도시권하천의 수자원 최적관리방안

  • 우리나라 도시권 하천의 특성은 크게 두가지 경우로 나눌 수 있다. 첫째는 대하천의 분류를 끼고 그 중·하류에 위치하여 상류에 수자원의 정량적·정성적 조절 역활을 하는 다목적 댐을 가진 경우와, 큰 하천의 지류이거나 자체 유역내에 수자원의 정량적·정성적 조절 능력을 가진 시설을 갖지 못한 경우라고 볼 수 있다. 수도권 지역의 한강 분류와 부산권의 낙동강 하류, 대청댐 하류-금강 하구언 지역 등은 모두 다 상류에 수자원의 정량적·정성적인 조절 능력을 가진 다목적 댐을 가진 도시권을 가지고 있다. 한편 대구권은 낙동강 제1 지류 금호강 하류에 위치하고 있으며 청주권은 금강의 지류인 무심천 하류에 대전권은 대전천 하류 및 갑천 유역에 위치하고 있으나 상류에 수자원 조절용 댐이나 도시하천의 수질관리를 위한 적정 시설물이 없는 형편이다. 이러한 도시하천의 수자원의 정량적인 문제점은 해당 도시로부터 많은 각종 용수 수요가 급증하고 있는 반면, 공급할 수 있는 능력의 한계성이 크다는 것이다. 직상류에 팔당댐이 운용되고 있는 한강의 경우, 팔당댐은 한전에 의하여 발전전용댐으로 건설되어 저수 및 갈수기엔 하류의 각종 요수 수요를 충족시키기 위한 하천 유지 용수의 공급을 현재로서는 제도상 보장받지 못하고 있으며, 금강 하류의 인접지역(전주, 이리, 군산 등)에 광역 금강 상수도 망으로서 용수 공급을 하고 있으나 대청댐으로서는 하류지역의 요구에 맞추어 댐 운영을 할 수 있는 여건에 있지 못한 실정이다. 대구권이 있는 금호강은 상류에 영천댐이 운영되고 있으나 이는 유역 변경하여 포항 지역에 용수 공급을 하고 있으나 막상 금호강 자체유역에는 안정된 하천 유지용수를 공급할 수 있다. 청주권의 무심천도 계획상은 대청댐의 물을 공급 받을수도 있도록 되어 있으나 현실상으로 상수도 원수로서의 공급마저도 매년 심한 원수 수질 문제(5-6월, 10월경의 취수장 부근의 부영양화 현상으로 인한 악취와 물 맛의 문제)를 1984년부터 겪고 있다. 이와 같이 도시권 하천의 수자원은 자연적, 인위적, 경제적, 법적, 제도적 여러 제한 요소로서 특성을 가지고 있으며 이는 날로 심해 가고 있는 실정이다. 그러므로 최적 물관리 시스템의 개발이 새로이 시작하는 수자원 개발 사업에서는 계획 단계에서부터 절실히 요구되는 바이며 기존 시설물의 관리 운영은 과감히 그 운영 관리 기준을 보완 재 정비하여야 할 것이다. 지금까지 대부분의 수자원 종합 개발 계획이 홍수방이나 용수 공급 및 수력 개발 등에 주력하여 왔으나 이제는 보다 더 수자원의 환경 보전적 차원과 도시의 안정적 발달을 위한 지역 및 권역 계획과 연계지워져서 양적인 안정 공급과 더불어 질적인 향상과 연계지워서 경제-사회적 요구에 부응할 수 있도록 도시권의 수자원을 최적 관리할 수 있는 방안을 강구하여야 할 것이다. 이는 각 도시 하천의 수자원의 정량적·정성적인 특성 및 제한 요소를 충분히 감안하여 수요-공급 개념에 의하여 과감히 기존 시설(예: 팔당댐의 운영, 대청댐의 운영 등)의 관리 운영 체계를 개선하여 나가야 할 것이며, 수질 보전적-환경 보전 차원에서 저수관리 체계를 확고히 할 수 있는 방안을 강구하여야 할 것이다.

Promotion Strategies for Regional Industries in Relation to a New Innovation City in Korea : A Case Study on the Gyeongbuk Innovation City (혁신도시와 연계한 지역산업 육성전략 : 경북 혁신도시를 사례로)

  • This study aims to present promotion strategies for regional industries by exploring the ways to build industrial cluster focusing on regional strategic industries of Gyeongsanbuk-do(province) which are related to innovation city, by taking Gyeongbuk innovation city as an example. This study presented the methods for linking with innovation cities that focus on regional strategic industries, along with the analysis on the linkage between regional industries and public organizations relocated to local regions. As to the methods for the linkage, methods to build clusters based on the characteristics of each industry, such as electronic information device, new material parts, biological oriental medicine, cultural tourism, eco-friendly energy, etc, which are strategic and leading industries of Gyeongsanbuk-do(province), were presented. It was inferred that the industries which have achieved fast growth such as IT and BT industries, required mutually interconnected collaboration through geographical proximity among related subjects, while sectors with mature technologies, such as automative parts, machinery, steel industries, etc, were found to require more extensive infrastructures like the support of transportation and distribution for promoting current clusters.

Density Predictive Model within the On-Ramp Merge Influence Areas of Urban Freeway - Based on the Beonyoungro in the Metropolitan City of Busan - (도시고속도로의 유입연결로 합류영향권내 밀도추정모형 구축에 관한 연구 -부산광역시 번영로를 대상으로 -)

  • Density is used as the measure of effectiveness within the ramp junction influence area suggested in the KHCM 2005 in the LOS analysis of the ramp junction, and also density predictive models suggested in the KHCM 2005 is constructed based on the expressway with the speed limit of 100km/h or 110km/h in Korea. So, the density predictive models suggested in the KHCM 2005 are needed to verify if the models could be applied to the urban freeway with the speed limit of 80km/h or less, because the speed limits on most of the urban freeways in Korea are 80km/h or less. The purpose in this study is to construct and verify the appropriate density predictive model within the on-ramp merge influence area of the urban freeway by comparing with the USHCM 2000 and KHCM 2005 models.

An Impact of Gas Prices on Transit Demand Using a Time-series Analysis and a Regression Analysis (시계열 및 회귀분석을 활용한 휘발유가격의 광역권별·수단별 대중교통수요 영향력 비교분석)

  • Depending most of its energy sources on foreign countries, Korea efforts to reduce energy consumption in transportation. While studies on the relationship between gas price and transportation demand are many in number, most previous studies have focused on automobile and Seoul. This study analyzes the impact of gas price on transit (bus and subway) demand using monthly data and for various metropolitan areas (Seoul, Busan, Daejeon, Daegu and Gwangju). The research utilizes a time-series model and a multiple regression model, and calculates modal demand elasticities of gas price. The result shows that elasticities of subway demand with respect to gas price is higher than those of bus demand. In addition, elasticities of predominantly automobile cities are more likely to be more sensitive to gas price than those of cities with well-structured transit system.

  • The 1st Incheon Rapid Transit Line opened in October, 1999. However, the current development plans for areas near stations do not involve plans for the both urban planning and transportation together. As the focus on only the aspect of installing a new transportation mode, the developments even make the problems such as reckless development and traffic congestion gets worse. It is required to analyse status of the current land uses and land use plans in the future and consider distribution of functions of the areas near stations and aims of development plans so as to harmonize the functions of each region in view of making balance in the whole city. The aims of developments of areas near stations has to focus on the study follows steps to find and suggest aims and strategies for the revitalization plan for areas near stations with considering the both transportation and land uses together. The plans for the areas near stations of the Incheon 1st Rapid Transit Line are analysed and then the features and rational strategies are derived. The impact is analysed as applying the development strategies derived from the step into the areas near the stations of Incheon 1st Rapid Transit line.

The Strategies for Forming Governance System to Raise Industrial Competitiveness of Metal and Machinery Industrial Clusters in South-East Region, Korea (동남권 기계.금속산업클러스터의 광역적 지원체계 구축전략)

  • This article is aimed to find a more successful way to build a metropolitan-wide governance for enhancing industrial cluster in South-East region, Korea. We begin a research with reviewing a current study of regional cluster and its governance. New industrial system and agglomeration changed regional growth theory and urban system. In traditional system, a central city dominated economy of the metropolitan area. However, with development of new transportation and communication technology, a central city lost their superiority to suburban cities. In other words, growing competition between central and suburban cities changed traditional concentration and diffusion theory of urbanization which dominated urban geography for last decades. Next, current situation of development of industrial cluster in South-East region is examined to suggest policy for more competitiveness. South-East region has grown as the most prominent cluster of mechanical engineering and metal industry in Korea since the late 1970s. In the form of agglomeration and network of a specific and its related industry, South-East region has formed a linear industrial belt along with the inter-regional South Coast Highway and contain about ten industrial cities. Accompanying with this growing South-East region, a problem has risen from geographic mismatch between metropolitan-wide industrial cluster and its administrative boundary. Since industrial cluster has no specific administrative boundary, adequate government support for developing industrial cluster has not been provided. Responding to the problem, academics and policy makers maintain need in establishing a metropolitan-wide governance for supporting a cluster. At the end, this paper provides some implication to planners and policy makers.

Analysis of Regional Environment in the Nak-Dong River Watershed using Geographic Information System (지리정보시스템을 이용한 낙동강 유역권의 광역환경분석)

  • Recently urbanization and industrialization around the Nak-dong river watershed have lead to the regional environmental problems. In this viewpoint, we took up variables which were related to watershed environment, and found out spatial and environmental properties of the Nak-dong river using factor analysis, ANOVA test and geographic information system. The results may be summarized as follows; three common factors which were named as urban, agricultural and industrial pollutant factor extracted from statistical methods. Spatial distribution of watershed environment could be found by connection attributes of factor scores derived from factor analysis to digital map using GIS. According to the results, distribution of pollutant sources were concentrated in the main stream of the Nak-dong river and its tributaries, Kum-ho river. So it is necessary to manage the watershed environment in due consideration of environmental carrying capacity.

Regional Development Policy in Korea-Past, Present and Future (한국의 지역발전정책-과거, 현재, 미래)

  • Recently the World Bank released its World Development Report 2009 (hereafter WDR 2009) with the title 'Reshaping Economic Geography.' In the report, the Korean experience in regional development policy was highly praised. Also, the current government has been trying to reshape the regional development policy in view of 5+2 Economic Regions. The main theme of this paper is how to establish the highly valueadding economic system and how to deal with scale economies for regional development. In this paper these tasks in Korea's regional policy were discussed with reference to the WDR 2009. Enhancing the density of the central city of each Economic Region, reducing the economic distance between cities and rural areas, and getting rid of the barriers to cooperation between provinces are the keys for the efficiency and the effectiveness of the regional policy. In addition, strengthening the national solidarity through collaborative development of 5+2 Economic Regions still remains as one of the major tasks of the Korean government.

  • Purpose: The purpose of this study is to establish a life zone class suitable for Korean characteristics in the post-COVID-19 era and to classify the types for the installation and operation of living SOC facilities. Method: The concept of the life zone was established through policies and previous studies related to the life zone, and data in various fields such as population, employment, transportation, economy, and education were classified using the z-score technique. Result: Korea's life zones can be classified into metropolitan life zones, regional life zones, urban life zones, village life zones, and neighborhood life zones, and depending on their roles, they can be classified into central life zones, workplace-residential balanced life zones, residential life zones, industrial life zones, and low-density life zones. Conclusion: The results of this study show that proper life zone establishment and proper living SOC supply can prevent the decline of underdeveloped areas and contribute to balanced regional development

Construction of High-Speed Railway Based Living Zone Considering High-order Service Accessibility: focused on comparison between Chungcheong, Yeongnam, Honam and Gangwon Region (고차 서비스 접근성을 고려한 고속철도 연계형 생활권 구축에 관한 연구 -충청권, 영남권, 호남권, 강원권 비교를 중심으로-)

  • In a situation where population decline is intensifying, the decline of local mid-small sized cities is emerging as a social problem. The decline will increase the difficulty of supplying demand-based living services. Therefore, increasing accessibility to living services is important for quality of life. With this background, the purpose of this study is to derive living zones that can use high-order services in metropolitan cities through high-speed railway. To this end, the behaviors of residents in mid-small sized cities were investigated through a questionnaire, and living zones and vulnerable areas were derived through a GIS analysis. The results of the study are summarized as follows. First, most of the residents had experience using cultural, medical, shopping, and educational services in metropolitan cities. Second, the time required to visit a metropolitan city for the use of higher-order services was about 2 hours, and the desired time was about 50 minutes. Third, when accessibility is improved, the willingness to use the higher-order service of the metropolitan city is high. Fourth, many regions have been derived as living zones where services of metropolitan cities can be used through high-speed rail. Lastly, the major vulnerable areas were found to be the northern area of the Gangwon region, the northern area of the Yeongnam region, the west coast of Chungnam, and the border area of Jeonnam and Gyeongnam.
