The flood and environment surveillance network on riverside is a network requiring a way to efficiently manage the information from all kinds of sensors, along with an optical communication device that can deliver high-quality video information at high speed. Since on-site prompt recovery is very important especially for communication problems that occurred due to cut-off or aged network, various researches have been carried out on this. However, because the security against outside hacking or outside intrusion with illegal purposes is very important for environment surveillance network, such as the national backbone network, an efficient network maintenance and repair should be enabled while satisfying security and reliability at the same time. A characteristic of requirement is that when security is improved, the efficiency of maintenance and repair drops as they are conflicting to each other. Therefore, this research proposed a system in order to satisfy the conflicting requirement and improve security, by developing a one-way Bypass TAP and an android-based smartphone app that can enable efficient network maintenance and repair.

Global warming, mainly caused by CO2, is one of the on­going cataclysms of the human race. The nation­wide policy to reduce greenhouse gases (GHG) has been enforced, for which it is crucial to estimate reliable GHG emissions. The unit load of road­section CO2 emission (URSCE) is a prerequisite for the evaluation of GHG emissions from road mobile source, and it is mainly computed using vehicular velocity source. Unfortunately, there is real­world limitations to collect and analyse representative speed data for nation­wide road network. To tackle this problem, a method for the evaluation of URSCE, proposed in this study, is based on a disaggregated way using big GPS vehicle data. The method yields more accurate URSCE than an current aggregated data based approach and can be directly employed for nation­wide road systems.

The recent global economic crisis and intensifying competition among Northeast Asian neighbors, China and Japan are changing in the foreign policy coarse of growth uncertainty, the domestic enterprise's growth power is faced serious limitations, Therefore, it's increasing that making new growth engines for the creative economy in order to achieve sustainable growth and continue to lead the Global Trade and human resources development and training needs for social entrepreneurship through the creation usually related to human resources. However, the creation of institutional entrepreneurship support system based on the fusion construct and cultured creativity through entrepreneurship education, such as mental challenges proactively apply the various ordinary area and several temporal spatial constraints can be utilized. There follows are in this study and time to entrepreneurship education without restrictions in place were the impact of the most important elements are enterpreneurship in the online entrepreneurship education and entrepreneurship. As the result of analysis, online learning environment have a positive impact on entrepreneurship. I hope that a global powerhouse through youth entrepreneurship would like to contribute IT power nation.

This study is intended to grope for a way of strengthening the independent competitiveness of Korean design industry by deducing objective value evaluation factors in design and by closely examining what relation these factors have with the competitiveness of design-specialized company in global markets in order to reinforce the qualitative value system of design, and in order to strengthen the industrial competitiveness of design. First of all, this study defined the objective evaluation factors in design as the quantification of measurement evaluation, the consistency of process, the compatibility of project, and logical persuasiveness, and defined the competitiveness factor in design-specialized company as the reliability and service quality of company, and established a research model. According to the results of test, most of hypotheses were accepted. However, it was understood that the quantification of evaluation didn't have direction effect on the service quality of design-specialized company.

As neoliberal Globalization is reinforced, the debating of international stage about cultural market is heated up. People who insist market opening claim that cultural product has to be handled in condition such as other goods. However, the dissenter of cultural market-opening assert 'cultural exception' in goods trade because culture affects in individual and community consciousness and identity. The dispute encompassing cultural market raise the concept of Global Governance which presents theoretical frame about international society's decision-making and administration. Thus, this article explore international norms which encompass cultural market and its stakeholder through Global Governance frame. Specifically, first, this article review the theory of Global Governance. Second, this article examine international norms such as WTO, GATT, GATS, and also study its opponent who advocate 'cultural diversity'. Consequently, this article argue that the debating and conflict about cultural market should be resolved, not by hegemony state, by Global Governance frame which all stakeholder take part in.

Recently, construction industry has an interest on the maintenance area of construction facilities to maximize utilization of the each facility. This study suggests an interactive electronic technical manual for bridge facility to improve quality and to ensure safety of the bridge facility. The improvement method of bridge maintenance system consists of the basic information ell the facilities, maintenance manuals and measurement system. And the suggested system is based on the facilities, maintenance manuals and measurement system. And the suggested system is based on IETM (Interactive Electronic Technical Manual), and this study defines and develops a $BF\_IETM (Bridge Facility\_ITEM$ as the bridge maintenance system.

In recent, Information Technology(IT) is the biggest issue on the social whole including the construction industry. IT is recognized as a key strategic means to reinforce competitive power and raise the effectiveness. However, CEOs of each firm have trouble with IT investment decision-making. Because there is neither any case to measure real value of IT nor any confidence to economic effect of information system. IT evaluation is so helpful for most construction firms to make a plan of IT investment. In addition, which will eventually facilitate to achieve their management goal and have the maximum of the firms' value. Therefore, the purpose of this research is to develop IT evaluation system for monitoring IT level continually. And this will be enable a construction company to increase IT investment and improve the level of IT in the construction industry.

The digital transformation of the 4th industrial revolution is leading to changes and innovations in the global economy. Various countries are focusing on reviving their manufacturing industries and economic recovery through smart factories. The purpose of this study is to empirically identify technological determinants for the successful implementation of the smart factory and to verify teose effects on manufacturing operations and the firms' operational/environmental performances. Five factors, including sensor network, platform technology, information system, intelligent automation, and safety, were defined as core technologies. The SEM analysis results of 157 small and medium-sized manufacturing firms that have implemented smart factories are as follows. First, sensor network, platform technology, and information system had significant effects on smart manufacturing operations. Second, smart manufacturing operations have improved firm performance. This study is valuable in that it has confirmed the effectiveness of government-funded projects and systemized key technologies for implementing smart factories. Meanwhile, it is helpful for practitioners to support an efficient and effective decision-making for the new adoption.

Community colleges are key constituents of higher education in Korea, along with four-year universities. The number of community colleges in Korea also holds significance. However, the main focus of the Master Plan for Library Development decisively lies in university libraries, with little consideration to the poor condition of community college libraries. This study aims to identify problems of community college libraries by conducting a document research on their current standing and, based on that, to present six policy proposals for government support. They are a) to develop library collections based on the school specialty, b) to build theme-oriented libraries, c) to facilitate cooperation between community college libraries, d) to reinforce capacities for library service, e) to improve legal status of community college libraries and develop an evaluation index, f) and to estimate demand and evaluate service quality.

건설교통부는 국가미래에 대비해 실질적으로 기여할 수 있는 전략적이고 중장기적인 실효성 있는 R&D 혁신 로드맵인 VC-10 사업을 진행하고 있다. 이 과제의 핵심 기술 중에 하나인 유비쿼터스 센서네트워크는 초소형 센서들로 구성된 망으로써 환경 및 재난 재해, u-City 건설, 스마트 하이웨이, 방범 및 국방, 시설 관리, 유통, 등과 같은 다양한 분야에 사용할 수 있는 유비쿼터스 사회의 핵심 요소이다. 이것은 실시간 네트워크를 통해 전송 또는 관리되고 언제, 어디서나, 어떠한 대상과 의사소통이 가능한 지능형 컴퓨팅 환경을 구현하는 것이다. 그러나 이러한 기술을 바탕으로 하는 기존의 시스템들은 특정분야를 위한 독자적인 프로토콜이나 저전력 통신을 제공하는 ZigBee 기반으로 설계되었기 때문에 소규모 범위에서만 서비스 제공이 가능하며 시스템간의 연동이 어렵다. 따라서 본 논문에서는 유비쿼터스 센서네트워크간의 연동성을 고려한 대규모 실시간 모니터링 시스템을 설계하여 다양한 분야로 서비스할 수 있는 테스트베드 구축에 대한 방안을 제시하고자 한다. 여기서 모니터링 대상은 국토의 지반, 환경, 그리고 도심지역 등이다. 이렇게 제시된 방안은 국내실정에 적합한 모니터링 시나리오를 작성하여 테스트베드를 구축 시에 요구된 사항들에 대한 정당성을 입증한다.
