  • The paper explores the relationship among paradigms, ecosystem which need to establish broadcasting, information and communications industry as the core of national competitiveness in the digital convergence era, and proposes the future progressing strategies and policies directions that consider environmental factors which all mass media converged on Internet. This paper makes an attempt to contribute innovative & integrated perspectives in the industry.

  • There is a growing movement of cartoon and animation circles to legislate the cartoon promotion act. It is anticipated that a wind of change will blow through the cartoon circle as private organizations are planned to established and a budget over 20 billion won is allocated. Although it is very encouraging for colleges who perform a substantial role in introducing new authors, a full internal discussion on the cartoon promotion act is still at a fledgling stage. Currently, the college restructuring craze is sweeping the country and cartoon animation education program can not be an exception. Especially, the irony of helping graduates who desire to be authors find jobs and expressing it as a statistical figure is too burdensome and worn out to regard it as an indiscretion of government. This study aims to examine the problems of cartoon animation college programs in South Korea by focusing on graduates' job-finding and career planning and to propose solutions through the legislation of cartoon promotion act.

Development of Voice Activity Detection Algorithm for Elderly Voice based on the Higher Order Differential Energy Operator (고차 미분에너지 기반 노인 음성에서의 음성 구간 검출 알고리즘 연구)

  • Since the elderly voices include a lot of noise caused by physiological changes in respiration, phonation, and resonance, the performance of the convergence health-care equipments such as speech recognition, synthesis, analysis program done by elderly voice is deteriorated. Therefore it is necessary to develop researches to operate health-care instruments with elderly voices. In this study, a voice activity detection using a symmetric higher-order differential energy function (SHODEO) was developed and was compared with auto-correlation function(ACF) and the average magnitude difference function(AMDF). It was confirmed to have a better performance than other methods in the voice interval detection. The voice activity detection will be applied to a voice interface for the elderly to improve the accessibility of the smart devices.

  • The robot imitates humans and recognizes the external environment and judges the situation. The robot is a machine that operates autonomously. Robots are divided into manufacturing robots and service robots. Service robots are classified as professional service robots and personal service robots. Because of the intensified competition of productivity in manufacturing industries, rising safety issues, low birth rate and aging, the robots industry is emerging. Recently, the robot industry is a complex of advanced technology fields, and it is attracting attention as a new industry where innovation potential and growth potential are promising. IT, BT, and NT related elements are fused and implemented, and the ripple effect is very large. Due to changes in social structure and life patterns, social interest in life extension and health is increasing. There is much interest in the medical field. Now the artificial intelligence (AI) industry is growing rapidly. It is necessary to secure global competitiveness through strengthening cooperation between large and small companies. We must combine R&D investment capability and marketing capability, which are advantages of large corporations, and robotic technology. We need to establish a cooperative model and secure global competitiveness through M&A.

  • 가뭄은 강수 부족 및 온도 상승에 따른 물 수지의 불균형으로, 그 특성상 점진적이고 홍수에 비해 피해규모가 광범위 하여 효율적인 대처방안을 마련하기가 어려운 특성을 가지고 있다. 현재 국내의 경우 가뭄관리를 위해 비구조적 대책 방안인 가뭄지수를 활용하여 해당 지역의 부족한 용수의 정도를 시 공간적으로 측정하고 크기와 강도에 대한 정량적 또는 정성적인 평가를 수행하고 있다. 그러나 대부분 강수 및 기온자료를 토대로 한 평가가 주를 이루고 있으며, 그나마 제공되는 지수들의 경우 가뭄을 나타내는 기준이 상이하여 사용자에게 많은 혼란을 가중시키고 있는 실정이다. 따라서 효율적인 가뭄관리를 위해서는 장주기 기상정보를 토대로 국가 또는 권역별 가뭄감시가 이루어져야하며, 기상 분만 아니라 지표와의 물 수지 해석이 반영된 수문정보(유량, 토양수분 등) 기반의 가뭄 정보가 생산되어야 할 것이다. 본 연구에서는 전지구 수문해석이 가능한 지표수문해석모형을 활용하여 남한에 대한 수문성분 기반의 가뭄평가를 수행하고자 한다. 우선 남한 전역에 대한 기상 및 지형 정보를 구축하고 지표수문해석모형에 적용하여 격자별 수문성분을 생산하였다. 수문성분은 가뭄평가에 필요한 정보로 전환되어야 하며, 본 연구에서는 빈도해석기법을 적용하여 가뭄에 대한 발생 빈도 및 규모를 정량화 하였다. 즉, 모형에서 산정된 수문정보로 부터 빈도해석을 수행하여 적정 확률분포형을 결정한 후, 해당기간에 대한 확률값을 산정하여 과거 대비 가뭄에 대한 여부를 판단하였다. 산정된 지수에 대한 평가를 위해 국내 과거 가뭄기록사례를 조사 및 기존 가뭄지수인 SPI 및 PDSI를 활용하였다. 평가 방법은 시계열 및 지역별 분석과 유역별 물수지 분석으로 구분되며, 주로 가뭄기간동안의 가뭄심도와 가뭄 발생 및 해갈에 따른 재현여부를 평가하였다. 평가 결과 가뭄발생 및 해갈시기 그리고 피해지역에 대한 표현에 있어 기록된 사항을 적절히 반영하는 것으로 나타났으며, 기존 가뭄지수 보다 가뭄 재현에 있어 비교적 신뢰성이 높은 것으로 확인되었다. 따라서 지표수문해석모형 기반의 가뭄평가의 경우 적용성이 우수한 것으로 판단되며, 이상의 연구결과는 향후 국내 및 동아시아 가뭄감시 전망에 있어 기초자료로 활용될 것이다.

Military Manpower Challenges and Solutions in the Era of Low Fertility and Aging Population in South Korea (한국의 저출산 고령화에 따른 군 인력 확보 문제와 대응 방안)

  • This study aims to diagnose the military manpower shortage problem caused by the rapid decline in fertility and aging population in South Korea and explore countermeasures. To this end, it analyzes the trends of demographic changes and military manpower supply and demand forecasts in Korea, and evaluates major alternatives such as expanding female soldiers, introducing a voluntary recruitment system, and adopting advanced weapons. It also seeks to derive implications through case studies of military manpower policies in major countries such as the United States, Japan, and Germany. The results show that in order to secure sustainable manpower for the Korean military, it is necessary to increase the proportion of female soldiers, review the voluntary recruitment system from a long-term perspective, minimize the power gap due to troop reduction, strengthen incentives for skilled manpower, and draw social consensus on improving the military service system and defense reform. This study is expected to contribute to the establishment of future military manpower policies in Korea.

Electricity Demand in the Korean Households-A Technology/Sustainable Option- (우리 나라 가정부문 전력수요에 관한 연구-기술개발/지속적 개발 시나리오)

  • 본 고는 지속적 개발 론에 입각한 적극적인 에너지수요 관리정책을 추진한다는 전제하에 2001년과 2006년의 우리 나라 가정부문 전력수요를 전망하고자 한다. 본 고는 지속적 개발 시나리오를 추정함에 있어서 기존의 계량모형보다 일종의 공학적 모형인 공정분석(process analysis)을 선호한다. 계량모형이 주로 과거 수요의 소득 및 가격 탄성 치를 바탕으로 미래의 수요를 예측하는데 비하여 공정분석모형은 기술발전에 따른 미래의 효율변화(향상)를 비교적 잘 반영할 수 있기 때문이다. 본 고는 덴마크공과대학교 Norgard 교수팀이 개발한 모형을 도입하여 분석모형(수식 (6))을 전력수요 = 기기 수 $\times$ 전력서비스$\times$ 전력집약도와 같이 설정하고 이를 사용하여 냉장고, 텔레비전, 조명 기기, 난방기기 등과 같은 전력사용 기기 별로 2001년과 2006년이 전력수요를 전망하였다. 본 고는 전력수요를 전력사용 기기의 사용용량(300리터 용량의 냉장고 등)과 사용시간을 나타내는 전력서비스와 전력 서비스당 필요 전력사용량을 나타내는 전력집약도로 나누어 구분하고 있는 모형을 이용함으로써 소득향상효과와 함께 기술발전에 따른 효율개선효과를 분석할 수 있다. 1) 생활수준 향상에 따라 전력서비스는 지금과 같이 증가한다, 2) 현실적으로 가능한 범위 내에서 전력사용 기기에 대한 최저 에너지 효율 제를 실시한다, 3) 현재 사용중인 기기 들은 원칙적으로 수명이 다한 후 고효율 기기 들로 자연 교체한다, 4) 최저 에너지 효율 제를 제외한 다른 제도 및 정책개선, 사용자의 에너지소비형태 개선에 따른 절전 잠재 량을 고려하지 않는다 등의 가정 하에 전력수요를 추정한 결과 1992년에 796 GWh(100)이었던 우리 나라 가정부문 전력수요는 2001년과 2006년에 29,237 GWh(134)와 33,118 GWh(152)로 각각 34%와 52%증가할 것으로 나타났다. 이 경우 1992년부터 2006년까지 가정용 전력수요 증가율은 연평균 3%로 추정된다. 기기의 서비스(가구수$\times$기기의 보급 율$\times$기기의 전력서비스)가 소득향상에 따라 증가하는데도 불구하고 전력수요의 증가율이 GDP(같은 기간 동안 연평균 증가율 5.7%)보다 매우 낮은 것은 기기의 대형화와 기기의 보급을 증가에 따른 전력의 추가수요가 기기의 에너지효율 개선으로 대부분 상쇄될 것이기 때문이다. 향후 10년 내에 기기에 따라 전력사용량을 25%~50%정도까지 줄일 수 있을 것으로 분석된다. 기술발전에 따른 기기의 에너지효율 개선효과는 본 고의 2006년도 가정용 전력수요의 전망치 33,118 GWh가 기존방식에 의한 한전의 전망치 61,155 GWh의 54%수준밖에 되지 않는데 서도 잘 나타나고 있다. 한편 본 고는 경제성장과 환경보존을 동시에 달성할 수 있는 지속적 개발의 실천방안으로서 에너지 수요관리를 논하고자 한다. 고효율 기기의 개발과 조기도입을 촉진시키는 에너지 수요관리 통하여 우리는 에너지효율을 대폭 개선시키며 대기오염 배출량도 대폭 줄일 수 있다. 본 고는 에너지 공급관리(공급확충)위주에서 에너지 수요관리위주로서의 에너지정책 전환은 불가피하다고 판단한다. 에너지 공급시스템보다 에너지 수요시스템위주로 전체 에너지시스템을 획기적으로 개선시키기 위해서는 최저 에너지효율제의 광범위한 실시와 함께 고효율 기기의 개발과 보급에 필요한 유인책의 도입, 고효율 기기와 에너지의 효율적 이용에 대한 정보 등이 필요시 되고 있다. 우리 나라의 경우 현재의 산업구조와 기술수준을 고려하여 에너지 효율의 기준을 미국보다 다소 낮게 설정한다면 최저 에너지효율제의 도입이 문제가 되지 않을 것으로 판단된다. 본 고는 고효율 기기의 개발과 조기도입을 지원하기 위한 가칭 대기환경보존 및 에너지 수요관리기금의 창설을 제안한다. 전력부문의 경우 기금은 1. 탄소세, 2. 전력소비에 대한 수요 관리 세의 도입 혹은 3. 한국전력공사 전력판매수입의 일정 분으로 조성될 수 있을 것으로 본다. 예를 들어 선진국들이 탄소세를 예정대로 도입한다는 전제하에 우리 나라가 2000년을 기준으로 탄소 톤당 8달러(석유 배럴 당 85센트)의 탄소세를 도입한다면 연간 7억 2,000만 달러(약5,760억 원)규모의 기금을 조성할 수 있다. 이 중 연간 2,000억 원 정도를 고효율 기기의 개발과 조기도입에 지원한다면 우리 나라 에너지 시스템 효율은 대폭 개선될 수 있을 것으로 예상된다.

Structural Adjustment of Domestic Firms in the Era of Market Liberalization (시장개방(市場開放)과 국내기업(國內企業)의 구조조정(構造調整))

  • Market liberalization progressing simultaneously with high and rapidly rising domestic wages has created an adverse business environment for domestic firms. Korean firms are losing their international competitiveness in comparison to firms from LDC(Less Developed Countries) in low-tech industries. In high-tech industries, domestic firms without government protection (which is impossible due to the liberalization policy and the current international status of the Korean economy) are in a disadvantaged position relative to firms from advanced countries. This paper examines the division of roles between the private sector and the government in order to achieve a successful structural adjustment, which has become the impending industrial policy issue caused by high domestic wages, on the one hand, and the opening of domestic markets, on the other. The micro foundation of the economy-wide structural adjustment is actually the restructuring of business portfolios at the firm level. The firm-level business restructuring means that firms in low-value-added businesses or with declining market niches establish new major businesses in higher value-added segments or growing market niches. The adjustment of the business structure at the firm level can only be accomplished by accumulating firm-specific managerial assets necessary to establish a new business structure. This can be done through learning-by-doing in the whole system of management, including research and development, manufacturing, and marketing. Therefore, the voluntary cooperation among the people in the company is essential for making the cost of the learning process lower than that at the competing companies. Hence, firms that attempt to restructure their major businesses need to induce corporate-wide participation through innovations in organization and management, encourage innovative corporate culture, and maintain cooperative labor unions. Policy discussions on structural adjustments usually regard firms as a black box behind a few macro variables. But in reality, firm activities are not flows of materials but relationships among human resources. The growth potential of companies are embodied in the human resources of the firm; the balance of interest among stockholders, managers, and workers of the company' brings the accumulation of the company's core competencies. Therefore, policymakers and economists shoud change their old concept of the firm as a technological black box which produces a marketable commodities. Firms should be regarded as coalitions of interest groups such as stockholders, managers, and workers. Consequently the discussion on the structural adjustment both at the macroeconomic level and the firm level should be based on this new paradigm of understanding firms. The government's role in reducing the cost of structural adjustment and supporting should the creation of new industries emphasize the following: First, government must promote the competition in domestic markets by revising laws related to antitrust policy, bankruptcy, and the promotion of small and medium-sized companies. General consensus on the limitations of government intervention and the merit of deregulation should be sought among policymakers and people in the business world. In the age of internationalization, nation-specific competitive advantages cannot be exclusively in favor of domestic firms. The international competitiveness of a domestic firm derives from the firm-specific core competencies which can be accumulated by internal investment and organization of the firm. Second, government must build up a solid infrastructure of production factors including capital, technology, manpower, and information. Structural adjustment often entails bankruptcies and partial waste of resources. However, it is desirable for the government not to try to sustain marginal businesses, but to support the diversification or restructuring of businesses by assisting in factor creation. Institutional support for venture businesses needs to be improved, especially in the financing system since many investment projects in venture businesses are highly risky, even though they are very promising. The proportion of low-value added production processes and declining industries should be reduced by promoting foreign direct investment and factory automation. Moreover, one cannot over-emphasize the importance of future-oriented labor policies to be based on the new paradigm of understanding firm activities. The old laws and instititutions related to labor unions need to be reformed. Third, government must improve the regimes related to money, banking, and the tax system to change business practices dependent on government protection or undesirable in view of the evolution of the Korean economy as a whole. To prevent rational business decisions from contradicting to the interest of the economy as a whole, government should influence the business environment, not the business itself.

Studies on Changes in the Hydrography and Circulation of the Deep East Sea (Japan Sea) in a Changing Climate: Status and Prospectus (기후변화에 따른 동해 심층 해수의 물리적 특성 및 순환 변화 연구 : 현황과 전망)

  • The East Sea, one of the regions where the most rapid warming is occurring, is known to have important implications for the response of the ocean to future climate changes because it not only reacts sensitively to climate change but also has a much shorter turnover time (hundreds of years) than the ocean (thousands of years). However, the processes underlying changes in seawater characteristics at the sea's deep and abyssal layers, and meridional overturning circulation have recently been examined only after international cooperative observation programs for the entire sea allowed in-situ data in a necessary resolution and accuracy along with recent improvement in numerical modeling. In this review, previous studies on the physical characteristics of seawater at deeper parts of the East Sea, and meridional overturning circulation are summarized to identify any remaining issues. The seawater below a depth of several hundreds of meters in the East Sea has been identified as the Japan Sea Proper Water (East Sea Proper Water) due to its homogeneous physical properties of a water temperature below 1℃ and practical salinity values ranging from 34.0 to 34.1. However, vertically high-resolution salinity and dissolved oxygen observations since the 1990s enabled us to separate the water into at least three different water masses (central water, CW; deep water, DW; bottom water, BW). Recent studies have shown that the physical characteristics and boundaries between the three water masses are not constant over time, but have significantly varied over the last few decades in association with time-varying water formation processes, such as convection processes (deep slope convection and open-ocean deep convection) that are linked to the re-circulation of the Tsushima Warm Current, ocean-atmosphere heat and freshwater exchanges, and sea-ice formation in the northern part of the East Sea. The CW, DW, and BW were found to be transported horizontally from the Japan Basin to the Ulleung Basin, from the Ulleung Basin to the Yamato Basin, and from the Yamato Basin to the Japan Basin, respectively, rotating counterclockwise with a shallow depth on the right of its path (consistent with the bottom topographic control of fluid in a rotating Earth). This horizontal deep circulation is a part of the sea's meridional overturning circulation that has undergone changes in the path and intensity. Yet, the linkages between upper and deeper circulation and between the horizontal and meridional overturning circulation are not well understood. Through this review, the remaining issues to be addressed in the future were identified. These issues included a connection between the changing properties of CW, DW, and BW, and their horizontal and overturning circulations; the linkage of deep and abyssal circulations to the upper circulation, including upper water transport from and into the Western Pacific Ocean; and processes underlying the temporal variability in the path and intensity of CW, DW, and BW.

The Revision of the Rules of the Workers' Party of Korea and the Organizational Changes of the 'Monolithic Guidance System of the Party Core': Focusing on Party-Government-Military Relations in Kim Jong Un Regime (조선노동당 제8차대회 당규약 개정과 '당중앙의 유일적 영도체계'의 조직적 변화: 김정은 정권의 당정군관계를 중심으로)

  • The Rules of the Workers' Party of Korea (WPK), revised at the eighth Party Congress in 2021, reflect the Kim Jong Un regime's changes in strategic lines and ideological justifications on North Korea's socialism and communism, and its recent stances against the external environment. Moreover, they contain critical changes in the party's organizational system encompassing the central and the provinces. This study explores the organizational changes of the "monolithic guidance system of the party core" stipulated by the new party rules in January 2021, based on the analysis of the entire nine revised rules of the WPK since 1945. In the 2021 Party Congress, the Kim Jong Un regime, which officially came to power after the fourth Party Conference in 2012, has institutionalized the monolithic guidance system centered on the party core, or the head of state, Kim Jong Un. The newly set leadership and execution system, which reorganized party, government, and military organizational structure and accompanied the relevant personnel changes, was derived from the attempts for reinstating the Kim Jong Un regime as a more normalized party-state structure before its 10th year in power in April 2022. The "monolithic leadership system of the party core" established a system of "organizational leadership" through the organization of the Central Committee, directed by the Party Head, or General Secretary. The institutionalization of the new system resulted from the ten-year development of the revival of the party-state structure, which compromised the status of the military and reconfirmed the party's control of the military. This study explains the new system from the perspectives of both institutionalization and top-down unity, shedding light on the new party-military-government relations of the Kim Jong Un regime. The analysis contributes to a better understanding and forecasting of the Kim Jong Un regime's governance, which currently strengthens the monolithic leadership system as a crisis management system in the face of the "triple hardships" of sanctions, Covid and disaster.
