The social identities and role models of all public libraries originate from the historical and systematic development of analog collections and the high-quality digital contents. Therefore, collection development in public libraries should be treated the most important professional task. Based on these prerequisites, this paper analyzed the classical agendas of analog collection development and paradoxes of digital odyssey, and suggested the future policies and strategies of public library collection development in Korea.

The National Library of Korea, Sejong plays a central role in maximizing the development and provision of policy information services in Korea. In order to perform its functions, systematic and practical strategies for policy information development are essential. Besides, in order to establish the identity of the National Library of Korea, Sejong as a specialized library of policy information services and to maximize the capacity, the development strategies for policy information needs to be suggested. This study, in this regard, propose strategies for the development of policy information collection. Specifically, we suggest that both guidelines of collection development policy for general collection, and practical guidelines of collection development specific to policy information.

This study analyzed the library's library development policy at home and abroad, established basic principles and guidelines for the library's library development policy, and proposed details of the library's library development policy. In this study, the vision of the supreme court library was established as an open legal and judicial information center that provides services to the public at the eyes of the general public, as well as a representative law library that focuses The five basic directions for establishing a book development policy to realize this vision are as follows: 1) Book development centered on mission and responsibility as a national representative legal library, 2) Development of books as an open legal/judicial information center for public service, 3) The development of books in line with the changing times and information environment, 4) Development of books by subject and language considering the characteristics of the court library, 5) Development of a collection, preservation, and disposal of data based on consistency and systematicity. It is expected that systematic or strategic book development can be promoted through the development of books in the court library based on policy documents.

The legal deposit for the national library in all countries is the most important mean for acquiring the country's off-line and on-line publications. Because of many limitations of legal deposit system, however, the National Library of Korea does not properly collect the useful materials produced or manufactured in Korea. In order to solve this problem, the author analyzed the status of collection development by legal deposit and estimated the total amount of domestic publications. Based on the these results, author suggested five plans for strengthening the national collections in terms of the provisional 'deposit law', the further development and complementary of current legal deposit regulations (guidelines and standards), desirable amendments of the legal deposit provisions in library act, reasonable division of the deposit targets, and optimization strategies of acquisition scope by material types.

The purpose of this study is to provide guidelines of library collection development policies statements. As a case study, 5 national and 2 public libraries are selected and analyzed by using 10 elements, which were drawn from existing studies, for examining collection development policy statements. The results show several suggestions which may help the people who is interested in preparing collection development policy statements.

This paper strives to shed a light on current academic resource sharing initiatives, and seeks the measure for the cooperative information resource management. It first attempts to draw outcomes and suggestions on the basis of issues and implications identified through the analyses in the aspects of management, service, and infrastructure of academic resource sharing in other countries. For this job, research methods such as interviews and on/offline literature review are employed. Specific projects to be analyzed via literature and web site review, although not detailed in nature, are National Technical Information Service(NTIS) and The National Science Digital Library(NSDL) in the United States, Intute of United Kingdom, and Australian Research Repositories Online to the World(ARROW) of Australia. Next, the paper discusses such an issue as the orientation of national level academic resource sharing initiatives based on the comparison of characteristics of current academic resource sharing project. For this, a thorough comparison on background, outlines and characteristics of the projects and analysis on the specifics of each project were conducted as well.

The main objective of this study is to set a Collection Development Policy(CDP) for the National Library for Children and Young Adults(NLCY). Every library, in order to accomplish its duty, should maintain a written collection development policy. This paper, in this regard, strives to propose a model to comprise of basic principles of collection development of NLCY for the effective management of resources by the types and subjects. Major emphasis was put on the nature of the library as a repository and a service point for children and young adults, and a hub for children-related research. As a result, a model collection development policy appropriate for NLCY has been proposed by analyzing cases in other countries to guide establishing principles for determining and analyzing the types and magnitude of the collection acquisition.

In most countries, public libraries play a role as a knowledge and information hub for local communities, a complex cultural space, and a third place for meetings and communication. Among the work of public libraries for this purpose, the key point is systematic collection development, and the established collection is essential for all knowledge and information services. In particular, local representative libraries must perform legal duties as a comprehensive knowledge information center for metropolitan governments, and develop, preserve, and service specialized collections that are difficult for other public libraries. Therefore, we analyzed the development cases of specialized collections of public libraries in large cities in foreign countries and local representative libraries in Korea, surveyed the degree of awareness of specialized collections for employees of public libraries and the cultural to geography in Gyeongbuk region. Based on the background information, this study proposed the development plan and establishment strategy of the Gyeongbuk Library specialized collection, which was named "Gyeongbuk Knowledge and Cultural Heritage."

Due to the rapid changes of information environment, the libraries are needed to consider not only analog resources but also digital resources for collection development policy to fit the digital age. However, the libraries have difficulties to build digital collection development policy for collecting and archiving the digital resources because different from the analog resources, characteristics of digital information resources are not contained in physical medium and not allowed ownership but remote access by licensing. Especially, national libraries that have the mission to collect, preserve and transmit knowledge and cultural heritage to the next generation face even more serious challenges. This study intends to figure out the core elements of digital collection development policy through comparison of domestic and overseas national library policies tried to overcome the difficulties.
