A Study on the Evaluation Standards and Tools of the Performance of School Librarians in the United States (미국의 사서교사 전문성 평가기준과 도구에 관한 연구)

  • This study is to examine the basic structure of the professional development of school librarians and to analyze the national evaluation standards, and the states' evaluation tools and self-assessment tool currently used in the United States. The result is as follows: the structure of the school librarians' professional development processes, such as curriculum, certificate, and evaluation, have been affected by the national school library standards published by AASL. NBPTS's Library Media Standards and AASL's Learning4Life evaluation system are proposed as the representative national standards. Many states have developed their standards and tools to evaluate school librarians' performance, these standards are related to the national standards. AASL published A 21st-Century Approach to School Librarian Evaluation for school librarians' self-assessment in 2012, this workbook shows a specific way of developing their expertise.

A Study on the Supporting Strategy of Cultural Programs in Korean Public Libraries (공공도서관 문화프로그램 지원방안 연구)

  • Supporting strategies of national level are required as the cultural programs in Korean public libraries are becoming one of key tasks which takes more than 30% of total library duties. This study proposed 6 categories of supporting strategies as national and local libraries based on analysis of 88 public libraries's cultural programs and their requirements. The study's research methods mainly include literature investigation, case study and expert panel group discussions. The 6 supporting categories that this study proposes are: (1) Advisory committee working, (2) Development and distribution of the cultural program models (3) Development of cultural program packages, (4) Development and execution of educational programs for cultural program librarians. (5) Financial support policies, (6) Human Resources and networks for local level programs.

Feasibility Analysis of Establishment of the Collaborative Repository for Public Libraries in Korea (공공도서관 공동보존서고 건립의 타당성 분석)

  • The goal of this study is to analyze the feasibility of establishment of the collaborative repository for public libraries in Korea. To that end, its feasibilities were analyzed from the sides of the relevant laws, national policy, library's recognition, and actual collection space. As a result, the feasibility of establishment of the collaborative repository was revealed by enough. Accordingly, based on the this basic research, there is a need to develop immediately the construction and operation model of the collaborative repository. And the Ministry of Culture, Sports and Tourism, and metropolitan city and province must grant priority of cultural policy in the establishment of the collaborative repository.

  • The critical strength of outsourcing system is to enhance the competitive power of the company by applying the centralization of management resources. This strategy has been used in library management and become the general method. The libraries in the U.S. stated to adopt the outsourcing system to organize the information of library works. Those in Korea also commence to use this method later on. The main reason of outsourcing the cataloging and classification works in the library was to reduce the budget; however, result were diverse. The efficiency on performing works was positive while the quality of bibliographic record was not guaranteed. Regardless of various opinions, The National Library of Korea decided to apply the method to cataloging and classification considered as a major work in maintaining library. This study is to analyze and criticize the decision made by The National Library of Korea.

Evaluating Core Project Operations of the National Library for Children & Young Adults in Korea (국립어린이청소년도서관 핵심 추진과제 운영평가)

  • This study evaluated the core project operations of the National Library for Children & Young Adults to provide suggestions for its key functions and project operations plan. For this purpose, we conducted a survey for children's librarians and a focus group interview with the directors of children's libraries. The result showed that the overall functions were considered important and the contributions of the core project operations were rated positively. Among the core projects, 'Reading Promotion Program for Children' appeared to contribute most, while the most needed areas were contents development and continuous support for the reading promotion program for young adults. In addition, the need for diverse contents development, instructors and education tools were suggested for continuing education program, along with strengthening policy development and research functions.

  • The study aims to derive major factors from the results of needs analysis to develop the reference service model and guidelines at the national level. The literature review and case study enabled investigation of the considerations to develop the reference service model and guidelines. The Needs Analysis revealed librarians' and users' needs about the reference service. The major factors and implications derived from the analysis suggest the directions of the National-level reference service model and guidelines development process. This study has significance because it presented the implications and the development process of the reference service model and guidelines for domestic libraries, and directly contributed to the development of the reference service model and guidelines for the National Library of Korea.

  • This study analyzed the library's library development policy at home and abroad, established basic principles and guidelines for the library's library development policy, and proposed details of the library's library development policy. In this study, the vision of the supreme court library was established as an open legal and judicial information center that provides services to the public at the eyes of the general public, as well as a representative law library that focuses The five basic directions for establishing a book development policy to realize this vision are as follows: 1) Book development centered on mission and responsibility as a national representative legal library, 2) Development of books as an open legal/judicial information center for public service, 3) The development of books in line with the changing times and information environment, 4) Development of books by subject and language considering the characteristics of the court library, 5) Development of a collection, preservation, and disposal of data based on consistency and systematicity. It is expected that systematic or strategic book development can be promoted through the development of books in the court library based on policy documents.

A Study on the Operational Performance of Chungnam Library and Development Strategies for a New Leap (충남대표도서관의 운영성과와 새로운 도약을 위한 발전방안 연구)

  • This study aimed to establish the 2nd Comprehensive Library Development Plan (2024~2028) for Chungnam Library as a metropolitan representative library to enhance the quality of life for the province's residents through library service development and provide comprehensive and systematic support for public libraries in the province. To achieve this, a diagnosis and analysis of libraries in Chungcheongnam-do, an analysis of the policy environment in Chungcheongnam-do, and a future policy environment outlook for libraries were conducted. Ultimately, the study proposed the mission, vision, goals, implementation strategies, and action plans for the 2nd Comprehensive Library Development Plan for Chungcheongnam-do. Firstly, the mission was proposed as "Leading the future 'knowledge and cultural values' by embracing the people of Chungcheongnam-do." Secondly, the vision was suggested as "An inclusive space that leads the knowledge and culture of the future." The goals include: 1) Creating an inclusive library environment accessible to everyone, 2) Providing library services that embrace the community, 3) Operating the library to realize knowledge and cultural values, 4) Developing library infrastructure to lead the future, and 5) Strengthening community exchange and cooperation networks.

A Comparative Study on the Development Strategies of Cultural Institutions (문화유산기관의 발전 전략 비교 연구)

  • The medium and long term plan is one of the most important factors for the cooperation between cultural institutions such as archives, libraries and museums. This paper tries to analyze comparatively the development strategies' backgrounds and tasks of the national representative cultural institutions, with their similarities and differences. Limitations of the development strategies caused by their low stature are also presented in the paper. Accordingly this paper put emphasis on the changeover from separate and individual development strategy to joint and collaborative one for the cooperation between cultural institutions.
