네이터로서 IT사업의 전(全)과정을 지원하는 입체적 산업지원 체계를 구축하고, IT정책 간 연계를 통해 정책시너지를 극대화함으로써 새로운 IT융합전략의 성공을 이끌어 갈 것이다.

연구방법론의 관점에서 통상정보학은 매우 다양한 방법으로 접근이 가능하며, 특히 정보통신기술을 적극적으로 활용할 수 있기 때문에 향상 새로운 접근 방법이 출현할 수 있다. 또한, 정보기술의 급격한 발전으로 국제전자상거래가 급격히 확산되고 있는 현 시점에서 수출기업의 단순한 무역자동화 수준을 벗어난 국제간 B to B 전자상거래의 전략적 활용방안에 대한 연구가 필요한 때이다. 이에 본 연구에서는 통상정보학의 실용성 제고를 위한 구체적인 연구방향으로써 전략 정보시스템과 조직이론을 가미한 조직간 정보시스템 이론을 제시함으로써, 조직간의 전략적 연계를 통한 전략적 통합정보시스템 구축전략을 제시하고자 하였다. 이를 통하여 정보화의 이점을 통상학 분야에 도입하고, 전략적으로 활용 가치가 있는 정보를 생산, 저장, 유통 및 활용함으로써 학술적 비용발생을 최소화하며, 기업의 이윤 발생을 촉진함으로써 국가경쟁력의 확보에 기여할 수 있도록 하는 것이 통상정보학의 궁극적인 지향 목표이다.

대한민국 정통부는 IT 산업의 경쟁력 강화를 통한 국가경제발전을 유도하기 위해 8대 서비스, 3대 인프라, 및 9대 신성장동력을 연계하여 시너지효과를 극대화하는 IT 839전략을 마련하여 강력하게 추진 중에 있다. 이러한 상황 하에 향후 IT시장의 선택과 집중을 통한 정책적 육성발전방향을 제시하기 위해서는 9대 신성장동력간 가치사슬에 대한 이해가 최우선 돼야 한다. 본 연구에서는 다차원척도법을 이용하여 IT 신성장 동력 간의 연관성 분석, 시간의 변화에 따른 이동방향 분석, 및 성장동력의 속성을 반영한 PROFIT분석 등을 실시하였다. 본 연구의 결과는 전략적 중요도가 큰 산업 및 분야를 선별 할 수 있을 뿐만 아니라, 효과적인 정책적 투자를 유도하기 위한 전략을 모색할 수 있을 것으로 기대가 된다.

This study aims to present promotion strategies for regional industries by exploring the ways to build industrial cluster focusing on regional strategic industries of Gyeongsanbuk-do(province) which are related to innovation city, by taking Gyeongbuk innovation city as an example. This study presented the methods for linking with innovation cities that focus on regional strategic industries, along with the analysis on the linkage between regional industries and public organizations relocated to local regions. As to the methods for the linkage, methods to build clusters based on the characteristics of each industry, such as electronic information device, new material parts, biological oriental medicine, cultural tourism, eco-friendly energy, etc, which are strategic and leading industries of Gyeongsanbuk-do(province), were presented. It was inferred that the industries which have achieved fast growth such as IT and BT industries, required mutually interconnected collaboration through geographical proximity among related subjects, while sectors with mature technologies, such as automative parts, machinery, steel industries, etc, were found to require more extensive infrastructures like the support of transportation and distribution for promoting current clusters.

Stability and security of energy resources are one of the most important factors for a national-development. In this research, we analyzed the Republic of Korea's policy making system on energy security and identified the problems from an innovation system perspective. In terms of the actors, they had limitations that ROK's navy do not have enough strategic plan for energy transportation. The links between innovation actors except defense area were relatively good, but links between the military area(navy) and other innovation actors had weak linkage. The infrastructure did't have enough consideration for military force development. For the institution; the role of the military area on energy security was not completely established. Therefore, participation of the defense area(navy) is required to be stated institutionally.

This paper is to analyse the necessity and development direction of the ROK's maritime security strategy white paper. To this end the paper is composed of 5 chapters titled introduction; the necessity of the ROK's maritime security strategy white paper; the ROK's actual situation in relation to maritime security strategy and cases of major advanced oceanic countries; the vision, goals, strategic tasks, and implementation system of the ROK's 'national maritime security strategy'; and conclusion. The achievement of the national marine strategic vision, such as the 'Ocean G5,' is of course possible when Korea can maintain and strengthen the maritime safety and maritime security of the people. The Sewol Ferry incident reminds us that we need a 'national maritime security strategy white paper' like the advanced marine countries. In order for the national maritime security strategy to be carried our efficiently, as in advanced oceanic countries, mere should be a dedicated department with sufficient authority and status to mobilize the cooperation of related organizations including naval-coastal cooperation. It would be good to set up a tentatively named Maritime Security Council, an organization of minister-level officials involved under the National Security Council, and an executive body composed of working-level officials from related ministries. In order to successfully carry out the national maritime security strategy for the maritime safety and maritime security of the people like the United States and the United Kingdom, we need to further strengthen our domestic cooperation and cooperation system, international cooperation, and maritime security. We have to promote the establishment and promotion of maritime security strategies by the Navy; strengthening the operational link between the Navy and the Coast Guard; strengthening the maritime surveillance capability at the national level, and promoting sharing with the private sector, etc.

This study examined flow between regions based on the spatial structure of the territory and characterized the flow patterns by analyzing regional networks via transportation connectivity. To accomplish this, transportation connectivity of the entire nation was examined using 2010 national express bus OD data from the Korea Transport Database. After the initial analysis, 2010 car OD data describing networks in seven regions (125 cities and districts), Gangwon-do, Gyeongsangnam-do, Gyeongsangbuk-do, Jeollanam-do, Jeollabuk-do, Chungcheong-do and Seoul, were analyzed to identify transportation connectivity. The results revealed that Korea has strong triangular-belt-shaped transportation connectivity that connects among metropolitan areas in the Jeolla and Gyeongsang areas. Particular zones are set by regional characteristics and functional connectivity for each zone. The results of this study will be useful as a basic material to establish development strategies and customized regional policy development, as well as balanced development.

화력발전소, 석유화학공단 등 대규모 배출원에서 발생되는 이산화탄소를 활용하여 온실가스의 배출을 줄이고, 경제적 가치를 창출할 수 있는 탄소자원화는 기후변화 대응을 위한 국가전략프로젝트 중 하나이다. 전 세계적으로 탄소자원화 기술은 아직 상용화 단계이지만 최근 강화된 온실가스 감축 의무로 인하여 탄소자원화 시장은 더욱 확대될 전망이다. 화력발전소의 이산화탄소 발생 과정에서 배출되는 수증기는 응축기술을 통하여 새로운 수원으로 활용이 가능하다. 응축된 물의 최적 활용과 사용처 지향적 효율적 물순환을 위한 시설 내 스마트 워터 그리드(SWG) 개념의 물분배 시스템은 발전 산업 내에 탄소자원화의 핵심기술로 사용될 수 있다. SWG는 시설 내 용수공급 관리에서의 관망 운영, 물 수요 관리 등 ICT를 활용한 종합적인 물 분배 시스템으로, 본 연구에서는 SWG 물순환 시스템의 국내외 기술조사를 통해 발전 산업 시설 내에 적용성을 검토하였다. 물의 재이용 시스템을 포함한 SWG 기술, 지능형 관망 운영 기법 기술, 실시간 수질 감시 체계 기술 연구를 기반으로, ICT 기반 용수공급 정보 관리 기술과 수운영 모니터링 기술을 통하여 SWG가 발전 산업 연계 기술로써 적용될 수 있도록 하였다. 본 연구에서 제시된 SWG 시스템을 적용한 산업 인프라를 통하여 산업적 파급 효과를 높이고, 이를 활용한 인력과 비용 절감이 기대되며, 저에너지, 고효율화를 위한 기술력과 글로벌 물 시장진출 경쟁력을 향상시키기 위한 기초연구자료로써 활용이 가능할 것으로 기대된다.
