지금까지 우리나라의 GIS는 국가 중심의 GIS로, 사용자들이 적극 참여하거나 민간 산업 부분으로 확대되기에는 기술력, 비용 등의 한계를 갖고 있었다. 그래서 우리는 Open Source를 이용하여 종래 GIS의 한계를 극복하고 Google Map, Google Earth, Sketch Up을 연동한 Web Portal Site 구축을 통하여, 사용자들이 의사결정을 하는데 도움이 되는 효율적인 정보를 제공하며 이들이 곧 정보 창출의 주체가 되는 쌍방향적인 참여를 이끌어내고자 한다.

정보기술의 발달은 산업 전반에 매우 큰 영향을 주는 요소가 되고 있다. 이러한 정보 기술을 프로젝트에 효율적으로 사용함으로써 기존 프로젝트의 수행에 있어 불합리한 점을 제거하고 개선함은 물론 전체 프로세스에 대한 경제적인 효과를 기대할 수 있다. 특히 건설부문은 계획, 설계, 시공 및 유지관리에 이르기까지 다양한 공종이 유기적으로 연결되어 수행되는 바, 유비쿼터스 컴퓨팅 환경을 실제 건설공사의 현장에 접목하려는 시도는 의미가 크다고 볼 수 있다. 이른바 u-city 건설은 IT기반의 첨단공공서비스가 사회전반에 제공되는 도시를 말한다. 최근에 기존 도시를 첨단화하거나 완전히 새로운 신도시를 건설하는 지방자치단체 또는 국가주도형 사업은 대부분 첨단 유비쿼터스 기술을 적용, 도시 서비스의 차별화를 구축하고 있다. 이에 본 논문은 도시의 근간을 이루는 토목사업중 도로를 설계함에 있어 관련되는 유비쿼터스 요소기술을 도출하고, 이를 설계에 반영하므로 u-건설의 실질적인 접근방향을 모색하고, 동시에 지속적인 u-건설이 가능할 수 있는 기반을 삼고자 한다.

지형지물 유일식별자(UFID: Unique Feature Identifier)는 주민등록번호처럼 우리나라의 국토를 구성하고 있는 도로, 건물 및 하천 등의 모든 인공적 및 자연적 지형지물에 단일식별자를 부여함으로써 해당 지형지물을 관리하는 기관은 물론, 물류, 금융 등 각종 산업 분야에 매우 중요한 역할을 하게 된다. 따라서 본 논문에서는 국가기본지리정보에 지형지물 유일식별자를 생성 및 소멸, 검수 그리고 부여하는 방법을 제시하였다. 그리고, 국가기본지리정보를 위한 지형지물 유일식별자 관리시스템을 설계하고 구현하였으며, 서로 다른 두 데이터베이스간에 이루어지는 지형지물의 삽입, 삭제 그리고 갱신 등을 지형지물 유일식 별자를 통하여 연계하는 방안을 설계하여 제시하였다. 본 논문에서 제안한 시스템은 통신, 가스, 전략 등의 기관에 확대하여 적용이 가능할 것이다.

최근 국가산업 발달과 함께 자연 생EH계 파괴, 환경 오염 및 자연 훼손과 같은 문제점들이 야기되고 있으며, 범국가적인 차원에서 자연환경 보전과 관리에 대한 인식이 날로 부각되고 있다. 정보 시스템 분야에서도 다차원 지리정보를 이용한 자연 생태계 연구 및 환경오염원 관리와 같은 연구가 현재 활발하게 진행되고 있다. 이 논문은 자연환경과 생태계 관리를 위한 방법으로, 인터넷 GIS 기술을 이용한 지리정보 시스템을 구축하여 그 활용을 연구하였고, 연구 대상지로는 지리산 일대로 정하였으며, 환경의 범위는 자연환경 및 생태계로 정하였다. 공간정보 분석 및 관리를 위해 적지분석, 사용자 질의 처리 및 지리정보 가시화 모듈. 등을 개발하여 자연 환경정보를 보다 체계적으로 관리하기 위한 핵심 기능을 마련하였다. 각 모듈은 사용자 인터페이스를 제공하며, 특정 요구목적에 따라 공간분석을 통한 자연환경 및 생태계 접근에 대한 의사결정을 돕도록 하였다. 또한 환경상태 및 여러 목적에 따른 분류가 가능하도록 하여, 자연생태계, 야생 생물의 서식지를 보호 및 환경 오염원 관리분야의 활용할 수 있도록 하였다. 구현된 웹 기반 지리정보 시스템은 국립공원, 야생동물 보호 단체 및 환경단체를 통해 환경정보를 국민에게 제공하여 서비스의 질을 높일 수 있을 것으로 기대되며, 아울러 향후 생태계 보전 및 자연환경 보전연구에 기여할 것이다.

In Korea, national information infrastructure has been grown well because of the rapid growth and supply of Internet, but threats of cyber terror and cyber war are also increasing. Cyber attacks on knowledge information society threaten industry, economy and security. Major countries realize that cyber attacks can cause national heavy loss. So, they are trying to adopt policy on their cyber safe. And natural environmental crisises are increasing around the world. Countries such as India and Philippine in which tsunami, typhoon and earthquake are often occurring have national systematic disaster management system that can prevent and recover. We need systematic management for prevention and recovery from cyber terror, and need to establish national cyber disaster management system. Therefore, in this paper, we analyze major countries's cyber security policy and suggest a method of establishing the national cyber disaster management system.

4차 산업혁명이 언급되면서 3D 프린터, 로봇, 인공지능, 빅데이터 등 신기술이 발전하고 이는 사회 구조를 변화시킬 것으로 예상된다. 이에 새로운 디지털 기기, 기술들을 이해하는 디지털 리터러시가 중요해지고 있다. 2015 OECD PISA에서 ICT 배경조사 중 한국은 접근성, 활용성 부분과 2018 국가수준 디지털 리터러시 수준 측정연구, 학생들의 디지털 기기의 인식 여부 및 활용 여부 실태조사를 바탕으로 디지털 기기 활용 공간 구성 및 디지털 기기 활용 콘텐츠를 다음과 같이 제안하였다. 먼저 구체적 조작기인 초등학생임을 고려하여 디지털 기기 위주 프로그램으로 선정하였다. 디지털 기기 활용 공간은 기반 기기로 컴퓨터(노트북), 유 무선 인터넷, 디지털 기기로 3D 프린터 및 3D 프린팅 펜, 스마트폰 기반 VR기기, AR마커, 블록코딩 기반 피지컬 컴퓨팅 교구 등을 이용해서 구성하였다. 활용하는 콘텐츠는 학생들의 인식 여부 및 수준에 맞춰 체험 위주의 프로그램과 학습, 콘텐츠 제작, 문제해결 프로그램으로 제시하였다.

In these days, application cases of national or international standards in the field of geo-spatial information based on information technology are being increased. Especially, demands regarding distribution, dissemination and interoperability of contents using geo-spatial images and these information resources are also on the increasing stage, so that standards as core elements supporting these trends are getting to be emphasized. However, interests on standards of geo-spatial image information processing including remotely sensed images and efforts for development and application of these standards are not enough, domestically. In this study, international standards for geo-spatial image information in ISO and OGC as well as the domestic status were reviewed with the summaries concerned. Comparison with international and domestic standards shows that most national standards were partly modified and translated with international ones, but there are rare cases of application plans or studies concerned in this field. If these situations are continued, industrial stack or applications of technologies regarding standards are getting lesser. Therefore, it is necessary to analyze some problems and to study strategy to overcome them, and the result of this study could be used for the initial works.

The broad meaning of system integration is to satisfy user requirement, and to secure and offer Hardware, Software, network, System development, maintenance, education and manpower in his own responsibility for successful business. But the basic concept of system integration is not justified and the methodology of propel procedure is not established. Therefore, in this thesis. first, We established the bagic concept of system integration in practical view. second, We modeled the propel procedure of system integration with many large project examples in view of up to date IT (information technology) view. We can enhance the compatative advantage by liking organizational strategy and IT and executing GIS project in view of system integration

21세기는 생명, 환경, 정보를 주제로 새 시대를 맞이하고 있다. 20세기 절대빈곤에서 벗어나기 위한 성장제일주의의 경제개발정책은 짧은 시간에 성공적으로 달성되어 높은 문화수준과 산업사회를 이룰 수 있었다. 한편, 국민생활향상과 산업발전에 결정적 역할을 해왔던 수자원개발은 동강에서, 시화호에서, 지리산, 인천 앞바다에서 개발 부작용으로 생태와 환경이 심한 몸살을 앓기 시작하고 있다. WTO에 의한 시장개방으로 생산구조가 붕괴되고 농촌지역이 공동화될 것을 걱정하고 있다. 누군가는 농촌에서 농사를 짓고 살아야만 국가의 산업구조가 유지되고 아름다운 국토의 자연환경을 보전할 수 있다. 농촌은 식량생산을 위한 공간과 인간생활을 위한 공간 등 두 가지 기능을 가진 공간이다. 쾌적한 농촌을 이룩하려면 농업생산성을 향상시켜 농업소득을 높이고, 농공단지의 활성화와 농촌관광과 휴양시설에 의한 농외소득을 강화해야 한다. 또한, 농업은 식량의 안정적 공급은 물론 홍수 및 토양침식 억제, 수자원함양, 수질정화, 대기정화, 생물 다양성 등 환경보전적 기능이 WTO에 대응하여 쌀시장을 지킬 수 있는 논리로 새롭게 평가받고 있다. George Brokeway (경제인의 종말, 1991)의 “ 이윤극대화라는 경제원칙이 인간의 자연파괴와 기상이변 앞에 모순을 드러내고 있어 경제학의 인간화를 요구하고 있다.”는 지적에 비교우위론자들은 다시 한번 귀기울여주기 바란다.

The national base map of Korea has become more useful as the spatial information industry has developed rapidly. Beyond the simple application of the past paper map era, the role as important spatial information in the smart city and digital twin era is required with the IT (Information Technology) revolution. Therefore, the concepts of seamless, multi scale, object-oriented, customized production and real-time updating have emerged, and innovations in the distribution process through the internet are also taking place. Although the concept and definition in the law that is corresponds to the status of the national base map must be supported, the concept and definition of the paper map introduced from the surveying law in 1980 still exist. The definition of the national base map cannot meet current technological developments and social needs and does not reflect the perceptions of the majority of the people as well as the practical capacity of government organizations that manage it. Therefore, it is necessary to establish the concept of national base map in accordance with the current situation and to define it in the law. In this study, the concept of national base map was established and defined by comprehensive analysis of the development process of the national base map, the changes in the times and cases of the United States, the United Kingdom and Japan.
