The purpose of this study was to investigate the determinants of policy demand for elderly care in aged Korea. The data from the first wave of KLoSA (Korean Longitudinal Study of Ageing) aged over 45 were used (n=10,165). The major findings were as follows: First, human capital, social capital, and socioeconomic variables influenced on the expected demand for elderly care by government, controlling the expectations of future life and society. Second, the effects of determninants on the expected demand for elderly care by government varied by the level of human capital, social capital, and socioeconomic variables, including ADL and IADL, familial support by children, public transfers, and age. Based on the empirical results, the implications for welfare mix of elderly care were provided.

Korea, like most of other countries, is enforcing the national pension as social insurance which is a kind of the income policy. Despite the fundamental limitation on public pension or the imperfect policy, the guarantee of the minimum living standard for maintaining dignity of human being is not being reached for the standard. Poverty rate of the elderly in Korea is the first among the OECD countries and public pension dead zone is very large. The elderly low income class could become a serious social problem if low fertility and aging keep getting worse. In this study, I will analyze the present condition of the retirement security for the elderly in South Korea. Also, I will look into the present situation of old-age income security and determine problems, and propose the improvement devices for related laws.

The study aims to analyse whether Korea and Taiwan have reduced the elderly poverty effectively through income transfer system in a comparative perspective. It covers 12 Western welfare states and 2 East Asian welfare states(korea and Taiwan). Utilising Luxembourg Income Study(LIS) datasets, empirical analyses focus on old-age income mix and poverty reduction effects of income transfer. Major findings are as follows. Frist, whilst public transfer income takes a major part in old-age income mix in Western welfare states, Korea and Taiwan reveal genuine mixed states - i.e., the relative proportion of private transfers and market income are high. Secondly, public transfers have effectively reduced the old-age poverty in Western welfare state. However, thirdly, those effects are still limited in Korea and Taiwan. Rather, the poverty reduction effects of private transfers are relatively high. Based on the empirical findings, the study suggests future research agendas and policy implications.
