위성통신의 이용과 기술발전 추세를 살펴보면, 1950/60년대에는 미국, 프랑스 소련 및 영국을 중심으로 국방 및 과학기술측면에서 위성을 보유운용 하였으나, 1970/80년대에는 브라질, 호주, 중국, 인도 및 인도네시아와 같이 국토면적이 넓거나 섬이 많은 국가에서 위성의 특징을 활용하였다. 그리고 1990년대 이후에는 새로운 정보통신 및 방송서비스 영역을 확장하기 위해 개발도상국에 이르기까지 위성의 이용은 상당히 증대될 것으로 기대된다. 또한 선진각국들은 최근 급속한 발전을 이룩한 디지틀 신호처리기술, 부품 및 소자기술 등을 이용하여 다기능 및 고효율성을 갖는 위성시스팀 개발을 진행해오고 있다.

정보사회로의 촉진을 유도하기 위한 초고속 정보통신기반 구축은 다양한 서비스 출현을 예상할 수 있게 하면서 이에 따른 위협요소 및 정보 범죄도 반드시 나타나리라 판단된다. 따라서 안전성 확보를 위한 종합적인 정책 수립이 요구되고 있다. 본 논문에서는 정보보호 위협요소와 정보범죄 실태를 살펴보고, 정보보호 정책 수립 지침을 고찰하면서, 국가적으로 정보보호 정착을 위한 정책 방향을 제시한다.

MPLS/VPN서비스는 MPLS망의 인프라를 이용하여 사설망을 제공하는 서비스로 각 VPN사이트사이를 고속의 LSP를 이용하여 연결한다. MPLS/VPN서비스는 차별적인 다양한 서비스 품질을 지원하는 것이 용이하며, 또한 서비스 도입과 운용 및 관리가 용이하여 저비용으로 VPN서비스를 제공할 수 있는 장점을 가지고 있다. 본 논문에서는 초고속 국가망에 도입될 예정인 ATM/MPLS MSR40시스템을 이용하여 MPLS/VPN망을 구축하기 위해 요구되는 라우팅 프로토콜상에서의 설정 및 고려사항을 설명한다. 현재 시험서비스중인 MPLS네트워크 구축 사례를 바탕으로 하여 MPLS 도메인 내부 라우팅 설정 절차 및 가입자측 라우팅 설정 절차에 대해 설명하고 또한 MPLS망의 특성상 요구되는 몇가지 라우팅 이슈에 대해 설명한다.

국가기반시설의 기능 상실은 신속한 재난 대응 및 복구를 불가능하게 할 뿐만 아니라 국가안보의 심각한 위협요인으로 작용한다. 본고에서는 국가주요시설의 체계적 위험도 관리를 위한 DB 현황 조사 및 분석을 수행하였으며 국내외 국가기반시설의 취약성 평가 절차를 조사 분석하였다. 조사에 따르면 선진국의 경우 다양한 기반시설 분야에 적합한 재난관리 방법론을 연구하고 그에 적용할 수 있는 시스템을 구축하여 재난 예방, 관리, 분석 등의 서비스를 제공하고 있다. 우리나라의 경우 국가에서 관리되는 시스템의 활용범위와 같이 시스템의 대부분이 상황전파 및 재난신고접수와 사후 피해 상황 보고 등의 복구진도관리 위주로 운용되고 있으며 취약성 분석 및 시설체계관리의 효율성을 증대하는 기능은 미비하여 복합적인 재난 유형에 적합한 관리체계가 마련되어 있지 못하고 있다. 이에 본고에서는 다양한 국내외 체계 및 사례를 조사하여 국가기반시설 간 상호의존성을 고려한 복합재난 관리 체계를 소개하였다.

세계 최고로 예상되는 급속한 인구구조의 고령화로 향후 우리나라는 보건, 의료, 복지 등에서 심각한 사회 문제에 직면할 것으로 예상되고, 고령화 사회로 인한 만성질환 증가는 의료비 증가로 이어져 국가 재정에 대한 부담으로 작용할 것이다. 정보통신기술을 이용하여 시간과 공간에 구애 받지 않고 언제 어디서나 건강과 생활을 관리하여 건강한 삶을 유지시키는 새로운 형태의 서비스인 유헬스(ubiquitous-Health)가 주목을 받고 있다. 일반인, 고령자, 만성질환자를 대상으로 하는 유헬스용 개인 건강 기기의 개발은 기존의 제품에서 네트워크와 연동이 되는 제품으로 보급되고 있으나, 데이터 상호 운용성이 고려되지 않은 제품이 주류를 이루고 있어 향후 진정한 유비쿼터스 개념의 건강관리를 위한 서비스를 실현하는데 문제가 될 것으로 예상되고 있다. 유헬스 기술이 표준화 되면, 생체정보 데이터의 취합 및 전송, 분석 및 피드백이 표준적인 방법으로 운용이 될 수 있으므로, 개인 건강 기기들과, 이들을 처리하는 유헬스 서비스간의 상호 운용성이 보장이 된다. 본 고에서는 최근 유헬스 분야에서 가장 활발한 표준화가 진행중인 IEEE 11073 PHD 표준화 동향에 대해서 살펴보고, 본 연구원에서 개발한 국제 표준기반 유헬스 플랫폼에 대한 소개를 한다.

The international society under the internet technology have been declining boundaries of the global economy. After this step, a social revolution will be happen from the ubiquitous technology which gives objects intelligence to serve people. And then it is expected that every part of a city competitive power is defined by both in quality and in quantity of the ubiquitous information unit in the future. On this score, now each nation is trying to set relative services and broadband networks to lead the ubiquitous industry. Therefore this paper analyzed about the progress and prospect of a local U-city plan in our nation. And than we propose a method of configurating broadband self-communication network on the base of cost and utilization Especially we propose a new city development model which use U-city and self-communication network to improve a city competitive power.

Since the launch of WTO. the global telecommunications market has been accelerated to ensure interoperability between the various telecommunications or services and this effort is emerging as the realization of an importance of standardization. In addition, in recent years as standardization is recognized not as just a means of ensuring interoperability but as a key strategic means of economic survival in the new trade order at the international regional, and national levels. Thus, each country is working actively to process telecommunications standardization through such means as multilateral cooperation and collective counter-strategies, which are mapped out, in the various regional and global fora and consortia. In keeping with these trends, Asia-Pacific Telecommunity, which is taking charge of telecommunications affairs of Asia-Pacific region, has been pursuing not only regional common interests but enhancement of its status in the world market by standardization on the basis of intimate collaboration, obtained by establishing regional standardization organization named ASTAP(APT Standardization Program). Bearing in mind the consideration outlined above, this paper aims to analyze telecommunications standardization policy intended by Asia-Pacific regional standardization organization and accordingly, to suggest a strategy for strengthening telecommunications standardization activities in Asia-Pacific region.

지난 12월 1일, 지상파DMB 서비스가 개시됨으로써 우리나라는 위성DMB를 포함, DMB를 '세계 최초'로 서비스하는 국가가 됐다. 이미 오래 전부터 DMB(디지털 멀티미디어 방송)는 국내 차세대 IT먹거리로 손꼽혀온 부분. 국내 상용화(와 활성화)를 발판으로 삼아 해외시장을 선점해나가겠다는 게 국내 입장이다. 실제 그동안 지상파DMB 활성화의 걸림돌로 지적돼 온 이동전화 사업자의 유통 참여가 KTF와 LG텔레콤을 필두로 1월 1일부터 시작됨으로써 지상파DMB 진영을 고무시키고 있는 분위기다.

The next generation network preparation of stock computer network designated to facilities and goal facilities-based national main information communication certainly necessary for 'national competitiveness enhancement and national economic strength elevations'. This paper studies current government policy and network, security and securities computer network, and substitute for securities computer network-based the existing SONET/SDH, and next generation securities computer network designs so as to provide ALL-IP service-based MPLS for international GMG service. Set up stability, standardization, security, a basis of and compare is current next generation securities computer network by each bases in case of designs. Analyze an expected effect to have been improved at next generation stock computer network characteristics and merits and substitution width and QoS, communication instrument liquor, an information protection system etc. too. Result of research of this paper will contribute to national competitiveness enhancement and a national economic strength elevation to accomplish u-Korea.

위성항법시스템은 사회 전반에서 활용되고 있는 필수 인프라로 전세계 어디서나 위치 및 시각정보를 제공한다. 하지만 위성항법시스템은 수신신호의 세기가 미약하고 항법시스템과 통신시스템이 별도로 구축되어 있어 서비스를 제공하는데 제약이 따르므로 이를 해결하기 위한 대안 체계 개발 및 기존 항법시스템의 향상 연구가 지속적으로 이루어지고 있다. 본고에서는 해외국가들의 항법시스템 개발 현황 및 특성을 분석하고, 결과를 바탕으로 한반도 환경에 적합한 한국형 지역항법시스템 구축 방향에 대하여 기술한다.
