Korean government has conducted National Geographic Information System(NGIS) project since 1995. The NGIS was set up and directed by central government to stimulate the growth of GIS field in Korea. Thanks to the project, all aspects of GIS in Korea has been rapidly developed. However, this government-led strategy now reveals some limitations on the advancement of GIS in Korea It is time to prepare new approaches for the further development of GIS in Korea. This study aims at introducing the concept and model of National Spatial Data Infrastructure(NSDI) and suggesting strategies fir it. By doing so, this research attempts to reestablish the role of government and draws new policy directions for the NGIS.

21세기 정보화 사회에서 국가 경쟁력의 측정은 정보처리, 운영능력에 달려있다. 이를 대비하여 국가에서는 초고속정보통신망의 구축과 지리정보체계의 구축 등 정보화 사업에 박차를 가하고 있다. 이들 사업은 단위사업이 아닌 국가 기반구조의 구축이라는 중요한 명분을 가지고 있으며 따라서 시스템의 상호운용성, 연동성 등 국가가 지원하여야 할 기본기술은 초고속정보통신망에서 운영될 수 있도록 준비되어야 할 것이다.

As the number of cyberattacks against the National Critical Information Infrastructure (NCII) is steadily increasing, many countries are strengthening the protection of National Critical Information Infrastructure (NCII) through the enactment and revision of related policies and legal systems. Therefore, this paper selects countries such as the United States, the United Kingdom, Japan, Germany, and Australia, which have established National Critical Information Infrastructure (NCII) protection systems, and compares and analyzes the promotion system of each country's National Critical Information Infrastructure (NCII) protection policy. This paper compares the National Critical Information Infrastructure (NCII) protection system of each country with the cybersecurity system and analyzes the promotion structure. Based on the policy model theory, which is a modification of Allison's theory and Nakamura & Smallwood's theory, this paper analyzes the model of each country's promotion system from the perspective of policy-making and policy-execution. The United States, Japan, Germany, and Australia's policy-promotion model is a system-strengthening model in which both policy-making and policy-execution are organized around the protection of the National Critical Information Infrastructure (NCII), while the United Kingdom and South Korea's policy-promotion model is an execution-oriented model that focuses more on policy-execution.

The NSDI concept has changed with the development of the NSDI. While the NSDI was initially established as a separate entity, recently more attention has been given to the SDI hierarchy, from a local level to a global level. As an advanced NSDI, the USA, the UK and Canada emphasize more on better citizen services through an e-Government GIS portal such as the USA's Geospatial One-Stop. This study hypothesizes that the characteristics of NSDIs can be different from each nation in terms of vision, structure, evolution stages and a degree of integration with the e-Government. Rather than to describe differences just fur comparison, more characteristics of NSDIs are identified and the comparisons are developed as recommendations for the future NGIS(National Geographic Information System) in Korea.

국가R&D정보는 R&D과제, 참여인력, 성과, 장비정보등으로 구성되며, 특히 R&D과제의 참여인력정보를 기반으로 한 의미기반서비스를 위해서는 인력 온톨로지의 모델링이 중요하다. 온톨로지 모델링을 어떻게 하느냐에 따라서 구현 가능한 의미기반서비스의 범위가 달라지며, 구성하는 데이터에 대한 이해도와 서비스 종류에 따라 모델링을 다르게 할 수 있다. 국가R&D인력정보기반 의미기반서비스는 인력정보의 현황과 특성에 대한 이해를 통해 연구자들이 협력대상 연구자와 평가위원 후보를 쉽고 효율적으로 탐색 활용할 수 있는 정보이용환경을 제공하는 것을 목표로 한다. 본 논문에서는 보다 지능화된 의미기반 추론서비스 제공을 위한 국가 R&D 인력정보의 온톨로지 모델링 및 활용 사례를 제시하고자 한다.

The absence of present accurate geospatial information can cause us to undergo severe problems in controlling the complicate and multiplicate disaster. Our country is trying to build the Disaster Spatial Data Infrastructure (DSDI), and the key information is the national framework data. This study aims to investigate the characteristics of disaster spatial data, and analyze the present conditions and problems of national framework data, and suggest the way to improve for the GIS application system. In order to provide a wide range of services through the national geospatial data integration system, the data management authority should be established to maintain the consistency of quality and data accuracy of the entire national spatial data infrastructure. In addition, the step-by-step update plan of the national geospatial data should be determined by means of the framework data. And the basic data (lowest common denominator) should be formulated to maintain the data consistency of national spatial information infrastructure.

과학기술 연구자들의 협업을 지원하기 위해서 정보 자원 공유에 기반한 정보 유통 체제가 필요하나 현재 정보 유통 체제에서는 서로 이질적인 형태로 정보가 표현되어 있기 때문에 정보 공유의 기술적 한계를 갖고 있다. 그리고 대량의 정보 속에서 사용자가 원하는 정보를 선별하여 제공하기 위해서는 새로운 정보 유통 플랫폼이 필요하다. 본 논문에서는 지식 기반 정보 유통 플랫폼 상에서 이용되는 국가과학기술 R&D 기반정보를 지식화하기 위해 국가과학기술 R&D 기반정보 온톨로지를 구축하여 이용함으로써 각 기관별로 관리하고 있는 인력, 성과물 등의 과학기술 R&D 기반 정보의 표준화된 지식관리 체계로 이용할 수 있다. 우리는 국가과학기술 R&D 기반정보 온톨로지를 구축하기 위하여 한국과학기술정보연구원(KSITI) 내부 성과물 정보의 실제 데이터들을 이용하여 온톨로지의 Individuals를 생성하였다. 정보 유통 플랫폼에서 온톨로지 형태로 구축된 지식을 이용하면 과학기술 R&D 기반정보에 대한 효율적인 관리가 가능하고, 정형화된 형태의 지식으로 개념화했기 때문에 지식 데이터의 공유와 재사용이 가능하다. 또한 단순 질의 검색이 아닌 의미 기반 추론을 이용한 지식 검색이 가능해지는 장점을 가진다. 우리가 구축한 국가 과학기술 R&D 기반정보 온톨로지를 이용하여 정보유통플랫폼(OntoFrame-K)에서 연구자 네트워크, 연구자 추적, 연구맵의 추론 서비스를 제공한다.

The study is to propose the reference model of Korean record management for integrated information resources management, based on the Korean regulative and administrative environments. Therefore, the study suggests the reasons why the electronic records must be come to the one of the national knowledge and information resources and reviews several integrated information management systems such as GKMS, KADO, ERA, EUN, and COVAX. Next, the study proposes the integrated records management system architecture, integrated national knowledge and information management environment architecture, and information technology architecture for Integrating resource management environment.

The purpose of this paper is to suggest guidelines for building up an integrated information network(IIN) model that enable to enhance production, flow and use of knowledge and information. The IIN consists of five areas of key infrastructure, such as, education, R&D, labor market, school-industry cooperation, and lifelong education information infrastructure. Based on the analysis of current situations and problems of each information infrastructure, this paper raises variety of issues and solution for the IIN model. Directions for building up the IIN includes both information base infrastructure and information support infrastructure.

국가 정보통신기반구조는 국방과 같은 전통적인 군사적 목적이외에 정보통신시스템, 전력 및 가스 등과 같은 에너지시스템, 금융 및 재정시스템, 영공관리시스템을 포함하는 교통시스템 급수체계등과 같이 핵심적인 응용분야에까지 매우 다양하게 적용되고 있다. 이러한 정보통신기반구조가 인터넷 등을 이용하여 상호 접속이 됨으로써 하나의 정보통신기반구조의 붕괴, 마비 혹은 피해는 다른 정보통신기반구조에 까지 지대한 영향을 끼치게 되며 심지어는 국가안보에 까지 지대한 영향을 미치게 된다. 본 논문에서는 국가 정보통신기반구조와 관련한 정보전(Information Warfare)에 대한 개념을 정립하고 정보전에 대응하기 위한 국외 사례를 분석하여 다양한 보호대책을 제시하여 국내 정보통신기반구조 보호대책 수립에 도움을 주고자 한다.
