  • (사)한국포장기술사회(회장 이한영)는 제114회 기술사 자격시험에서 9명의 포장기술사가 합격했다고 밝혔다. 올해 탄생한 포장기술사는 ▲강호상 (주)삼화플라스틱 부사장, ▲김기돈 신안포장산업(주) 부장, ▲김병기 파리크라상 과장, ▲박인경 롯데중앙연구소 책임연구원, ▲서상욱 한국건설생활환경시험연구원 선임, ▲윤찬석 국가식품클러스트지원센터 부장, ▲정부기 (주)신세계 부장, ▲정현구 삼성전기 선임, ▲조해룡 (주)연우 부장 등으로, 이로써 국내 포장기술사는 총 160명으로 늘어났다. 포장기술사는 포장분야의 최고 기술전문사로 일상생활에 밀접하게 연관되어있는 포장의 기술적 발전과 적합한 사용을 위해 노력하고 있다. 현재 국내 포장기술사는 (사)한국포장기술사회를 중심으로 국내 포장문화 진흥에 주력하고 있다. 제114회 포장기술사 합격자들과 만나 포장에 관한 이야기를 나눠보았다.

  • This research is to study and analyze our country's management of disasters, the present condition of cultural heritages bases on the examples of temples, and Japan's safety management prevention of buddhist temple. As a result, this research aims to how to improve the temple fire prevention system. To improve the anti-fire system of temples, it is important to make new laws about fire lose to minimize cultural property lose. Secondly, to protect self-contained type fire alarm device, with aerosol type hand propelled fire extinguishers to prevent fire lose. Lastly, construction work of electric engineer is necessary to prevent temple fire loses.

  • National Competency Standard (NCS) is a national standard for competencies which are required of an employee to achieve his job successfully. For a university with four-year course, since there is no plan to redesign its subjects by applying NCS and some issues with regard to industrial aspects consistently incur, it should be verified that NCS can be applied to the curriculum of a university following the introduction to new National Qualification Test with the progress evaluation based on NCS. Thus, in this paper, we show the feasibility of applying NCS to the curriculum of a computer engineering department and present the redesign to curriculum using NCS.

  • Recently, accumulation of technology, transfer, absorption, and commercialization is being significantly recognized as a key factor for sustainable growth of the 21st century global economy. The government established "Technology Transfer and Commercialization Promotion Act" In order that the technology developed at public research institutions can be transferred to the private sector and commercialized; the technology developed in the private sector can be traded and commercialized. Also, the Article 14 of "Technology Transfer and Commercialization Promotion Act" is concerning technology transfer agents' registration, promotion, and support: it introduced the special status system of technology transfer agents and the government registers, manages, and supervises it. In most developed countries, the technology transfer agency is transferred to the private sector and it is referred as a technology transfer agent or technology broker. In the domestic market, despite the introduction of the above special status system and the building a various organization and transfer medium system for boosting the market's revitalization, some problems occurred; because the registration system of a technology transfer agent and legal basis and system about its following-up control fall short. For example, recently technology transfer-related performance exemption has brought the activation of technology transfer agent's registration, but there was the limit of selecting the expert above a certain level. Therefore, some countermeasures for this are urgent, In addition, through a compulsory training completion system before the technology trade agent registration is prepared, a short period of curriculum was not sufficient to provide applicants various specialized knowledge. In this research, it is considered about the reform of technology transfer agent through its comparative study in China and Korea. Some improvements are suggested for expanding the market of technology transfer commercialization, assuring the agents' service and strengthening the competitiveness.

초고속공공응용서비스 개발 사업

  • 초고속정보통신기반구축사업은 미래의 우리나라를 만들어 나가기 위해 미래 한국의 비젼을 실현시키는 사업이다. 한국전산원은 공공응용서비스개발지원사업, 원격시범사업, 그리고 국가망 구축사업분야의 전담기관으로서의 임무를 수행하고 있는데 이 중 공공응용서비스개발지원사업은 공공부분의 정보화를 촉진하여 국민에 대한서비스를 획기적으로 개선하고 초고속국가정보통신망의 이용촉진 및 민간부분에 초기수요를 제공하기 위해 추진하는 사업이다. 초고속사업의 원년인 올해, 공공응용서비스개발사업은 국민경제에 대한 파급효과가 크고, 국민의 편익을 증진시킬 수 있는 26개 과제를 선정, 민간사업자들이 참여하여 일심히 추진하고 있다. 이 사업을 추진하는 과정에서 과제 선정, 사업자 선정 등 각 단계마다 경쟁의 원칙을 적용하여 주관기관이 자발적으로 참여하도록 함으로써 각 기관의 정보화 의지를 불붙였으며, 기업에게는 기술 자격 분리입찰제를 적용하여 적정 이윤이 보장되도록 하였다. 또한 3자간 공공계약체결로 공동으로 책임지는 협력체제를 구축하였다는 역시 작은 성과라 할 수 있다. 다음은 독자들을 위해서 공공응용서비스개발사업의 내용과 진척사항 그리고 참여방법에 대해서 소개한다.

A Study for Developing Generic Competency Standards Focusing on Professional Engineer Qualification in National Technical Qualification Act (공통직무능력표준 개발연구: 국가기술자격법상 기술사 자격을 중심으로)

  • The purpose of this study is to develop the national generic competency standards for professional engineer and so improve the quality of Korean professional engineer into an international level. First, this study intends to develop the national generic competency standards for professional engineer that contributes to maintain and enhance the quality of professional engineers in terms of a linkage among education and training, qualification, and labor market. Second, this study aim to obtain the national generic competency standards for professional engineer that applies to reform the criteria of certification, testing, and interview of National Technical Qualification System as well as to develop the curriculum of engineering education and continuing professional development and the system of human resource management in corporations. As a result, a final draft of the national generic competency standards for professional engineer was confirmed to include 12 clusters of competency standards and 56 elements of competency standards.

  • Owing to increasing concern that jobseekers are wasting too much time and effort building up so-called "spec" skills to get a decent job, many companies including state-run enterprises are now hiring rookies based on their job competency rather than test scores unrelated to the job. However, universities which are mainly responsible for training professional personnel needed for various kinds of companies and factories are reluctant to adopt NCS-based educational courses. The NCS defines how much knowledge and skill are required to work in a certain industry and then evaluates them. Although the Korean government and several junior colleges have been tentatively operating the course-based qualification system at the "industrial technician" level since 2014, the results are falling far short of diverse stakeholders' expectations. Therefore, there are urgent needs to study how to develop NCS-based curriculum at the university level, and how to strengthen the linkage between work, training, and qualification.

The Social Influence of the Landscape Architecture Engineer Examination on the Establishment of Authenticity in Landscaping History Department (조경기사 '조경사' 과목이 조경역사학(造景歷史學) 분야의 진정성 확립에 미친 사회적 영향)

  • This study was centered on the protested data of the issue of "History of Landscape Architecture" in the handwritten course of landscaping articles of National Qualifications Test. The purpose of this study is to examine the types of social problems in the process of correcting erroneous historical facts. The purpose of this study was to find alternatives for the development of the field of landscape and culture history that can assist in the verification of the historical facts of the landscape sciences examination questions. The main results are as follows. First, as a result of analyzing the contents of the landscape architects' subject matter, the establishment of concept of landscape style and form and the confirmation of historical facts were investigated as important types to be established for development of landscape landscape history department. It seems that the social consensus of the expert group is needed to supplement the lack of data to refer to landscape architectural theory. Second, the analysis of the problematic narrative contents resulted in a total of five types of questionnaires. The appeared in the Undefined style and form(52.94%), Unproven historical facts(25.13%), Obscurity Era classification(11.77%), Lack of specificity(6.95%), Content scope of obscurity events(3.21%) Third, it is not only the lack of information to learn the theory by comparing and analyzing the contents of the statements in the landscape architect 's question items, but also the difference of contents between books was analyzed as the main cause of the problem. As a result of examining the characteristics and examples of the issues raised in landscape architectural problems, it was related to the social phenomenon, and it was classified into cultural factors and political factors. Fourth, the resolution of problematic issues in landscape architects' landscaping articles, which are national technical qualification tests, shows positive results. The information determined in the process of solving the perceived content can be used directly in landscaping field, and it helps the accuracy of the verification process by identifying the types and characteristics of the issues.

Analysis of Certification Effects on Wage and Labor Mobility : Evidence from Craft II Class Certification (자격증이 임금, 노동이동에 미치는 효과: 기능사 2급 자격증을 중심으로)

  • This study analyze the effect on wage, labor mobility by using Craft II Class certification out of National skill certification. In this article, we used the parametric and nonparametric method. In the former we used IV that the fraction of certification by occupation by firm scale to solve the selection problem. In the latter, it's used matching method and kernel regression. The paper shows that certification effect on wage has about 5.1~9.9%. The result of analysis between certification and labor mobility indicates better certification effects on long term tenure to the same firm than certification effects on wage from labor mobility. Also, we knew that the employee which have no certification relative is difficult to be established in the same workplace.
