Suggestion of user-centered public transportation value evaluation system and applied research in Jeju area (이용자 중심 대중교통 가치평가 체계제안과 제주지역 적용 연구)

  • The purpose of this study is to establish and apply a public transport valuation system to form required policy for institutionalization. Over the past six years, Jeju has seen a steady increase in the number of cars owned by its population. Also, as the number of tourists has changed from group to individual tourists, the rate of rental car use has increased rapidly. As a result, road congestion in Jeju city is becoming as crowded as Seoul., Jeju Island is said to have created a foundation for faster, more convenient, and cheaper use of transportation through the reorganization of the public transportation system in August 2017. This is also reflected in the Public Transportation Value Assessment. Jeju residents were in favor of strengthening public transportation priority policy. In addition, public transport valuations are highly valued in the order of public transportation fares, public transportation stability, public transportation policies for the common people, public transportation policies for the vulnerable, public transportation policies for residents, environmentally-friendly policies, and public transportation to help ease traffic congestion. This is because public transportation has a wide range of values and should refine the factors that local governments use to evaluate policy. These methods need to be institutionalized and actively utilized through the establishment of a value assessment system for public transport.

  • As one of the most serious urban problems, routine city traffic congestion causes not only unpleasantness but also damage with increases of road tolls. Recently, many TDM plans are being improved along with plans to more effectively utilize established facilities and maximize the effect. To achieve the purpose of Intelligent Transport Systems(ITS). Recently, the core of ITS is Advanced Traveler information Systems (ATIS.) that are activity researched. A development of various muti-media system is very important of road guideline. First of all a business processing for offering travel information and give a consideration to the United states of various muti-media systems.

Road Transportation System and ‘Sinjak-ro’ in Daehan Empire Period (구한말 ‘신작로’의 건설과정과 도로교통체계)

  • The purpose of this paper is to examine the change of Korean land transportation system and pattern during 1905-1911 concentrated on road construction so-caued ‘Sinjak-ro’. As conclusions, modem road or ‘Sinjak-ro’ started from modem port to inner hinterland where economic resource or regional center located. A trunk railroad running through Korea Peninsula from Busan to Sinuiju(border between China) is opened its complete operation in 1906 by Japanese investment, when no ‘Sinjak-ro’ road construction begun. Thus from the beginning, railroad station also became important starting point of ‘Sinjak-ro’ as seaports. Before the Japanese annexation of Korea, the ‘Sinjak-ro’ road was constructed mainly between seaport or station, where Japanese commercial settlement located, and hinterlands to help their economic invasion. This study could not deal with other modem transportation systems such as railroads and waterways. It is necessary to examine whole changes of modern transportation systems in this age so that we would comprehend modernization feature of Korea from the viewpoint of transportation history.

  • 수요감응교통체계는 승객들의 통행요구에 따라 보다 신속하고 효율적으로 안락하고 편리하게 경제적으로 교통서비스를 제공하는 것이다. 특히 기존의 공공교통수단이 미치지 못하는 저밀도 도시 지역의 통행수요를 만족시키는데 좋은 수단으로써 관심의 대상이 되고 있다. 즉 리무진 같은 소형차량을 이용하여 승객의 통행요청에 따라 개인적인 door-to-door 서비스를 제공하는 것이다. 본연구는 수요감응교통체계의 대안으로서 도시 서비스에 있어서 고정.노선변경승객 써비스에 대한 $\ulcorner$스케쥴 알고리즘$\lrcorner$을 개발하는데 목표를 둔바 목적함 수는 Waiting time, Riding time,Scheduled vehicle의 노선용량제한등과 같은 승객써비스 시 간제약에 대해서 각기 개별차량 여행과의 차를 극대화하여 보았다. 사용자중심 Sub-program과 PASS의 두 Sub-program으로 구성된 Simulation 모형을 활용할 경우 어떠 한 도시 써비스지역에서의 고정노선 혹은 변경노선 각각에 대해서 임시적인 차량운행의 감 응식 효율 증진에 크게 기여할 수 있는 것으로 나타났다.

  • 현재 우리나라에서 사용되는 대부분의 교통신호 체계는 교통량의 변화와 상관없이 규칙적인 신호주기를 반복하는 방식으로 교통 패턴이 안정되어 변동량이 적은 경우에는 적합하나, 현장교통상황에 능동적으로 조정되지 못하고, 소방차나 구급차와 같이 긴급을 요하는 차량에 대한 대처가 힘들다는 단점이 존재한다. 따라서 유기적인 현장교통상황에 능동적으로 대처하고, 긴급차량에 대한 합리적인 대처 방법이 필요하다. 따라서, 본 논문에서는 이와 같은 문제점을 해결하고자 기 설치된 신호 후방 CCTV를 이용하여 지능적으로 신호체계를 제어하고, 긴급차량에 대해 신호우선권을 부여함으로써, 위급상황에 유기적으로 대처할 수 있는 지능형 교통신호 제어 시스템을 설계하였다.

  • The purpose of this paper is to pursue a case study of urban land use and transportation linkage policies based on a British city of Cardiff, Wales. To this end, the paper combines a review and synthesis of available land use and transportation planning sources, and a series of interviews with planners and a extensive survey of planning policy documents to assess the effectiveness of policy instruments in the city context. Considerable emphasis is placed on the analysis of the British land use and transportation planning in terms of the Policy guidance notes 11, 12 and 13 as well as the local transport policy guidance. The paper highlights the fact that the Cardiff unitary development plan and the local transport plan form a policy framework of integrating land use and transportation planning process, employing travel demand management schemes and implementing the various strategy components on the overall aim of achieving and maintaining a sustainable city.

통영항 다목적부두 건설에 따른 해상교통안전진단 고찰

  • 통영항에 5,000DWT급 여객선과 일반화물선이 이용 가능한 다목적부두 건설을 위해 해상교통현황 조사 및 측정, 통항 및 접 이안안전성, 계류안전성 등과 같은 해상교통안전진단을 실시하였다. 연안항으로 지정 운영되고 있는 통영항 다목적부두의 안전진단 수행 과정에서 부각된 항만 및 수역시설에 대한 안전관리 체계의 미비점, 전담 부서의 부재, 임의도선구의 문제점 등을 고찰하고자 한다. 특히 국내 연안항 항만개발 사업의 대부분이 해당 도 시 군이 직접 시행하는 경우가 많아 항만개발과 수역시설의 안전관리사이의 공백이 발생하고 있어, 향후 연안항 안전관리체계 전반에 대한 구조적 개선이 필요할 것으로 사료된다.
