This article estimates the scale of impact of expanding governmental fiscal expenditure for R&D investment on the private business enterprise's investment for R&D, and the relationship between business enterprise and university for expanding investment of R&D. According to my results, first, an expanding fiscal expenditure from government for R&D investment leads to increase R&D investment from business enterprise. However, an expanding expenditure from university rather leads to decrease R&D investment from business enterprise. Secondly, the crowding-out effect of expanding R&D investment from University on business enterprise's is very strong, and it is affected by structural changes such as the country's economic power, fiscal stance and cyclical volatility. Third, the more governmental expenditure on university expansive is, the stronger asymmetric relationship between business enterprise and university is, and investment sources of university from business enterprise is the main factor of this relationship. Finally, it is not easy to solve out this asymmetric relationship even through the governmental subsidy.

The main purpose of this study is to test the effects of education and training invest of firm performance and to find the strategy of human resources development to industry include company and government, each stakeholder etc. For this purpose, this study empirical tested the causality, effects between education and training and firm performance. Using the HCCP panel data set, panel analysis model is performed with the dependent variables. The results of the study are summarized as follows. First, education and training has a significant impact on the firm sales per employee head. But there is no evidence for the effect of education and training on the net profit per employee head. These study results indicate that firms have to increase the concern and invest for education and training.

The information technology is becoming very essential in our daily lives. Internet environment, especially, has been seriously affecting the area of education. The cost-effectiveness analysis is required as universities are investing quite much in the development of internet infrastructure. This study shows a simple statistical result on the utilization of internet equipments. It is found that the enough availability is not provided to the students who are going to use equipments for the purpose of study as a big portion of them are occupied by the users for the purpose of amusement.

The purpose of this study was to investigate investment behavior of mothers who have children of the lower grades in primary school and the effects of the variables. The subjects of this study were 454 mothers who have children of lower grades in primary school in Seoul. Statistics used for data analysis were frequency, mean, percentage, multiple regression. The households which paid their money for private education investment cost was 182.543 won a month and the mean of time use of mother for child education was 125 minutes a day. The most influencing variable on money investment to private education investment behavior was family income and on time investment to it was influence of reference group.
