This study presents a useful heuristic algorithm to classify vehicle classes using vehicle length information, which is extracted from inductive loop vehicle signatures. A high-speed scanning equipment was used to extract more detailed change of inductance magnitude for individual vehicles. Vehicle detection time and individual vehicle speeds were used to derive vehicle length information that is an input of the proposed algorithm. The spatial and temporal transferability tests were further conducted to evaluate algorithm. It is expected that the proposed method would be useful for obtaining vehicle classification information from wide-spread existing loop infrastructure.

Among marine accidents caused by bad weather, visibility restrictions caused by sea fog occurrence cause accidents such as ship strand and ship bottom damage, and at the same time involve casualties caused by accidents, which continue to occur every year. In addition, low visibility at sea is emerging as a social problem such as causing considerable inconvenience to islanders in using transportation as passenger ships are collectively delayed and controlled even if there are local differences between regions. Moreover, such measures are becoming more problematic as they cannot objectively quantify them due to regional deviations or different criteria for judging observations from person to person. Currently, the VTS of each port controls the operation of the ship if the visibility distance is less than 1km, and in this case, there is a limit to the evaluation of objective data collection to the extent that the visibility of sea fog depends on the visibility meter or visual observation. The government is building a marine weather signal sign and sea fog observation networks for sea fog detection and prediction as part of solving these obstacles to marine traffic safety, but the system for observing locally occurring sea fog is in a very insufficient practical situation. Accordingly, this paper examines domestic and foreign policy trends to solve social problems caused by low visibility at sea and provides basic data on the need for government support to ensure maritime traffic safety due to sea fog by factually investigating and analyzing social problems. Also, this aims to establish a more stable maritime traffic operation system by blocking marine safety risks that may ultimately arise from sea fog in advance.

To share the lanes with conventional vehicles, traffic operation strategy is needed for NEV (Neighborhood Electric Vehicle). Because NEV cannot accelerate sharply as fast as common car include gasoline, diesel and LPG cars, they may interrupt traffic conditions and make traffic delay. After green lights turn on, all vehicles run through the street including NEV, but NEV have a maximum speed which is 50km/h. It can be an obstacle for following vehicles and will make traffic delay of the intersection. In this reason, we need to organize traffic systems like queue jump with priority traffic signal. To analyze the necessity for NEV road operations, we simulate three scenarios in congested and non-congested conditions. First is that we examine the condition which is mixed NEV and cars on the road, the second one is that we set up lane only NEV can accepted in simulation and last one is making queue jump lane and providing priority signal for NEV. In conclusion, we can conclude that making lane only for NEV is effective to improve travel speed when rate of NEVs is over 20%. Also queue jump lane and priority signal cannot make good effect to intersection delay and average speed.
Installation of pedestrian scramble is recently increasing due to pedestrian-oriented transportation policies issued in local governments. Pedestrian scramble is able to emphasize safety issues by reducing conflicts between pedestrians and vehicles when an exclusive pedestrian phase is employed. In spite of its positive property, pedestrian scramble has several negative points: an increase of a cycle length, a decrease of green time ratio, and an increase of total delay. This study delivers the impacts of pedestrian scrambles in terms of pedestrian convenience and traffic mobility. Authors analyzed the changes of traffic delays by comparing the installation and no installation of pedestrian scramble at an intersection by varying several variables: signal timings, traffic volumes, the number of lanes, and the number of pedestrian conflicts. The paper presents an analysis procedure as a guideline that assists practitioners in selection of appropriate intersections at where pedestrian scrambles are implemented.
Traffic signal is one of the major factors that affect the amount of vehicle emissions on urban highway. The amount of vehicle emissions in urban area is highly affected by the vehicle's cruising speeds heavily influenced by the traffic signal lighting conditions. It was attempted in this study to trace the changing patterns of the vehicle emissions by collecting the emission data from a set of simulation studies and by categorizing vehicle cruising conditions into four different groups: idling, acceleration, deceleration, and running at a constant speed. Authors propose a simple emission model prepared based on Kinematic theory. The validation test results showed that the amount of the emission estimated by the proposed model was relatively satisfactory compared to the one of the existing model employing the average speed data only as the determinant.
The purpose of this study was a convergence study to find a way to shorten pre-hospital emergency medical response time in vehicle accident. This study analyzed the factors of hospital emergency response time by utilizing weather, road type, accident type, and rescue response to 353 vehicle passengers who visited the three emergency medical centers from January 1, 2011 to July 30, 2016 in Korea In-Depth Accident Study. The results of the study showed that the highway used the most time to prehospital emergency medical response time and was a factor affecting the overall time (${\beta}=.543$, p<.001). In order to shorten the emergency medical response time in highway, the operation of emergency services on the highway, the active use of emergency turn road and the automatic emergency rescue service with individual devices were proposed.

Three types of traffic signal systems are two-color signal systems that flash red and green and are mainly used on crosswalks, next, three-color equalization systems mainly used at T-shaped intersections with red and yellow lights and a green arrow, and third, four-color intersections that generally have red, yellow and green colored lights and a green arrow. In what is known as the "dilemma zone" area, a driver collects information that influences his/her decision whether to stop, speed, tail, interrupt, or violate a traffic light, depending on the intersection width, vehicle speed, cognitive response time and reference yellow signal time. This study examined the impact of changes in the length of the dilemma zone areas based on changes in yellow signal times, the speed of the intersection passages, and signal lamps. Downward adjustments of 50km/h and 60km/h affected yellow signal time. The yellow signal time increased by 0.1 to 2.3[s] due to this effect and the dilemma zone area increased by 1.22 to 26[m]. The driver of the dilemma zone could quickly decide to reduce the time remaining of the straight (3color, 4color) green signal to reduce the potential of a traffic accident at the intersection traffic. Safe entry of red (LED palm) and left-turn signals for entering flashed at the intersection and operated at midnight.
The sight distance at unsignalized intersections is the one of the fundamental geometric design elements, and can ensure safety and efficient operations. Despite its importance, little research attention has been directed in Korea compared to developed countries such as European countries, the United States, and Japan. AASHTO ISD policies have been applied to the intersection design in Korea without any revise, which can produce unrealistic and unadoptable design values. Those values are emerged from several reasons because the AASHTO ISD has been calibrated based on the local data. Therefore the ISD hardly takes into account the local characteristics of Korea such as driving behavior. vehicular movement and roadway conditions. The objective of this study is to calculate the appropriate ISD values for unsignalized intersections in the urban area in Korea. In this study, we employed the ISD model of AASHTO(2001), which is based on gap acceptance theory and can account for and take the driving and roadway conditions in Korea into consideration. The approach can also consider the complex driving maneuvers at the intersections in a proper and simple manner. The results in this study show that the ISD design criteria currently used in Korea are more conservative(safer) than those of the USA. In other words, the ISD using field data collected in this study has generally smaller values than those in USA.

The objective of this paper is to develop a daily pattern clustering algorithm using historical traffic data that can reliably detect under various traffic flow conditions in urban streets. The developed algorithm in this paper is categorized into two major parts, that is to say a macroscopic and a microscopic points of view. First of all, a macroscopic analysis process deduces a daily peak/non-peak hour and emphasis analysis time zones based on the speed time-series. A microscopic analysis process clusters a daily pattern compared with a similarity between individuals or between individual and group. The name of the developed algorithm in microscopic analysis process is called "Two-step speed clustering (TSC) algorithm". TSC algorithm improves the accuracy of a daily pattern clustering based on the time-series speed variation data. The experiments of the algorithm have been conducted with point detector data, installed at a Ansan city, and verified through comparison with a clustering techniques using SPSS. Our efforts in this study are expected to contribute to developing pattern-based information processing, operations management of daily recurrent congestion, improvement of daily signal optimization based on TOD plans.

Equipments that can transmit maritime distress signals in accordance to Global Maritime Distress Safety System are the followings: A1 water(Very High Frequency, SART), A2 water(MF/HF Radio Equipment), A3 water(INMARSAT), A4 water(Emergency Position Indicating Radio Beacon). Institutions with the capacity to receive distress signals are Korea Coast Guard affiliated radio stations, patrol ships, Rescue Coordination centers, Vessel Traffic centers, Complex problems regarding repetitive distress alarms, inaccurate statistics, multiple control towers are existent. Consequently, effective measurement to resolve dispersed operating maritime distress signal system are in time of need. Moreover, current KCG Headquarter is considering to integrate five distress radio stations dispersed across nation into a single international safety communication center. The integration of radio stations are efficient in terms of information coordination between nations, however, it cannot support efficient response to real-time maritime incident. Therefore, in this study, a new system that can rapidly response to real-time maritime incident will be proposed.
