Improvement and Operation of Urban Inundation Forecasting System in Seoul (서울시 도시침수 예측시스템의 개선 및 운영)

  • 서울시는 '10년, '11년, '18년의 기록적인 호우로 인해 막대한 재산피해를 기록하였다. 이로 인해 서울시는 수재해 최소화 대책의 필요성을 인지하여 방재시설물 확충 등의 구조적 대책과 함께 침수지역 예측, 호우 영향 예보와 관련된 비구조적 대책 수립을 위해 노력하고 있다. 그 일환으로 2018~2019년 『서울시 강한 비구름 유입경로 및 침수위험도 예측 용역』 수행을 통해 레이더 실황강우 기반의 강한 비구름 이동경로 추정 기술, 강우시나리오 기반의 침수위험지역추정 기술이 적용된 서울시 도시침수 예측시스템을 개발하였다. 또한, 침수피해에 선제적으로 대응하기 위해 2019~2020년 『서울시 내수침수 위험지역 실시간 예측기술 개발』을 통하여 이류모델 기반의 예측강우정보 추정 기술, 예측강우정보 기반의 실시간 침수위험지역 추정기술을 적용하였다. 현재 서울시 도시침수 예측시스템은 서울시 전역의 강우 및 침수정보를 제공하며, 관로 113,286개(전체 385,768개), 맨홀 106,097개(전체 272,133개), 빗물펌프장 117개소(전체 121개소)가 반영되어 있다. 서울시 도시침수 예측시스템에서는 서울시 25개 자치구를 대상으로 실황 및 예측 강우정보, 강한 비구름에 대한 이동경로정보, 시나리오 및 실시간 침수정보를 제공하고 있다. 강우정보는 10분 및 1시간 단위 AWS 실황정보와 10분 단위 이류모델 기반 예측정보, 1시간 단위 LDAPS 기반 예측정보를 제공한다. 또한, 레이더 실황정보를 통해 판별된 강한 비구름에 대해 10분 단위 1시간 예측경로를 제공한다. 침수정보는 총강우량, 강우지속기간, 빗물받이효율 조건을 반영한 강우시나리오 기반의 6m 고해상도 격자단위 침수시나리오 정보와 자치구별 침수위험정보를 제공한다. 또한, 이류모델 기반의 레이더 예측정보를 이용하여 실시간 침수 예측정보를 제공한다. 향후 서울시 내 모든 수방시설물의 적용, 관로 유출구별 기점수위 반영, 관측자료를 이용한 도시유출 및 도시침수 모델 최적화 등 지속적으로 고도화를 수행하고자 하며, 서울시 도시침수 예측시스템을 통해 서울시 및 자치구 풍수해 담당자가 침수피해를 대비, 대응할 수 있을 것으로 기대된다.

  • 본 논문에서는 과학위성 2호의 주 탑재체인 LIST의 Operation에 대한 개념을 소개하고자 한다. LIST는 태양 진공자외선(Lyman-$\alpha$)의 full disk 영상을 획득하고 분석함으로서 채층과 전이영역의 구조와 진화, ‘Quiet Sun’의 진공자외선 복사 변화 모델, 그리고 태양 진공자외선의 복사로 인한 지구 고층 대기의 변화를 밝혀내는 것이 목표이다. 이러한 목표를 성공적으로 수행하기 위해서는 LIST Operation 개념의 정립과 철저한 규정이 필요하다. 따라서 본 연구진은 Operation을 크게 두 부분으로 세분하였다. 즉, LIST의 각 구성 요소들이 유기적으로 작용, 목적하는 데이터의 성공적인 획득을 위한 ‘Technical Operation’과 획득된 데이터를 활용하여 효과적으로 분석하고 목적한 과학적 성과를 달성하기 위한 ‘Scientific Operation’으로 구분하여 규정하였다. 또한 효율적인 Data System의 관리를 위해 데이터의 흐름을 ‘LIST Observing System’, ‘LIST Data Acquisition System’, ‘LIST Data Reduction and Analysis’, 그리고 ‘LIST Data Analysis and Publication’의 네 가지 단계로 나누어 Data의 활용 중에 나타날 수 있는 위험들을 최소화 하고자 하였다.

The Design of a Crutch as Mobility Aids for the Handicapped in the Lower Extremity (하지 장애인의 보행보조를 위한 목발 디자인 연구)

  • This study was conducted as a part of long-term project on the development of a set of design guidelines for a crutch as mobility aids for the handicapped in the lower extremity and the suggestion a practical solution for a crutch design. The purpose of this study is to develop a design of a crutch and a set of prototypes that reflects the characteristics of crutch-gait and has a realistic possibility for mass production-based industry. TOGO, a axillary crutch as the result of this study, shows a number of characteristics distinguished from ordinary crutches. These are (1)Minimize the shock associated with planting of the crutch tips by improving the form and structure of crutch tip and axillary pad, (2)Ergonomically designed crutch in accordance with users' body movement while walking on crutches, (3)Easy length control to maximize mobility and maneuverability by changing the cross section of the crutch revolutionary, (4)Minimize possibilities of safety hazards, and (5)Attractive shape of the crutch to keep user self-esteem. The revolutionary crutch derived from this study results has been patented, and the company is seeking to mass-produce and find ways to commercialize it after reviewing the potential problems that may arise in the mass production environment.

Homogeneous Incorporation of Dimethylsiloxane into Polymethylsilsesquioxane (Dimethylsiloxane의 균일 도입에 의한 PMSSQ의 인성 강화)

  • 다양한 구조를 갖는 polysilsesquioxane은 열적, 전기적, 기계적 성질이 우수하여 차세대 고집적 반도체용 저 유전율 층간 절연막 재료로 부각되고 있으며, 유/무기 하이브리드 재료로 많은 연구 대상이 되고 있다. 그러나 PMSSQ(polymethylsilsesquioxane)는 취성으로 인한 반도체 제조의 CMP 공정에서 미세 크렉 발생의 위험이 있으므로 막의 인성 강화가 요구되고 있다. 이를 위하여 PMSSQ의 취성을 보완하기 위한 목적으로 선형 분자인 dimethylsiloxane을 10-20mo1% 도입하고자 하였다. 이때 도입된 dimethylsiloxane기가 PMSSQ에 균일하게 분포하지 않으면 실리콘 기판에 코팅 후 약 43$0^{\circ}C$의 열처리 공정 중에 열분해 되는 위험이 있다. 이에 따라 본 연구에서는 dimethylsiloxane기의 열분해에 의한 문제를 최소화하기 위하여 출발 물질인 MTMS(methyltrimethoxysilane)와 DMDMS(dimethyldimethoxysilane)과의 가수분해 속도차이를 고려한 단계(step) 반응법과 MTMS 와 DMDES(dimethyldiethoxysilane)를 사용한 리간드 교환법(ligand exchange)으로 dimethylsiloxane이 PMSSQ에 도입된 공중합체를 합성하였다. 각 합성 방법에 따라 합성된 공중합 PMSSQ의 특성을 TGA, TG-IR, $^1$H-NMR, $^{29}$ Si-NMR과 in-situ IR을 통하여 분석하였다. 또한 dimethylsiloxane 도입 양 및 상기 제조 방법에 따라 합성한 공중합체를 Si 기판위에 코팅하여 43$0^{\circ}C$에서 열처리한 후 코팅막의 강도, 두께 및 굴절율 변화를 ellipsometry 와 nanoindenter로 분석하였다.

  • This study was performed to estimate the dynamic behavior for Bi Prestressed Concrete Girder(Bicon girder) which could introduce effectively prestressed forces into concrete girders. Dynamic behavior of PSC girder must be verified because it becomes not only slim but also long and a railway bridge which loaded regularly has risk of resonance especially. Forced vibration test using a vibration machine was executed for 20m railway bridge girder specimen to acquire dynamic characteristics(natural frequency, damping ratio) and test results showed the natural frequency of 6.632Hz and the damping ratio of 1.43%

Police Networks for Criminal Intelligence Functions: Based on Informal Social Network Analysis (경찰 범죄정보 수집 활동의 관계망 분석: 비공식적 사회연결망 분석을 중심으로)

  • Recently, the necessities of gathering, producing, and sharing criminal information are critically important as intelligence functions of police agencies to improving public safety and national security. However, the inadequacies and barriers within which police agencies have in regard to intelligence functions impede criminal information gathering, intelligence producing within their agency, and intelligence sharing with other agencies. In this study, we analyzed informal networks constructed from a survey dataset of information and intelligence sharing among officers in police agencies. The results revealed the different structural properties of intelligence networks between police agencies. We did find that officers with high indegree and outdegree in a network played critical role on the dynamics and degree of intelligence gathering and assessment responsibilities. Finally, we could find evidence that the potential role of intermediary triggered relational dynamics for developing and sharing critical information among all police agencies.

Case Study on the Bogie Arrangement of the Load-out System for On-ground Shipbuilding (선박 육상건조를 위한 로드-아웃 시스템의 보기 배치 사례 연구)

  • This study presents the bogie arrangement of the load-out system for on-ground shipbuilding. The load-out system is one of the most important systems to perform the bogie arrangement of the on-ground shipbuilding technique without dry dock facilities, and this system is composed of four pieces of equipment: bogies, driving bogie with motors, trestles, and power packs. Also, the bogie arrangement analysis (BAA) is employed to simply calculate the reaction forces at the trestle for structural safety. In this context, the purpose of this study is to propose an optimal design method to perform the bogie arrangement satisfying structural safety requirements with minimal cost. It is expected that the proposed methodology will contribute to the effective practice as well as to the improvement of competitive capability for shipbuilding companies at the on-ground shipbuilding stage. Furthermore, we describe some problems and their solutions of the deformation that may occur in the bottom of the hull during the load-out process. As a result, it is shown that we applied it to the 114K crude oil tanker (Minimum bogie 54EA) and the 174K CBM LNG carrier (Minimum bogie 88EA), it can minimize the number of bogie and critical risks (Safety rate 1.61) during the load-out of on-ground shipbuilding. Through this study, the reader will be able to learn successful load-out operation and economic shipbuilding in the future.

Estimation of Flood Risk Index for the Nakdong River Watershed (낙동강 유역의 홍수위험지수 산정)

  • The aim of study is to present how to estimate and use the FRI (Flood Risk Index) for classifying area zones based on regional flooding risk in terms of the integrated flood risk management. To estimate the FRI at a spatial resolution of city/county/town units for the Nakdong River Watershed, the 17 representative flood indexing factors are carefully selected for the three flood indexes, such as PI (Pressure Index), SI (State Index), and RI (Response Index) under the P-S-R (Pressure-State-Response) classification system. Because flood indexing factors are measured at different scales and units, they are transformed into a common domain by the T-Score normalization technique. The entropy weight coefficient method is also applied to calculate the weight of flood indexing factors in order to reduce subjective judgement on the effect of weight coefficients. The three flood indexes of PI, SI, and RI are integrated for an overall value of the FRI to evaluate the flood risk of districts. To examine the practical application of the proposed FRI, the FRI results with/without the weight coefficients are compared with flooding zones of natural disaster risk areas officially announced in 2010. It is expected that the FRI ensured by full verification can make regional protection plans against flooding disasters with respect to causes and characteristics of past floods.

Nonlinear Tensile Behavior Analysis of Torque-controlled Expansion Anchors Using Finite Element Analysis (유한요소해석을 활용한 비틀림 제어 확장앵커의 비선형 인장거동 특성 분석)

  • Post-installed anchors were widely used due to its workable benefits. Regarding the resistance performance of anchors, the critical edge distance is presented to minimize the impact of concrete splitting. In the case of actual anchors, however, it is difficult to obtain the ideal edge distance. The purpose of this study is to identify resistance performance and behavior characteristics that contain complex elements such as concrete crack occurring under tensile load. Tensile tests were conducted based on the standard method. Failure shape and the resistance characteristics that do not have the critical edge distance were derived by tensile load. Parametric analysis according to the boundary condition was performed to simulate the actual tensile behavior, through a nonlinear finite element model based on the specimen. Consequently therefore, verifying analysis results the resistance mechanism can be applied through boundary conditions.

Design of Robust Support Vector Machine Using Genetic Algorithm (유전자 알고리즘을 이용한 강인한 Support vector machine 설계)

  • The support vector machine (SVM) has been widely used in variety pattern recognition problems applicable to recommendation systems due to its strong theoretical foundation and excellent empirical successes. However, SVM is sensitive to the presence of outliers since outlier points can have the largest margin loss and play a critical role in determining the decision hyperplane. For robust SVM, we limit the maximum value of margin loss which includes the non-convex optimization problem. Therefore, we proposed the design method of robust SVM using genetic algorithm (GA) which can solve the non-convex optimization problem. To demonstrate the performance of the proposed method, we perform experiments on various databases selected in UCI repository.
