A Study on the Integrated Management of National Critical Infrastructures (국가기반체계의 통합적 관리 연구)

  • The occurrence of disaster lately is coming with the more complex form and increasing the necessity of National Infrastructures Protection Plan(NIPP). International and domestic laws and systems related to critical infrastructures were investigated. The program in which the classification of national critical infrastructures was expanded eight fields to thirteen fields including emergency services, large gathering sites, defense industrial base, and national monuments was presented in this study. The plan for integrating national critical infrastructures, national important infrastructures and national security infrastructures and a NIPP framework were proposed.

  • If the function of the national infrastructure is suspended due to natural disasters and social disasters, the damage of the national infrastructure can be a serious threat to the national security as well as the life, body and property damage of the people. In this paper, we examine the domestic and overseas trends of the national system protection system and examine the domestic and overseas trends of the national system protection system. The detailed function of the essential function continuity, essential function, succession order, authority delegation, continuity facility, continuity communication, We examined the specific issues related to testing, education and training, transferring control and directing authority, analyzing the system related to the national infrastructure protection plan, and examined the specific problems and suggested an effective improvement plan for the critical infrastructure protection system.

  • Critical infrastructure resilience has been integrated in critical infrastructure protection in US after Department of Homeland Security recognized that protection, in isolation, is a brittle strategy. Here "resilience" is the system's ability to efficiently reduce both the magnitude and the duration of systemic impacts after hazards, and quantitatively assessed as a resilience cost. The resilience cost is the sum of systemic impacts and recovery efforts, and many case studies on resilience costs show that the recovery effort should be included in resilience assessment. This paper explains how the resilience cost is defined and quantified with a case study.

  • As the major information communication infrastructure had been getting more important, 'Act on the Protection of Information and Communications Infrastructure'(APICI) was legislated in Korea 2001. Consequently, the major information system, nationwide monitering service systems and government administration operation & management systems have been registered and managed under the APICI. The authorized organizations related to above service and system, perform vulnerability analysis and evaluation for chief communication infrastructures by themselves or registered agencies. In this research, we propose an advanced model for vulnerability analysis and evaluation and apply it to the main information and communication infrastructures through the case study. We hope each related organization could apply this model for analysis and evaluation of vulnerability in these infrastructures.

  • The importance of the security management system for the aviation infrastructure cannot be overemphasized. What is especially important on the security management system for it is the assessment that is detaild and systematic. This article presents a framework based on a Hanulcha-type security management system model for a Information security of the Aviation infrastructure. This system checks, estimates and analyzes the goal of security with effect, especially in case of the security-accident on the aviation infrastructure because this system model gives the integrated security assessment method.

  • 국가차원의 신재생에너지 활성화 방안에 따라 지자체 등의 분산전원 시설계획이 점차 증가하고 있다. 이에 따라서 기존의 radial 구조가 아닌 closed loop을 운영하기 위해서는 보호협조에 대한 문제가 확실히 해결되지 않고서는 계통을 안정적으로 운영할 수 없다. 따라서 본 논문에서는 radial 계통 및 계통이 변경되거나 분산전원이 연계 시 closed loop 구조를 가지는 계통의 보호기기 및 자동화 개폐기들을 Agent화 시켜 통신을 이용한 보호 및 고장 구간 분리 알고리즘을 제안 하고자 한다.

북극항로 운항 선박의 항해안전지원시스템(KARS) 개발 개요

  • 지구 온난화로 인해 여름철 북극해의 해빙이 점차 감소함에 따라서 북극항로를 이용한 선박의 화물운송이 점차 증가하고 있다. IMO에서는 극지해역운항선박의 안전성과 해양오염방지를 위하여 2014년에 Polar Code를 개정하였으며, 2017년 1월부터 SOLAS협약과 MARPOL73/78협약에 추가되어 시행되고 있다. 본 연구는 해양수산부 해양안전 및 해양교통시설기술개발 사업으로 1) Polar Code 강제화에 따라 '극지해역 운항선박용 항해안전지원시스템의 개발'의 필요성과 2) 북극항로에 대한 국적선의 안전 운항 확보를 위한 '북극권 국가와의 국제협력 및 공조체계 구축'과 '극지 구난, 구조 및 환경보호 관련 국내법 및 규정 제정'을 위한 기반 연구의 필요성에 의거하여 2014년 11월 10일에 시작되었으며 2018년 12월 31일에 종료될 예정이다. 연구내용은 1) 고정밀도 북극항로 빙상정보 수치예측 시스템 개발, 2) 북극항로 안전속도 예측, 평가, DB구축 및 항행 모델 개발, 3) 북극항로 안전운항을 위한 항해계획 기술 개발, 4) 북극항로 운항선박 건조 및 안전항해 가이드라인 개발이다. 본 논문에서는 개발 중인 KRISO Arctic safe Routing System (KARS)에 대한 소개와 활용 결과 및 향후 계획에 대해서 설명하고자 한다. 본 KARS는 향후 지속적인 수정보완 작업을 통해서 완성도를 높여갈 예정이며, 검증단계를 거쳐서 최적하고 안전한 항로와 운항 관련 정보를 선사와 해기사에게 제공함으로서 북극항로 중 단기 운항계획 수립과 안전 운항을 지원할 수 있을 것으로 기대된다.

Analysis of coastal city flooding in 2D and 3D considering extreme conditions and climate change (극한 조건과 기후변화를 고려한 2차원 및 3차원 해안 도시 침수 해석)

  • 최근 대한민국에서는 기후변화로 전국 각지에서 돌발성 호우와 태풍의 강도 및 발생빈도가 높아지고 있다. 이에 따라 주요 국가시설이 위치한 해안 도시의 2차원 3차원 모형을 통해 극한 조건하 침수 분석을 수행하였다. 먼저 해양수산부 "2019년 전국 심해설계파 보고서"를 기반으로 극치분포 중 Weibull 분포를 이용하여 극한 조건, 1,000년부터 1,000,000년 빈도의 재현기간의 파도 높이와 풍속을 계산하였다. 계산 결과를 SWAN(Simulating WAves Nearshore)의 입력값으로 해상에서 100m 간격의 파고 높이를 계산하였다. 이때 100m 간격으로는 방파제 지형을 정확히 해석하지 못하였기에, 상세파고 계산을 위한 Nesting 기법을 이용하여 20m 간격의 파고 결과를 도출하였고, 해안 도시 인근 해상에서 10.916m의 파고를 예측하였다. 또한, 예측된 파고를 이용해 EurOtop(2018) 매뉴얼의 경험식을 기반으로 연구 유역으로 유입되는 월류량 계산에 사용하였다. 결과로 16방위 중 SSE 방향, 1,000,000년 빈도 재현기간 조건에서 0.0306cms/m의 월파량을 예측했다. 예측된 자료를 바탕으로 2차원 침수해석은 FLO-2D 모형, 3차원 침수해석은 FLOW-3D 모형을 이용하였다. 2차원 침수해석 결과 주요 지점에서 0.18~0.33m의 침수가 예상되었고 3차원 침수해석 결과 동일한 지점에서 0.240~0.333m의 침수가 예상되었다. 모의 결과 2차원과 3차원 모형 간 침수 예측 결과가 0.3cm에서 6.1cm의 차이를 나타내어 모형 구축이 합리적으로 이뤄졌다고 판단하였으며 연구 유역에서는 침수가 예상된다는 결과를 도출하였다. 본 연구를 통해 기후변화에 따른 해안에 위치한 주요 도시지역과 국가 주요 시설물에 대한 침수해석을 실시하였고 분석결과를 생명과 재산을 보호하기 위한 대피계획 등 재난예방대책 수립에 활용할 수 있음으로 예상된다.

Wetland Conservation Action Plan of Local Government: Gyeongsangnam Province, South Korea (지방정부의 습지보전실천계획 수립과 과제 현황분석: 경상남도를 대상으로)

  • We systematically analyzed the Wetland Conservation Action Plan of Gyeongsangnam Province to evaluate conservation status in local government level. Project topics were categorized into 1) wetland infrastructure, 2) wetland conservation and wise use, 3) education and awareness, and 4) conservation framework. From 2010 to 2013, 42 projects (145 cases, 88,899 million won) were implemented by 14 affiliated organizations under Gyeongsangnam Provincial Government. The number of projects and budget size has been decreased over 4 years, besides most of main projects were continued. The budgets were largely used for wetland project of cities and counties. Development and implementation of various conservation projects may have considerable potential values in wetland conservation, while it is still difficult to assess their overall effectiveness in the society. Diverse wetland management practices in Gyeongsangnam Provincial Government have accumulated fundamental practices and knowledge for an effective local conservation. These administrative experiences will further benefit other local government to establish wetland management framework. To accelerate policy diffusion to other local governments, Gyeongsangnam Province needs to promote and share leading experiences and information of wetland conservation. Enhanced local government framework by the legislation at central government will further support country-level management plans and practices.

Evaluation of Eco-friendliness for Major Development Projects by EA-INDEX in South Korea (EA-INDEX를 활용한 국내 주요 개발사업의 친환경성 평가)

  • The environmental impact assessment have been played important role for sustainable development of the country. Meantime, various studies have been conducted for scientific and effective environmental impact assessment. Howeverthe quantitative data such as regional distribution status and development characteristics according to the type of development project, environmental changes due to development projects, and spatial-temporal changes are insufficient, currently. In this study, we investigated the eco-friendliness of major development projects (industrial complex, urban development, tourist complexes, and waste disposal equipments) by integrating the EA-INDEX of each development projects which were reported by prior researches. As a result, we found that the eco-friendliness of development projects tended to gradually increase overtime due to the increase in eco-friendliness in the protection of living environment sector. The protection of living environment sector was a major factor in the the eco-friendliness of industrial complexes and urban development projects. In the case ofroad construction, landfill and tourist complex development projects, the natural environment conservation sector was a major factor in the eco-friendliness of the project. As a result of analyzing the eco-friendliness of development projects by local government, the eco-friendliness of development projects promoted and implemented in Ulsan, Jeonnam, and Gwangju was higher compared to other regions, and it was relatively low in Daejeon, Gyeongnam, and Daegu. This study is considered to be significant in that it conducted a quantitative analysis of the eco-friendliness of development projects carried out over a relatively long period of time throughout South Korea by dividing them by year and local government.
