  • This study investigates the patterns of labor market polarization and analyzes the characteristics and roles of regional labor market in the structuring process of the polarization in the metropolitan areas of Korea. The labor market polarization plays a role of key mechanism for deepening social exclusion in the area through expanding low-pay jobs and working poor. It is of great significance to adopt a spatial approach of local labor market in order to understand underlying dynamics of labor market polarization. Especially it is necessary to develop a more differentiated and systematic policy options based on the analysis of labor market polarization in the metropolitan areas of Korea. It is because understanding spatial differentiation of labor market dynamics is essential to figure out the structuring processes of poverty and sociall exclusion in the metropolican labor market in Korea.

  • This study examines the unemployment and labor market demand dynamics as well as their implication for social exclusion in the metropolitan areas of Korea since the financial crisis of 1997. The unemployment research containing significant implication for social exclusion is a key area to be explored with the research of skill and income polarization due to structural economic transformation. Skill polarization usually results in the job loss for some people, which most likely leads to the economic deprivation and social exclusion. The unemployment rate and its regional disparity began to fall since 2000, but the disparity reversed to increase after 2005. The labor market dynamics of the metropolitan areas are turned out to be related with the size of the city and the relative shares of both manufacturing and service sectors. In addition, the employment growth is turned out to be related with the changes of both output and productivity. It is also found that the unemployment is affected with the job change and the tertiarization of the economy. However, it is of more significance to recognize that the dynamics and patterns of the labor market in the metropolitan areas are quite spatially differentiated and the differentiation is likely determined by the factors such as industrial structure, employment dynamics and job demand changes.

  • This study ranks by developing an urban competitiveness index of major global cities, including seven cities in Korea using data from the Global Cities Forecast (2013) provided by Oxford Economics. The City competitiveness index is selected from 18 indicators including scale index, ratio index, growth rate index while Gini coefficient is used for distribution index. In order to analyze the relationship between the competitiveness index and the distribution index, we use the LOGIT panel regression model. As a result, the increase in income inequality (Gini coefficient) has a negative effect on the economic growth rate in 5-year time lag shown statistically significant. We have compiled global rankings of 770 city competitiveness based upon 19 indicators by combining the global competitiveness index and the distribution index. The trend of rank shows that 7 Metropolitan Korean Cities are expected to decline substantially over the period. In particular, Seoul ranked $59^{th}$ in 2010 and $74^{th}$ in 2015. Its ranking is expected to be decline to $185^{th}$ in 2030. The declining competitiveness of Korean cities is expected to lead to a weakening of Korea's national competitiveness in the long run. Accordingly, it is imperative to identify problems and seek strategic plans to secure global urban competitiveness.

  • In order to resolve the imbalances in the supply of living SOCs according to socio-economic status, location, and population groups, the discussions on inclusive city policies are expanding. The purpose of this study is to propose an Index of Park Derivation (IPD) as an alternative indicator for the promotion of an inclusive urban park policy that can be applied in the 7 major metropolitan cities to select a region with a relatively high park needs. The main research results are as follows. First, the concept of an inclusive urban park policy is defined as "a policy to supply to manage high-quality park services with priority given to areas with low socio-economic and environmental status, such as a large amount of elderly, children, low-income families, areas vulnerable to disasters, such as heat and fine dust, and population groups." Second, we developed the index of park derivation (IPD), which is a combination of 17 variables including park service level, demographic characteristics, economic and educational level, health level, and environmental vulnerability. The variables that constitute the index of park deprivation (IPD) can be applied to SOC policies outside the parks, such as sports facilities, daycare centers, kindergartens, and public libraries. Third, applying index of park deprivation (IPD) to 1,148 Eup/Myeon/dong areas of the 7 metropolitan cities resulted in areas with relatively high park service needs. This study implies that the central and the local government suggest an alternative index to promote an inclusive urban park policy based on statistical and geographical information and data that can be easily accessed and utilized.

  • This study investigates the employment and spatial mismatch as a significant acting factor of deepening urban poverty and analyses the placeness of regional labor market that the more efficient place-based labor market intervention needs to take into account. The change of unemployment rate as a regional labor market outcome in metropolitan cities is determined by the dynamic interaction between disequilibrium of labor supply and demand and employment mismatch according to various labor market conditions and its process is certainly differentiated across the metropolitan regional labor markets. In addition, it is analyzed that during the employment suburbanization the spatial mismatch puts differentiated impacts on different labor groups through human capital requirements and industry-selective job opportunities. As a result, because this whole process works with its unique process within individual regional labor markets, in order to link between urban poverty and employment mismatch and to promote problem-solving labor market intervention, we need to develop place-based policy based on the placeness of regional labor marekt.
