National Information and Communication Services of Public Administration and Security organized by the 'A 'group (Line service network), 'B' group (IP service network), 'C' Group (Voice over Internet protocol(VoIP) service, IP application services) are provided by constructing the infrastructure. National Information and Communications Services 'C' group, providers are providing VoIP services. In this paper, national information and communications service 'C' group, providers of domestic calls, international calls, including calls to move we will study the basic telephone service. And text messaging, video telephony, IP-Centrex services, etc. we will study the seven value-added services. In addition, national information and communication service providers on the status of the project based on the analysis of national information and communication Internet telephone network using Internet telephony is the type of analysis. In this study, national information and communications services industry, will serve as the basis for the development.

협회는 7월5일 IPTV 서비스의 조속한 도입과 아울러 합리적인 제도 마련을 촉구하는 관련업체의 의견을 담은 건의서를 국회 방송통신특별위원회에 전달했다. 또한 국무조정실 방송통신 융합지원단과 정보통신부 융합전략팀에도 전달했다. 협회는 건의서에서, 이해 관계자들의 소모적인 논쟁이 결과적으로 IPTV 서비스 도입정책 지연과 더불어 관련 산업 활성화를 가로막아 산업계의 첨단기술 및 제품들이 사장될 위기에 있으며 국가적으로도 막대한 손실로 이어질 수 있다며 IPTV 서비스의 조속한 도입을 촉구했다. 특히, 협회는 국가 100년 대계를 생각해 더 이상 소모적인 논쟁을 종식하고 국가 신성장 동력인 IPTV 상용화를 통해 IT강국의 위상을 제고해야 하며, 이를 위해 정부의 신속한 제도마련과 뉴미디어에 걸맞은 규제제도 완화가 병행돼야 한다고 주장했다.

1999년부터 2004년까지 세계 주요국가의 정보통신산업의 투자현황과 경제지표를 기반으로, 정보통신산업의 투자가 어떻게 국가경제 발전에 영향을 미치는지를 연구한다. 이 주제의 다른 연구들에 비하여 방법론적인 차이점은, 첫째 인터넷 거품 현상의 와중과 그 이후의 기간을 모두 고려했다는 점, 둘째, 정보통신 투자의 영향이 발현되는데 다소 시간의 경과가 필요하므로 Malmquist 방법을 이용한 통시적인 접근을 사용했다는 점, 셋째, 각 국가의 고유 현상이 고려된 모형하에서 분석되어야 한다는 점 등이다. 분석방법을 이끄는 주요 이론적 기반으로는, 정보기술의 경제적 가치를 인프라와 응용기술로 구분하여 분석하는 Barua, Kriebel & Mukhopadhyay (1995) 의 Two way approach를 채택하고자 한다.

텔레매틱스 서비스를 위해서는 우선 가장 기본이 되는 교통정보의 제공체계가 뒷받침되어야 하는데, 현재 우리나라의 교통정보 수집 및 제공 체계는 이를 담당하는 각 지자체 및 업체들에 따라 별도의 시스템들을 구축하고 있어 종합적이며 체계화된 정보서비스를 필요로 하는 텔레매틱스 상용화에 문제점으로 지적되고 있다. 이를 해결하기 위해 범국가적 차원에서 교통정보의 수집 및 활용, 통합운영ㆍ관리방안을 마련하여 종합교통정보서비스 사업을 활성화할 수 있는 체계화 방안을 제시할 필요가 있으며, 이는 텔레매틱스를 위한 통신 인프라의 국제적인 기술 방향에 따른 국가 도로체계 정보화 인프라 구축방안을 전략적으로 제시하기 위한 필수적인 요소라 할 수 있다.(중략)

This study is focused on the developing of the telecommunication technique for the analysis on the social changes. In the scope and method of this study there must invalve following three items; change living environment, solution of medical problom, solution of education problem. The results of this study is as follow: First, telecommunication technique policy must be constructed in Korea. Second, digitalizing interchange machine and wire network must be promoted, presenting the development and establishment direction of B-ISDN. Third, the telecommunication policy in future must be able to unify all the networks.

서비스에 대한 국제무역이 상당히 활발하다. 이것은 세계경제 자체가 옛날의 산업사회에서 고도산업사회로 넘어가고, 외국인 투자가 활발하게 이루어지고 있기 때문에 서비스에 관한 국가간의 거래에 대한 룰을 만들어서 물에 따라서 국제계획이 활발하게 되고 분쟁이 있는 경우에 일방적으로 한 국가가 독점하지 않고, 모든 국가가 의뢰할 수 있는 분쟁해결장치를 만들자는 의도를 가지고 시작된 것이 우루과이라운드 협상이었고, 그 가운데 서비스 협정이 만들어진 것이다.

통신 기술의 급속한 발전에 따라 기존 PC통신 업체들은 인터넷 서비스로의 전환을 서두르고 있다. 하지만 현재 국내 인터넷 PC통신 업계에서는 부가서비스에 대한 시간 종량제 서비스의 과금처리를 기술적으로 구현하지 못하고있어, 전면적인 개편은 정보제공 업체(IP)들에게 치명적인 손실과 더불어 국가 정보통신에도 적지 않은 타격이 되리라 생각한다. PC통신 서비스과금 시스템의 간단한 소개와 인터넷 PC통신 서비스의 시간 종량제를 가로막는 이전 과금에 대해 살펴봤다.

초고속국가정보통신망은 초고속정보통신기반구축 종합 추진 계획하에 정부가 최근 많은 관심과 투자를 통하여 이루려고 하는 정보화 하부구조 구축이다. 2010년까지 3단계에 걸쳐 공공부문에서 시범 추진되는 초고속국가정보통신망은 미래의 정보시대에 대비하여 전국적으로 정보 유통 흐름을 지원하는 정보고속도로를 구축하고 이를 통한 각종 지원 서비스를 제공하도록 하는 것이다. 이러한 정보고속도로의 선도적인 구축은 국가의 정보화 산업을 세계화로 유도하며, 기술개발 능력을 향상시킴과 동시에 산업의 경쟁력을 높이기 위한 것이다. 본 고에서는 초고속국가정보통신망 구축 원년을 마무리하여 그간의 추진 경과와 계획을 소개한다. 또한 '95년 시범이용기관 비롯 '96년 이용기관 가입 및 전환 확산을 위하여 각종 이용 환경 및 절차 등을 설명하고자 한다.

모든 국민이 시간과 장소, 그리고 사회경제 및 신체적 제약없이 전기통신서비스를 이용가능케 하는 보편적 서비스(universal service)는 정보통신정책에서 가장 핵심적인 사항이다. 국가의 경제적 능력과 정보통신의 발달 수준에 따라 보편적 서비스의 정의와 수준이 다르지만, 보편적 서비스의 정의를 위한 일반적인 원칙과 공통적으로 포함되어야 할 요소를 파악하였다. 보편적 서비스를 달성하기 위한 자금확보는 정책시행단계에서 가장 중요한 사항이므로 시장구조와 규제제도의 맥락에서 파악하고 있다. 경쟁의 도입과 무선기술의 도입 등 급속한 환경변화에 대응하기 위한 정책을 제시하고 한국의 보편적 서비스 정책에 대한 현황을 파악하였다. 초고속정보통신망으로 대표되는 고도정보통신기반에 따른 고도의 보편적 서비스에 대하여 검토하였다.
