Development of Finance Sharing Criteria for Metropolitan BRT Infrastructure (광역BRT시설의 재원분담기준 개발)

  • Metropolitan transport demand has increased in Seoul Metropolitan Area (SMA) due to the expansion of its role and land use. Various public transport modes have to be supplied to relieve road congestions for the convenience of users. During the constructions of theses infrastructures some conflicts between the central government and local governments arise for sharing financial resources. In this study finance sharing criteria is developed for the metropolitan BRT, transfer facility, and public garages. Finally, a case study has been done for the metropolitan BRT between Cheongra and Hwagok area in SMA.

Empirical Study on Public Transportation Demand Change by Providing Metro-rail Service (광역철도 개통에 따른 대중교통 수요변화의 실증적 연구)

  • The ridership and transit systems are influenced by the expansion of metro-rail in Seoul metropolitan area. However, it has been difficult to measure its precise quantitative influences. Also effective policy implementations have been limited due to the lack of practical evidences. Thus an empirical analysis for an operating metro-rail is essentially required. In this regard, this study examines the impact of the Jungang line on transportation system, whose metro-rail block has been recently started new service. The main interest of this study is to find out the changes of ridership and to forecast the ridership changes by the metro-rail service. The results indicate that the effect on auto users is less than that of bus users. The auto demand is decreased by 33.3% and the bus demand by 66.6%. Additionally, its influence on Gyeonggi-do bus was greater compared with that on the Seoul bus. From questionnaire survey, this results could be confirmed. To sum up, the metro-rail gives less influences on auto users, while it gives greater influences on bus users.

An AHP Application to Find the Most Suitable Type of Organizational Formation and Scope of Work for the Upcoming Seoul MTA (AHP기법을 이용한 교통정책 최적대안의 선정 방안연구 - 수도권광역교통청의 최적 설립형태와 업무범위 고찰 -)

  • To improve current transportation service, a new Seoul Metropolitan Transportation Administration (Seoul MTA), backed by Korean central government, is on the way of being established. This paper tries to answer questions such as 'What is the best type of organizational formation of the upcoming institute to deliver better, seamless transportation service?' and 'What is the most suitable scope of work of the upcoming institute to achieve the goal?' A group decision making process, a kind of AHP (Analytic Hierarchy Process) was adopted to measure the experts' preferences of alternatives in quantitative scale measurement. To evaluate the alternatives, five evaluation criteria were selected. Among them, it is revealed that 'Improvement of the transportation service' and 'Political & Administrative power to make it happen' are the two most important evaluation criteria over what types or operating costs of the administrations are. When the five evaluation criteria are applied onto the group of alternatives, it yields that a stand-alone organization, which should be independent from upper-level government body, should have an integrated and sole authority on the area-wide transportation system management.

Identifying Travel Satisfaction in Mega Commuting Trip Using Rasch Modelling (Rasch 모형을 적용한 광역교통서비스의 서비스 수준 평가 분석)

  • Economic development has resulted in the concentration of population and industry in the metropolitan area. Additionally, the Republic of Korea is experiencing this phenomenon, with more than half of the population living in the Seoul capital area. To alleviate this concentration of population, the Korean government implemented the new town development policy. Unfortunately, this has led to an increase in the commuting population, causing an imbalance in transportation services due to financial and policy differences in each region. This paper analyzes the level of user satisfaction with mega commuting in three aspects: mobility, accessibility, and connectivity. To objectively assess the level of user satisfaction, which is qualitative data, the Rasch Model is used to analyze the collinearity of user data. The results indicate that the level of user satisfaction differs by region, and service satisfaction with mobility is lower than that with accessibility and connectivity. Therefore, prior to the introduction of new town policies, it is necessary to develop metropolitan transportation infrastructure.

A research on regional differences in traffic environments and driver's behaviors in Korea (교통환경과 운전자 행동 요인의 전국 지역별 비교)

  • The purpose of this study is to investigate the differences in the traffic environments and driving behaviors in 5 regions of Korea. Data were collected through the survey research from 1387 passenger car drivers in 14 locations in Korea. The main findings of this research are as followings: First of all, There were significant differences in traffic environment factors(road topography, construction, road & safety facilities, pedestrian behaviors, surrounding drivers) among 5 regional areas. When we examined drivers factors, there were significant differences among 5 metropolitan areas on wearing seat belt, most of constructions related to drink driving, speed-limit violation. There were many differences in driving habits, intentions, behaviors including wearing seat belt, driving after drinking according to metropolitan area, and also in case of speed-limit violation and careless driving behavior. These results suggested that there are many differences in traffic environments and driver's behaviors among regional areas. These result suggests that traffic safety policy and practice should be prepared based upon the peculiarities of regional area. We discussed these resulte in terms of the regional traffic policy and the suggestions for future studies were added.

Effects of Financing the Cost of Metropolitan Transportation Facility using TIF (조세담보금융을 활용한 신도시 광역교통시설설치비용 조달효과)

  • Since the introduction of New Towns in Seoul MSA, land price has steadilly been risen due to the financial burden of constructing metropolitan transportation facilities. Despite metropolitan transportation facilities are utilized by New Towns as well as its surrounding area, the current situation is that most of the burdens, which is supposed to be shared with local governments, fall to developers. This study, with the case of Dongtan New Town, is to deduce rational structure of cost-sharing by the analysis of travel demands of metropolitan transportation facilities. Also, for the financing of the cost, the application methods of TIF(Tax Incremental Financing) have been suggested. The results showed that the proportion of travel which origins from New Town was 35.1%, which results in 800 billion won for the share of local government. For financing this amount of the cost, at least 20 years of financial period and the rate of 2% increase of real estate are needed in operating the TIF.

  • Metropolitan buses are managed as either a direct seat type or a metropolitan express type according to the 「Passenger Transport Service Act」. However, a management system that reflects the characteristics of metropolitan buses is not currently established. Therefore, in this study, the driving characteristics of metropolitan buses, dangerous driving behavior characteristics of metropolitan bus drivers, metropolitan bus accident characteristics, and the safety management system of domestic and foreign buses and other means were investigated. Through this, a plan for strengthening the safety management of metropolitan buses suitable for Korea was presented by dividing it into short-term and mid to long term. The short-term plan is a plan that can be carried out through consultation between metropolitan bus agencies and transportation companies, and the mid to long term plan is a plan that can be implemented only when related laws are revised. Through this study, it is expected to serve as an opportunity for in-depth discussions by the government, business operators, and related experts to strengthen the safety management of metropolitan buses.

A Study for the Express Railway of Seoul Metropolitan Area(Kangnam$\sim$Ilsan) (수도권(강남$\sim$일산) 급행철도 도입에 관한 연구)

  • The Seoul metropolitan area is generated the transportation problems of traffic congestion, delay of travel time, etc due to the increase of traffic demand at Seongnam area, Koyang/Paju area, Incheon/Bucheon area, etc, because that have not provided the urban surrounding railway network and live to be concentrated about 49% of the population of Korea. The Koyang/Paju route axis is required the urban surrounding railway network because the share percentage of public transportation is 51%, the automobiles is 48.8% and the subway is 27.3% and the housing development plan for 530,000 persons have provided. According to the result of the study for the introduction of the express railway between Kangnam to Ilsan of 37.8Km, in case of operation of 150Kmm at express railway, the scheduled speed between Kangnam to Ilsan is 103Km/h, the running time is about 23 minutes. The demand of traffic of this project was forecasted about 237,000persons by traffic analysis. This project which was analysed B/C of 1.08 by the result of the feasibility study have a economic feasibility.

Establishing an integrated support system for tourism transportation in a marine city area - A comparison of Yeosu and the Bay Area - (해양도시권 관광교통 통합지원체계 구축방향 연구 - 여수시권과 Bay Area의 비교연구를 중심으로 -)

  • The present study examines how to construct a transport system for tourism in the marine city area of Yeosu. An effective tourism transport system is needed in Yeosu to promote ocean tourism in Korea's southern coastal region. The problems in Yeosu's transport system for ocean tourism were identified by comparing it with the Bay Area in the United States; future improvement methods were deduced accordingly. The transport support system for ocean tourism in Yeosu area was insufficient in many aspects compared with the Bay Area, such as intercity transportation, urban transport systems, and transport information systems. Thus, this study suggests various approaches to building a new ocean tourism transport support system in Yeosu. Connecting transport modes and ocean tourism resources, such as linking intercity and urban transport modes with ocean tourism transport modes, is suggested. It is also recommended that a cooperative transport support system be established for ocean tourism in the neighboring regions of Yeosu. Furthermore, an integrated transport information system for ocean tourism needs to be provided to connect the system efficiently with ocean tourists. This integrated transport support system could lead to a decrease in the cost and time needed for travel.
