The purpose of this research is to suggest a theoretical base and guideline for the national scientific and technical information center which is assigned to take charge of the management and building knowledge and information infrastructure of the national scientific technology. And the objective of this study is to contribute to strengthen the need of the building of the national scientific and technical information center and provide operation programs and vision toward information center which will be established later. This study suggests a plan and strategy which make it possible to conduct functions as the national repository, clearinghouse, and portal gateway of the electronic resource and propose space program for the optimal building construction. Therefore, the contents of this study cover the building of the national scientific and technical information center as well as the basic plan of scale and space program, validity analysis of site location and environment.

This research aims to find an optimal space program and analysis of optimal land of the national model of the scientific and technical information center. And the objective of this study is to contribute to strengthen the need of the building of information center and provide operation programs and vision toward information center which will be established later. We suggested a basic plan of scale and space program for proper space uses and optimal facilities and state-ofthe-art equipment of building. Also, we selected alternative land by document study, and suggested optimal land by field works and studies.

This study is to propose the model of Digital Document Information Center at KISTI which is a representative center of science, technology and industry information in Korea. The model proposed at this study is reflected current information environment such as digitalization, Internet and various internal and external situations. The citation information of academic resources contains the knowledge flow from previous research, so it is possible to connect fragmented research in relational aspects. The citation information can grasp the overall flow of research, so it can promote convergence research such as developing existing research or deriving related fields. Therefore, in this study, the citation information of academic literature, which was previously provided at the level of simple disclosure, was reconstructed based on the citation relationship. Through this, backward and forward citation analysis were conducted based on time series, and the research flow was analyzed by setting the citation stage. Finally, we developed an academic information service that visualizes the main research contents of backward and forward citation based on time series. This accesses academic resources through the meaning contained in the citation information.

The purpose of this study is to analyze the reference data of the National R&D Report database built by the Korea Institute of Science and Technology Information(KISTI) to derive problems and to find complementary points for the construction technical items in the system. To this end, we investigated the descriptions of references in the National R&D Report constructed in the KISTI DB and analyzed the construction process, guidelines, types, items, etc. Based on this, the appropriateness and accuracy of the classification results of the reference types constructed with the DB were checked. As a result, the problems of the items built into the system and corrections to the construction guidelines were derived. Through this, database construction can proceed efficiently and data quality is expected to improve. In addition, a follow-up study was proposed on the convergence service plan that can be provided in the future through standardization of technical regulations.

To improve research productivity, it is important to acquire up-to-date information quickly. To this end, researchers seek information resources through various channels and methods and utilize them in their research and development processes. The Korea Institute of Science and Technology Information (KISTI) has developed a platform for integrated scientific and scientific information service called ScienceOn to provide specialized information, infrastructure resources, industry and technology analysis resources in one place to support the research and information ecosystem. Through this process, accessibility and usability are enhanced through the connection and convergence of various information and services. In this study, we look at recent R&D trends in scientific technology academic information integration services and recommended packaging services that can be utilized in batches according to the purpose of use. We look forward to improving national R&D productivity by strengthening the linkage and convergence of scientific and technological information.

Since new issues and topics are emerging in the information and library science fields, diverse needs are identified to enhance the curriculum of library and information science education. This study investigated curriculum of library and information science in US and identified the topics of classes in the curriculum by the three aspects such as competency areas, scientific and technology category, and research fields. Consequently, topics related various information technology including system design and implement are the most popular topics in all analyses. Library and information center management and user service are also major topics of the curriculum.

The 11 th congress and general assembly of the International Federation for Information & Documentation/Commission for Asia & Oceania(FID/CAO) was held by the Center for Industrial and Technical Information from October 28 to November 1 1990 in Seoul. The theme of congress was national information policy. In this paper it is summarized each country report presented by 7 countries delegate : Australia, Indonesia, Japan, Malaysia, People's Republic of China, Thailand, and Union of Soviet Socialist Republics. The content of national information policy and the structure of national information system as well as the mechanism to implement it may vary from country to country but the main objectives was similar to every nation. It is urged that the government should formulate a national information policy and ensure the implementation of policy with coorporation of institutions related to information activities.
