Environmental conservation plan, notwithstanding their feasibility and potential utility in construction of environment-friendly spaces, has long been perceived in practice as "declarative" and a "formality." Such perceptions are largely the result of the failure to provide spatial planning that is directly relevant to development of the space in question, and to sufficiently interconnect with urban development plan. This demonstrates the need for ways to link disparate plans, i.e. to enact "spatial environment plan." In response to these issues, this study proposes the systematization of spatial environment data as a necessary prerequisite to the establishment of spatial environment plan, which would provide both linkages with other plans, and ensure the applicability of environmental conservation plan. To this end, this study analyzed existing environmental data, and then proposed systems for links with spatial environment plan. In respect of this, the study examined spatial data systems, and then classified applicable spatial according to each environmental medium. The study also produced spatial information and planning items that can be included in spatial environment plans for each of the nine environmental media, and then constructed a system that could link the existing spatial information system, current spatial environment data, and spatial environment management plan. Furthermore, the study proposed matters for improvement in the construction of spatial environmental data to ensure the activation of spatial environment plan. The construction of a systematic spatial database, by facilitating the smooth establishment of spatial environment plan, can enhance and upgrade environmental conservation plan, while contributing to enhanced linkages with related spatial plans.

이 발표는, <21세기 세종 계획>(문화관광부/국립국어원의 지원, 1998~2007)의 일환으로 이루어진, 특수자료 구축 분과의 지난 10년간의 성과를 소개하고자 하는 데에 목적이 있다. 특수자료 구축 분과에서는 구어, 병렬, 역사 자료, 북한 및 해외 말뭉치와 같은 특수 말뭉치의 구축을 담당하고 있다. 여기서는 특수자료 구축 소분과의 개요와 과제의 구성, 각 세부 과제별 말뭉치 구축 성과 및 각 말뭉치의 가치와 특성을 밝히고자 한다.

초고속국가정보통신망은 초고속정보통신기반구축 종합 추진 계획하에 정부가 최근 많은 관심과 투자를 통하여 이루려고 하는 정보화 하부구조 구축이다. 2010년까지 3단계에 걸쳐 공공부문에서 시범 추진되는 초고속국가정보통신망은 미래의 정보시대에 대비하여 전국적으로 정보 유통 흐름을 지원하는 정보고속도로를 구축하고 이를 통한 각종 지원 서비스를 제공하도록 하는 것이다. 이러한 정보고속도로의 선도적인 구축은 국가의 정보화 산업을 세계화로 유도하며, 기술개발 능력을 향상시킴과 동시에 산업의 경쟁력을 높이기 위한 것이다. 본 고에서는 초고속국가정보통신망 구축 원년을 마무리하여 그간의 추진 경과와 계획을 소개한다. 또한 '95년 시범이용기관 비롯 '96년 이용기관 가입 및 전환 확산을 위하여 각종 이용 환경 및 절차 등을 설명하고자 한다.

80년대 초 GIS의 개념이 국내에 도입된 후, 1988년 대구광역시를 필두로 지자체의 GIS 구축이 시작되어 국가에서는 GIS 구축의 체계적인 관리의 필요성에 따라 1995년 제1차 국가GIS 기본계획을 수립하고, 2000년 ‘국가지리정보체계의 구축 및 활용 등에 관한 법률’을 제정, 공포하여 각 지자체의 실정에 맞는 GIS 기본계획을 수립하도록 유도하고 있다. 그러나, 바람직한 지자체 GIS 기본계획 작성의 표준이 제시되지 않아 지자체 GIS 기본계획이 개인의 안목이나 타 지자체의 내용을 참조로 만들어져 형식적이고 획일적인 결과물이 산출되고 있다. 그리하여 기존에 수립된 지자체 GIS 기본계획이 일부의 지자체를 제외하고는 해당 지자체의 GIS 구축 사업에 활용되지 못하고 책장속의 책으로 존재하고 있다. 따라서, 본 논문의 목적은 지자체 GIS 기본계획 표준안을 제시하여 향후 해당 지자체에서 GIS 기본계획을 수립할 때, 구성적인 측면의 틀을 제공하여 일정수준을 만족할 수 있는 지자체 GIS 기본계획의 수립을 지원하고자 한다. 지자체 GIS 기본계획 표준(안)을 도출하기 위해서 정보화전략계획과 해외 관련 연구, 국가GIS 기본계획의 검토를 통하여 지자체 GIS 기본계획의 구성요소를 도출하고, 기존지자체 GIS 기본계획의 목차를 중심으로 분석하여, 문제점을 도출하고, 그에 따른 시사점을 제시하여 지자체 GIS 기본계획 표준(안)의 기반이 되도록 하였다. 제안된 지자체 GIS 기본계획 표준(안)은 향후 각 지자체의 활용가치가 높은 GIS 기본 계획의 수립에 도움이 될 수 있도록 하며, 나아가서는 수립된 지자체 GIS 기본계획이 지자체의 성공적인 GIS 구축을 유도하는 가이드의 역할을 수행할 것으로 기대된다.가 있다. 본 연구의 결과를 통해 지방자치단체 GIS 기본계획에 있어 조직 측면의 장기적 비전의 제시가 가능하며 이를 통해 보다 성숙된 GIS 사업의 추진과 효율적인 시스템의 운영이 가능할 것이다.. 이상의 결과를 종합해볼 때, ${\beta}$-glucan은 고용량일 때 직접적으로 또는 $IFN-{\gamma}$ 존재시에는 저용량에서도 복강 큰 포식세로를 활성화시킬 뿐 아니라, 탐식효율도 높임으로써 면역기능을 증진 시키는 것으로 나타났고, 그 효과는 crude ${\beta}$-glucan의 추출조건에 따라 달라지는 것을 알 수 있었다.eveloped. 정부는 2004년 2월 '광대역통합망(BcN) 구축 기본 계획' 을 확정하고, 기반조성단계(2004~2005년), 본격구축단계(2006~2007년), 완성단계(2008~2010년)의 3단계로 구분하여 정부와 민간이 상호역할분담을 통해 공동으로 추진할 계획이다. 이러한 BcN 구축 사업에는 약 2조원(정부 1조 2,000억원, 민간 8,000여억 원)의 자금이 투자된다.
