우리나라는 정부차원에서 교육과학기술부, 문화체육관광부, 여성가족부, 보건복지가족부, 법무부, 지방자치단체 등 관련 부처별로 필요한 분야에 한해 다문화 강사 양성이 이루어지고 있다. 교육과학기술부에서는 2007년 다문화가정 자녀교육 지원계획을 발표하고 2008년부터 각 교육청 주관으로 다문화교육 직무연수를 외부에 위탁하여 중앙 및 각 지방 다문화교육센터를 중심으로 현직교사 대상 '다문화교육을 위한 교사 양성 연수 프로그램'을 지속적으로 운영하고 있다. 문화체육관광부 산하 한국문화예술교육진흥원에서는 2008년에 다문화강사 양성과정을 개설하여 운영하였다. 그리고 여성부는 청소년, 이주노동자, 이주여성을 대상으로 다문화교육을 제공할 목적으로 2008년에 '다문화이해교육 강사양성' 과정을 개설하였다. 그러나 이들은 모두 일회성에 머물러 지속적으로 연계되지는 못했다. 또한 보건복지가족부는 2007년에 '결혼이민자 다문화가족 지원센터'에서 종하며 교육활동을 하기 위한 다문화 강사 80명을 일차적으로 양성하였다. 최근에는 각 지방자치단체별 다문화가족 지원센터에서 결혼이민자를 다문화 강사로 활용하여 청소년들에게 다문화 이해 교육을 제공하도록 하는 '다문화강사 양성과정'을 개별적으로 개설하여 운영하고 있다(설동훈 김찬기, 2009). 한편 법무부는 2008년 5월 다문화 이해증진 및 이민자 사회통합을 위한 정책개발 추진에 우수 대학의 적극적인 참여 기회를 부여하고, 관련 분야에 대한 대학의 새로운 학문 개척 기회를 마련하기 위해 공모 절차를 거쳐 20개의 ABT대학을 최종 선정하였다. 명지대학교는 2010년 3월부터 산업대학원 산업시스템경영학과 국제교류경영학석사 과정에서 국제교류경영 전문가 양성을 운영하고 있다. 경기도 지원 경기도의 새로운 브랜드 가치 실현을 위한 '다문화사회를 위한 의식개선 사업'으로 사회통합 - 다문화사회 공동체 형성을 목표로 총4개의 컨소시엄 기관(시흥시, 수원시, 화성시외국인복지센터, 의정부시외국인근로자지원센터)이 형성되어 2010년 2월22에서 2010년12월20까지 시행되었다. 본 연구는 '다문화사회를 위한 의식개선 사업'을 통해 교육대상자 구분과 사업장 교육 지역별 구분과 일반인 교육 지역별 구분을 파악하고 이를 기초로 우리의 다문화사회에 도움이 될 수 있는 다문화교육의 개선 방안을 제시하고자 한다.

This study aims to investigate and compare with each other the global scholarship policy of Korea, China, and Japan, which is supported by government, and to suggest the improvement plan of the Global Korea Scholarship(GKS) program in Korea. Based on the results of comparison study with Chinese and Japanese policies, the implications for GKS program are as follows. First, GKS program needs to be redesigned according to the boundaries of in-bound and out-bound countries. Especially, the GKS program for 'neighboring countries' focusing on East Asian countries, could be developed as the Union of East Asian Nations. Second, to maximize the performance of GKS, the government needs to cooperate more actively and systematically among related departments through all the steps as a national foreign policy, that is, from establishing goals to evaluating performance. Third, the perspectives on GKS must be expanded, not just as a kind of scholarship, but as a policy for developing Korean culture and language. Fourth, out-bound GKS programs must be greatly expanded in relation to short-term programs as well as the quality of in-bound GKS programs. Finally, out-bound GKS programs for the Asian developing countries need to be redesigned and operated under the focus of ODA, to support the invited Parties beyond the foreign resource policy.

2000년 남북정상회담 이후 남북한간의 교류가 많은 분야에 걸쳐 점차 확대 심화되어가면서 통일에 대한 국민들의 기대가 점점 커지고 있다. 수자원의 확보 및 에너지의 개발은 앞으로 북한에게 있어서 해결해야할 핵심적인 과업분야의 하나로서 향후 남한과의 협력이 크게 기대되는 분야라고 할 수 있다. 이에 본 논문에서는 댐의 건설, 관리와 관련한 북한 내 현황과 향후 댐기술 분야의 상호협력에 관한 소고를 소개하고자 한다.

중소기업에 근무하고 있는 연구자들의 경우 급변하는 대내외 환경에 적응하기 위한 다양한 정보를 신속하고 정확하게 취득하고, 보유하고 있는 정보와 기술에 대한 노하우를 교류하는 것이 경쟁력 강화와 기업의 생존을 위하여 필수적이다. 그러나 체계적인 정보검색 체계를 갖추고 있지 않은 대부분의 중소기업의 경우 이러한 정보력의 부재, 인적 네트워크의 부족으로 인하여 도태되고 있는 것이 현실이다. 이러한 문제점을 해결하기 위해 한국과학기술정보연구원에서는 중소기업들에게 다양한 맞춤형 분석정보, 시장동향정보 등을 제공하기 위한 여러 가지 사업을 진행하고 있으며, 홈페이지를 통하여 이러한 콘텐츠를 체계적으로 구축하여 제공하고 있다. 또한 온라인 교류의 장 등을 마련하여 중소기업인들의 어려움을 조금이나마 덜어주기 위한 시스템을 구축하고 운영하고 있으며, 향후에 보다 다양한 콘텐츠를 구축하여 정보지원을 확대할 예정이다.

2002년 한국의 국가기록원과 몽골국가기록원 간에 협력협정이 체결된 후 10년간 수많은 협력활동이 있었다. 다수 몽골국가기록원 직원이 한국에서 직무연수를 받았으며 2006년과 2007년에 한국국가기록원, UNESCO 등과 공동으로 기록유산보존을 위한 기술적 협력활동이 수행되었다. 이 학술회의에서는 한국의 기록물의 물리적 보존 기술이 소개되었다. 또한 몽골국가기록원 소장 한국관련 기록의 번역 사업이 추진되었다. 2008년에는 새로운 국가기록보존서고를 건축하는데 필요한 전반적인 자문을 받았다. 2010년 이후에도 한국-몽골 간에 기록전문가 훈련 파견 및 교류활동이 지속되었다. 몽골정부는 서고 신축에 이어 현대적인 정보기술에 의한 기록보존을 위해 노력하고 있다.

This paper aims to evaluate the Industrial Complex Campus Program and to provide policy recommendations for promoting effectiveness of industrial complex campuses through the in-depth case study on the Changwon Industrial Complex Campus Program. The survey shows that the program contributes to not only strengthening the R&D capacities of SMEs within the cluster, but also promoting the interactions between local companies and local universities. But it claims that the industrial complex campus program reveals some limitations to supporting effectively local enterprises. First, It is necessary to maintain regional balance in terms of the sites of the implementation of the program. Second, the policy management plan and the monitoring system of the program should be established for the purpose of the self-reliance of industrial complex campuses, regardless of the government financial support.

This study conducted the international evaluation of the APEC educational cooperation projects initiated by the Korean government and drew out strategies and tasks for their sustainable implementation. To this end, eight projects implemented by the Institute of APEC Collaborative Education were selected for the evaluation which examined participants' awareness of and the degree of participation in the eight projects as well as contribution to the intended outcomes of the projects. An online survey was conducted to participants of the eight projects and 283 experts and participants from 18 economies responded. The descriptive analysis found that the participants of ALCoB Cooperation Project reported the most positive perception of the awareness while the participants of the ALCoB Internet Volunteers showed the lowest degree of participation in and contribution to the intended outcomes of the project. Based on the results, several suggestions for further progress in Korea's APEC educational cooperation were made.

Korean local governments attempt to propose various ideas for regional development, and Korean central government give support to balanced regional development. Construction tourist destination is the most important item in regional development policy of Korean central government. Because, tourism leads to human and material exchange. tourism contents is more concerned. The purpose of this paper will be to provide the suggestion for constructing tourist destination. To accomplish this, contents of attractive tourist destination was analysed through Japanese case study of constructing tourist destination.

도입까지 시간이 걸릴 것이라고 예측됐던 건설정보모델링(BIM : Building Information Modeling, 이하 BIM)이 어느새 성큼 다양한 분야에 진입했다. 영국, 싱가포르, 미국 등 해외에서는 이미 공공사업 시 BIM을 적극적으로 활용하고 있다. 우리나라 또한 2018년 국토교통부에서 '스마트 건설기술 로드맵'을 마련한 후 공공사업에 BIM을 단계적으로 도입해왔다. 대부분의 발주기관들은 오는 2025년까지 공공사업에 BIM을 전면 도입한다는 계획이다. 성균관대학교 공과대학 건설환경공학부 및 미래도시융합공학과 교수이자 국제건설자동화학회의 종신 상임이사인 권순욱 교수는 '스마트 건설 관리' 연구자이자 국내외에서 활동 중인 CM, BIM의 권위자다. 관련 분야의 책 8권과 100편 이상의 논문을 집필하고 30여 개의 특허·소프트웨어 등록을 보유하고 있다. 텍사스 오스틴 대학교 토목공학 박사 출신으로, 삼성물산, 한국건설기술연구원 등 일반 기업과 국가기관에서 실무와 이론을 두루 경험하며 경력을 쌓았다. 건설연구개발사업, 첨단 융복합 건설기술 등 다수의 국가 건설 R&D에 참여해 초고층 자재, 안전 모니터링, BIM 프로세스 표준개발 등의 시스템을 개발하기도 했다. 해외 연구자들과의 교류에도 적극적이다. 세계 석학들과 '노령 공학' 관련 영문교과서를 공동 집필(스마트주택 챕터 담당)했고, 2016년과 2019년엔 국제건설자동화학회와 국제프로젝트관리학회의 연사 자격으로 강단에 섰다. "영국, 싱가포르 등에선 공공사업을 100% BIM으로 발주하기 시작했습니다. 우리나라 정부도 비슷한 길을 가고 있습니다. 일정 규모의 발주 물량이 안정적으로 나오는 공공기관에서 그렇게 한다는 것은 국가가 전체 패러다임을 바꾸겠다는 의지 아닐까요?" 6월 10일 그의 연구실에서 권순욱 교수를 만나 BIM의 현황과 전망에 대해 들어봤다.

This study deals with the credibility of citizens when investing in uncertain project companies, as well as the Social Performance Compensation Project (SIB) and the IT sharing economy. This allows the convergence of the three sectors to address investment inequalities in economic effectiveness and social security. Activates the model of the overall Social Impact Bond (SIB) process that successfully activates the exchange of information. The empirical presentation of the operations and techniques for social IT service finance examines how the innovation ecosystem can be created with social performance and reward projects. The analysis shows that small sharing institutions or citizens can participate directly to create the ability to connect with private investors, identify the possibility of recognizing non-shared barriers to participation, and show the great impact of citizen trust in IT sharing projects in uncertain areas. As a result, for the sake of social sharing and IT cooperation promoted by the City of Seoul, before the project has the ability to design directly, it will be responsible for reliability and safety in the planning of the project. Therefore, non-shared citizens can also participate in the platform that has been effectively constructed and created.
