Analysis of Rebound Effect from Road Extension in Seoul, Busan, Daegue, and Incheon (도로연장에 대한 반등효과 분석 -서울, 부산, 대구, 인천을 중심으로-)

  • The existence of rebound effect from road extension in Korea has been quantitatively verified using cross-sectional, time series data on four major cities - Seoul, Busan, Daegue and Incheon - between 2000 and 2013. The linear mixed effects model was constructed from six variables: total vehicle miles traveled (VMT), road extension, public transport users, gross regional domestic product (GRDP), regional population and fuel consumption. The main results can be summarized as VMT is positively correlated to road extension while negatively with public transport users. It indicates that the road extension-centered "supply-side" transportation policy induces "additional travel" and create "generated traffic" by enhancing driving efficiencies directly, or degrading other transport modes indirectly. Hence, the ultimate goal of road congestion reduction requires public transport-centered "demand management" rather than current supply-side policies.

  • This paper explores how effectively the newly introduced planning process - California Senate Bill No. 375 will achieve the regional GHG emissions target under the California policy and planning framework and how well incentive based environmental policy might perform. The new legislation creates a future growth scenario to reduce greenhouse gas (GHG) emissions with incentives as means of implementation of AB 32 - the Global Warming Solution Act of 2006 and includes five important policy and planning aspects: 1) the role of sustainable communities strategies (SCS) as one of the key elements in their regional transportation plans; 2) planning for transportation and housing; 3) specified incentives for the implementation of SCS; 4) the regional planning approach toward reducing GHG emissions; and the role of the California Air Resources Board to establish the regional GHG emissions target. This has significant implications for regional and environmental planning with incentives - resources allocation and approval process.

  • Following the extension of human life expectancy, the number of elderly traffic accidents that have been increasing at a rapid pace since 2018 has also emerged as a social problem. The traffic accident rate among those aged 65 and older is increasing, but traffic safety policies are insufficient. Based on the analysis of traffic accident status for senior citizens and traffic accident for the past five years from 2014, the reduction plan is to be presented in three main aspects. First, the system needs systematic management by strengthening the system of senior citizens' transport policy departments and driver's license for senior citizens in government agencies, such as the United States, Britain and Japan, from an institutional perspective, so that the walking time and crosswalk traffic environment for the vulnerable should be improved from an environmental perspective. In addition, in human terms, the ability to cope with real-time changes in traffic conditions should be enhanced by training transportation safety experts to secure the effectiveness of education for elderly drivers and by strengthening safety education for those with driver's license and expanding experienced traffic safety facilities to enhance the ability of senior citizens to cope with the changing traffic conditions in real time.

Valuation of Air Pollution related to Road Traffic in Seoul (대기오염의 경제적 가치 추정에 관한 연구 (서울시를 사례로))

  • 본 논문의 목적은 교통계획 및 투자 사업의 평가에 있어 대기오염 요소를 고려하기 위해 필수적인 기초자료인 대기오염에 의한 경제적 가치를 추정함에 있다. 이를 위하여 가상적인 주택선호자료를 바탕으로 대기오염 개선에 대한 가구의 지불용의액을 추정하고 이를 바탕으로 대기오염 피해의 화폐적 가치를 추정한다 특히, 국내에서는 적용된 바 없지만 마아케팅 및 교통수요 분석 부문에 있어 시간가치, 교통수단의 안락감 등 비계량적 요소의 경제적 가치 측정에 많이 사용되는 SP(Stated Preference)기법을 사용해서 대기오염 피해에 대한 화폐가치를 추정한다. 연구결과 가구의 점유형태에 따라 대기오염에 대한 경제적 가치가 유의적인 차이가 존재하며 도로교통에 의한 대기오염 1%의 경제적 가치는 240만원/가구.년으로 분석되었다. 대기오염물질별 경제적 가치를 살펴보면 $O_3$ 0.01ppm의 경제적 가치는 55.40만원/가구.년, N$O_2$ 0.01ppm 18.33만원/가구.년으로 추정되었다. 본 연구를 통해 교통투자사업의 평가에 있어 환경적 요소를 고려할 수 있는 기초자료를 마련하였으며, 교통분야 뿐만 아니라 환경관련 정책의 수립 분석에 중요한 기초 결과가 제시되었다. 본 결과가 교통분야에 더욱 유용하게 사용되기 위해서는 교통투자사업 또는 교통관리에 따른 교통량의 변화와 대기오염물질 배출량의 관계에 대한 연구가 추가적으로 필요하다고 판단되며 이 연구가 이루어지면 본 연구가 제시한 결과치는 교통투자사업의 편익/비용 분석에 중요하게 사용될 수 있을 것으로 판단된다. 본 연구의 한계로서는 조사지역이 전국에서 환경오염이 심한 서울지역에서 조사가 한정되었다는 점이며 이에 대한 앞으로의 연구가 필요하다.

  • After reviewing the current status of hydrogen buses and hydrogen charging stations in the United States, as well as related laws and programs, it was found that the federal and state governments supported the supports of hydrogen buses and the deployment of hydrogen charging infrastructure through various policies and programs. In order to promote the spread of domestic and overseas hydrogen buses and hydrogen charging infrastructure, it is necessary to develop and apply various legal systems and programs that can provide incentives to hydrogen bus manufacturers, hydrogen charging station installers, hydrogen bus operating organizations and entities. A Study on Developing the Performance Audit Methodology for Performance Evaluation of Transportation Planning Process (교통계획 분야 성과평가를 위한 성과감사 방법론 개발에 관한 연구)

  • Nowaday OECD countries actively introduce the performance audit to evaluate the performance of public policies. Motivated by the current trend in practice, this paper presents performance audit indices and methodology developed for evaluating the transportation investment projects and policies. The main contribution of this study would be twofold:1) key performance indices, 5Es + 4Cs rule, and methodology of performance audit are derived from foreign (GAO, NAO) and domestic (BAI) audit reports; 2) checklists (key issues and focuses) of performance audit are suggested as ranks. It is also suggested that further studies are needed to maintain the indices and the methodology to achieve sustainable performance of transportation projects and policies.
