An Analysis for the improvement strategies of the Education Welfare Priority Support Project (교육복지우선지원사업 정책 개선을 위한 실태조사 연구)

  • The purpose of this study is examining the status of Education Welfare Priority Support Project and providing constructive strategies for future direction. In order to collect data, we have used on-line survey, in-depth interview personnels in charge of 17 school districts and open forum with municipal board members of education along with related literature review. As results, since 2003, the effectiveness of the Education Welfare Priority Support Project has been proved and the areas have been expanded. Furthermore, institutional stability has been confirmed along with the supports of enforcement ordinance of the Elementary and Secondary Education Acts and Ministry of Education Ordinances. However, since the management authority of the project has transferred to 17 provincial offices of education, it shows the tendency of that the overall programs were not fully activated and gradually stagnated. According to these issues, we proposed various implemental policy suggestions though the revision of Article 28 of elementary and secondary education-related law.

  • This research reviews the education welfare priority support project and analyzes its policy from the welfare-state perspective. This study evaluates the policy contents, overall procedures, and the changes in the perspectives of the project in accordance with the political power changes in the government, and illuminates future directions. For this, the research infers desirable typology of the welfare state, and analogizes the budget, the target population, key issues and delivery systems of the education welfare priority support project. Education welfare priority support project still remains to follow a selective and hierarchical business format, despite the legally stated initiatives, growing budget, and the expansion of the operation which has been governed by the policy makers. Particularly, the state of this project, and examine whether or not it has been distorted by the governmental emphasis on the educational outcomes and performance should continuously be examined as a future direction of the research. Finally, the study suggests several recommendations for the desirable anchorage of the project within the framework of being a prospective welfare state.

A Study on Development of Performance Indicator for the Educational Welfare Priority Support Project (교육복지우선지원사업 성과지표 개발에 관한 연구)

  • The purpose of this study is to extend the research on the development of the performance indicators for the Education Welfare Priority Support Project and to secure the content validity for the application to the school site. The performance index of the Education Welfare Priority Support Project used in this study was originally consisted of 6 area, 33 sub-area, and 233 items. Two expert meetings were held for five doctoral professionals in the field of educational welfare. Delphi surveys were conducted for a group of 99 educational welfare workers who worked at the site for more than five years. The item selection criteria ($CVR{\geq}.29$, $CVI{\geq}.80$, convergence <.50, agreement ${\geq}.05$, stability ${\leq}.80$, $M{\geq}3.00$, SD <.80, reliability ${\geq}.6$) were applied. The 6 area, 23 sub-areas, and 93 items were verified and finally 90 items were selected from removing 3 items with low level of reliability. Providing suggestions and follow-up studies for the better use of the performance indicators for the Education Welfare Priority Support Project in the field.

A Comparative Study on the Politico-Social Characteristics of Education Welfare Invest Priority Zone Plan, Korea with the Cases in UK and France (영국과 프랑스의 교육복지사업 비교연구를 통해서 본 우리나라 교복투사업의 정치사회학적 성격)

  • This comparative study attempts to explore in what politico-social context 'Education Welfare Invest Priority Zone Plan' has been developed and to find politico-social implications of Korean EWIPZP through critically comparing the cases of UK and France. Korean financial crisis brought up the importance of 'Education Welfare' turning into a concrete system, 'EWIPZP' in 2003. This educational welfare policy has expanded since 2005 up to now by the changed name of 'Education Welfare Priority Plan' in 2008, that is structurally different from the original framework which was to support schools in educationally disadvantaged areas. Even the cases of EAZ in UK and ZEP in France started by progressive political parties and established on the ground of 'equity' philosophy, turned into the excellence-based equality policy confronting with the harsh condition of neo-liberalistic global economy under the conservative regime. So does Korea under the critics against this tendency. Comparing Korean case with the cases in UK and France, the current Education Welfare Priority Policy in Korea should be back to the original principle of educational equity and transform into the bottom-up bilateral cooperation model from the top-down model by the authorized party itself in order not to be manipulated politically.

A Latent Growth Modeling of the Longitudinal Changes of Students' Perception about Schools (학교에 대한 학생인식의 종단적 변화 연구 : 잠재성장모형의 접근)

  • This study aimed to track changes in students' perception about schools over time, to analyze how participation in the Education Welfare Priority Support Project(hereafter "the Project") explains the changes, and to determine how the results of changes affect students' learning engagement, self-confidence, and peer relationship. Data were collected from 103 schools nation-wide(51 elementary and 52 middle schools) from 2015, 2016 and 2017 from 820, 911, and 837 students, respectively. The data were analyzed by applying a latent growth model with two stages: unconditional and conditional. The findings are that first, the perception about schools by the students who participated in the Project increased over time; and second, that the improvement of students' perception of schools has a positive influence on their learning engagement, self-confidence, and peer relationship. In the future, it was suggested that programs aimed at improving positive perception about schools should be provided to all students led by teachers, and a customized integrated support program should be arranged to students in need of intensive support by the educational welfare specialists.

Development Plan of the Education Welfare Policy for Children and Adolescents of Low Income Group (저소득층 아동·청소년 교육복지정책 발전방안)

  • The purpose of the study is to analyse the management state of three education welfare policies such as education welfare priority support program, Dream Start and after school program, the main education welfare policy for children and adolescent of the low income group and to suggest the development plan for the establishment of the effective and efficient education welfare policy. The study examines the advanced research and uses literature review to meet the purpose. The study draws the problem of each program and suggests the development plan of the education welfare policy for the children and adolescent of the low income group on the basis of the result of the comprehensive analysis. First, the related projects run separately by each government department should be rearranged into an integrated system in order to control comprehensively and together. Second, the system should be established to improve the expertise personnel in charge and increase the employment stability of the private personnel. Third, the authorities should raise the awareness on education and welfare through the connection and the discussion between each institution and the experts. Fourth, a new service model should be invented.

Effect of the Spportive Project for the Priority Region of Educational Welfare Investment[SPPREWI] on School Children's Psychosocial and Cognitive Adjustment (교육복지투자우선지역 지원사업이 아동.청소년의 사회.정서 및 인지적 발달에 미치는 효과)

  • This study attempted to evaluate the effectiveness of the Supportive Project for the Priority Region of Educational Welfare Investment(SPPREWI) which has been put into action in Korea as a part of national policies for poor school children. In so doing this study aimed to test SPPREWI's legitimacy as well as whether we have to continue this program or not. In order to fulfill this research purpose researchers identified several outcome indicators of SPPREWI, which represent psychosocial and cognitive adjustment. The variables pertaining to psychosocial adjustment domain are: self-concept; depression, anxiety, and suicidal impulse; inclination of assault and indignation; delinquency; school life adjustment; and change in social relations. The variables of cognitive adjustment include recognition of self-control in learning; control strategy of learning behavior; and preparedness for job hunting. In this study the quasi-experimental group contained students from schools which are under the SPPREWI. The control group was composed of students from schools which were free from SPPREWI but under the influence of deteriorating school environment. The quasi-experimental group and the control group were compared in terms of outcome indicators presented earlier. Within the quasi-experimental group both the students below poverty-line and the students above poverty-line were divided into two groups each by the level of service use, and were compared in terms of the outcome variables presented earlier. Study results supported the argument that SPPREWI was effective generally in improving students' school adjustment. Study results also showed that the variable of 'school nurturance' played a significant role in moderating the effect of SPPREWI on a couple of outcome variables specially when schools' overall educational environment was in poor condition. Implication as well as suggestion were presented on the basis of study findings.

A Study on the Inter-organizational Network of the School Social Work for the Children in Low-income Families (학교사회복지 관련 조직간 네트워크의 특성에 관한 연구 I : 서울시 강서구 교육복지투자우선지역 지원사업을 중심으로)

  • The purpose of this study is to find out the structural and developmental characteristics of inter-organizational community network of the school social work and the characteristics of direct workers and the school social work organizations delivering services to the children in low-income families, and to identify the magnitude of efficient structure for networking for the children living in Kayang-dong. By searching out the central organization and block modeling, this study attempted to show the characteristics of inter-organizational community network for the children. The research sample was 18 organizations, and the data were collected by a survey questionnaire and analyzed by SPSSWIN 12.0 and UCINET 6.29. The main results show that the social welfare organization is the central organization in almost every dimensions(information exchange, client referral, cooperation, resource exchange) and education organizations play an important role in betweenness centrality. Also it can be evaluated that the present developmental stage of the network is collaboration. Based on the research results, implications for the future practice are discussed.

Mediating Effect of Ego-Resilience and Mental Health between Psychological Home Environment and Adaptation to School of Early Adolescents in Schools with Educational Welfare Priority Project (교육복지우선지원사업 대상학교 초기 청소년의 심리적 가정환경과 학교생활적응의 관계에서 자아탄력성, 정신건강의 매개효과)

  • This study aims to verify mediating effect of ego-resilience and mental health between psychological home environment and adaptation to school of early adolescents in schools with Educational Welfare Priority Project(EWPP). For this purpose, multiple regression analysis and hierarchical regression analysis were conducted on the relationship between psychological home environment and adaptation to school, ego-resilience and metal health of 310 male and female students in fifth and sixth grade in four elementary schools on EWPP located in Busan area. As the result of analysis, three major variables affecting adaptation to school life turned out to be in the order of ego-resilience, home environment and mental health and both ego-resilience and mental health were confirmed to play partial mediating role in the relationship between home environment and adaptation to school life. Since home environment as a psychological variable of adolescents from poor families have an effect on adaptation to school in connection with ego-resilience and mental health as personal variables, this study can be used as base materials for the development of programs to strengthen psychological home environment, ego-resilience, and mental health. In addition, in terms of practical implications, educational welfare policies for alienated class can be practical policy alternative to mitigate social polarization.
