The Analysis of Risk according to Traffic Accident Types by Novice and Experienced Drivers in Korea (초보 및 일반운전자의 교통사고유형별 위험도 비교분석)

  • To analyze the risk according to accident types by novice and experienced drivers, it is used the accidents data which occurred for 2 years(2005~2006) in Korea. It is defined that novice driver is a people who is not passed 1 year after getting a driving licence and experienced driver is a people who is passed 1 year in this study. It is used a risk model to compare and analyze about the risk between two groups. The risk model is developed to apply together two variables which is accidents frequency and severity. Then it is used a conceptual weight to find that proper rate between accident frequency and fatal accident frequency. It is found a weight($\omega=0.6$) to suitable value to apply a risk model. The results showed that collision with obstacles, angle collision($90^{\circ}$) types to novice driver group have bigger risk than experienced driver group.

  • Korean government annually estimates and reports the traffic safety index to evaluate the traffic safety of 228 Gu Gun. However, since the traffic safety index is derived from the spatially macroscopic perspective based on collected relative data, there are a couple of problems such as inability to investigate the individual traffic accidents on the spot, insecurity of accuracy and reliability of traffic safety index estimation method, and absence of establishing temporal relationship of traffic accidents. Thus, this study investigated temporal traffic safety in macroscopic manner for Gu Gun in Busan depending on the installation of the traffic safety facility (i.e., urban median), employing meta analysis. As a result, all Gu Gun in Busan except Saha, Buk, Dong, and Busanjin experienced more traffic accidents after installing the urban median, indicating that there are more rooms for improvement of macroscopic traffic safety evaluation.

  • In case of Korea Social cost by road traffic accident came to about 15 trillion per year and to 2.15% of GDP, a day about 20 person death to traffic accident and those damage scale reach out about 7 billions. Concretely, according to OECD traffic accident comparison on July 2005 (2003 statistical analysis), in korea, 7,212 Person were dead. This describe that the sacrifice numbers of traffic accident is 26 level of OECD 26 countries, the dead of traffic accident on children 100,000 persons is 25 level of OECD 25 countries. It is contrast to other developed countries. In the meantime, korea government executed various traffic policies to reduce traffic accident and depending on those policies, even if, there were epochal progressive phenomena the concerns of citizens which felt on franc accident is very deficient. On this research, traffic accident state of taking place of Gowangju.Jeonnam province was analysed depend on jeonnam province police station materials and want to suggest appropriate traffic safty counterplan propose. This subject was analysed traffic accident according the death with analysing per month, day, hour, and suggest counterplan depending on traffic accident analysis result on 2004. 2005 years.

Traffic Accident Models of Cheongju Four-Legged Signalized Intersections by Accident Type (사고유형에 따른 청주시 4지 신호교차로 교통사고모형)

  • This study deals with the traffic accidents at the 4-legged signalized intersections in Cheong-ju. The purpose is to comparatively analyze the characteristics and models by the accident type using the data of 143 intersections. In pursuing the above, this study gives particular emphasis to modeling such the accidents as head on collision, rear end collision, side swipe, side right angle collision, and others. The main results are the followings. First, the overdispersion tests show that the negative binomial regression models are appropriate to the traffic accident data in the above contexts. Second, five accident models are developed, which are all analyzed to be statistically significant. Finally, the models are comparatively evaluated using the common variable(ADT) and type-specific variables.

An Analytical Procedure to Estimate Non-recurrent Congestion caused by Freeway Accidents (고속도로 교통사고로 인한 비 반복 혼잡 추정 연구)

  • The objective of this paper is to develop and apply a method that estimates the amount of traffic congestion (vehicle hours of delay) caused by traffic accidents that occur on freeways in Korea. A key feature of this research is the development of a method to separate the non- recurrent delay from any recurrent delay that is present on the road at the time and place of a reported accident. The main idea to separate these two delays is to use the speed difference between speed under accident condition and speed under normal flow condition. For the case study application, two datasets were combined to accomplish the objective of the study: (1) accident data and (2) traffic flow data. Eventually, the results can be useful for the performance evaluation of accident reduction program, for strategic plans to cope with congestion caused by traffic accidents, and for rectification of the estimation method for traffic congestion costs.

Traffic Accident Reduction Effects of Section Speed Enforcement Systems(SSES) Operation in Freeways (고속도로 구간과속단속시스템 운영에 따른 교통사고 감소효과)

  • This study aims to evaluate the accident reduction effects of 'Section Speed Enforcement System' (SSES) operation in freeways. In pursuing the above, this study collects the accident data for 5 years (2 years before operation and 3 years after operation) at all 9 sections where SSESs are operated, and evaluates annually the effects before and after operation using the comparison group method (C.G. Method). The measures of effectiveness are total accidents (TAs), fatal and serious accidents (FSAs), total injuries (TIs) and fatal and serious injuries (FSIs). The main results are as follows. First, TAs and TIs are reduced to 41.7 and 17.1%, respectively. Second, FSAs and FSIs are reduced to 41.7 and 32.2%, respectively. Therefore, SSES has more effectiveness at fatal and serious accident. Third, the accident reduction effect has been increasing, and particularly the effect of 'after three years' is evaluated to be notable.

The Effects of a School Zone Improvement Project on Crash Reduction Regarding Land Use Characteristics (토지이용 특성별 어린이 보호구역 개선사업의 교통사고 감소효과 분석)

  • The first phase of School Zone Improvement Project introduced to enhance the safety of school-routes were completed by 2007 and the second phase of the project will be continued from 2008 to 2012. Since a huge budget is required for the project, there is a need to evaluate how many child-related crashes were reduced through the project, prior to the implementation of the second phase. Therefore, this study aims to analyze the influence of the School Zone Improvement Project on reduction in child-related crashes with data collected from the database of the National Police Agency. This study employed a Before-and-After study with comparison group to assess how many crashes were reduced. The results showed that the number of child-related crashes were decreased by 10, which is about 39% reduction in crash frequencies. With respect to the land use characteristics of school zones, the number of reduced crashes in residential zone, commercial zone, and mixed zone were 2.41, 3.8, and 0.5, respectively. The results may provide a significant implication for the second phase of the project that there is a need to establish different plans for improvement project with respect to land use characteristics.

  • 하인리히 법칙에 따르면, 하나의 대형사고는 다수의 경미한 사고나 수많은 근접한 위험상황이 발생한 위치에서 발생할 확률이 높다. 해상교통상황에서도 양 선박이 충돌 위험이 있는 상황, 즉 근접사고 상황은 해상교통관련 대형 사고를 예방하는 관점에서 중요하다. 하지만, 아직까지 이러한 근접사고 자료는 VTS데이터 접근에 어려움, 관련 전문 기법 부족 등으로 수집 분석하는데 어려움이 있었다. 이에 본 연구에서는 해상교통 근접사고를 조우하는 선박간에 시공간적으로 충돌에 근접한 상황들이 발생하여 충돌의 위험이 일정한 값 이상으로 높아진 상황으로 정의하고, 2013년도 완도VTS 관제해역 해상교통 항적데이터를 적용하여 근접사고 통계를 분석하였다.

A Study of Accident Models for Highway Interchange Ramps (고속도로 연결로의 교통사고 추정모형 연구)

  • Although a good understanding of the relationship between highway traffic accidents and highway geometric features is fundamental in highway design and safety, the relationship is not well understood quantitatively. The overall goal of this paper is to formulate a reliable statistical model fitting to historical highway accident data. The model can be used to estimate the effect of road design elements on safety for the practical purposes of highway design applications. En route to achieving this goal, a number of specific research objectives were accomplished: investigate the major design elements affecting highway safety; review the existing modeling approaches in order to assess the relationship between safety and highway design features; and formulate a statistical model fitting to the accident data in order to estimate the interchange ramp junction accident frequency of rural highways.

A Study of Safety Evaluation by Using Traffic Conflict Technique at an Intersection (상충기법을 이용한 교차로 안전진단에 관한 연구)

  • 교통문제는 과거에 비하여 보다 복잡해지고 다양해지고 있으며, 이러한 교통문제를 해결하기 위한 방안을 도출하는 분석기법 또한 다양해지고 있다. 이러한 기법중 안전도 평가기법에 관한 연구는 선진국에서는 1970년대부터 진행되어 왔으나, 이에 반하여 국내에서는 최근에서야 안전도에 대한 문제가 부각되면서 이에 대한 연구가 시작되고 있는 실정이다. 본 논문은 국내 외 연구사례를 중심으로 교통상충기법(TCT)을 소개하였고, 가장 진보된 방법인 스웨덴의 상충분석기법을 기반으로 국내에 적용할 수 있도록 모형을 개발하고 심각한 정도에 따라 4개 죤으로 분류하여 위험순위를 평가할 수 있는 방법을 제시하였으며, 실제로 이러한 상충분석기법을 국내의 3개 교차로 분석에 적용하여 보았다. 사고와 상충간의 conversion factor는 수집된 자료의 부족으로 사고자료의 심각도까지는 고려하지 못하였으 나, TA값을 구하고 4개죤 분류를 통하여 위험순위를 분석하여 교차로의 안전도평가에 이용할 수 있음은 보여주었다. 상충조사 분석은 안전도 평가를 저 비용과 짧은 시간내에 보다 상세한 결과를 도출할 수 있다는 점과 대상지의 사전 후 단기간 평가 방법에 가장 효과적인 기법이라는 측면에서 국내 안전도 평가에 많이 적용되기를 바란다.
