한국광산업진흥회 조규종 상근부회장은 "지난 10년동안 광주광산업의 발전이 향후 10년을 내다보는 국가미래 성장동력산업으로 자리매김해 나갈수 있도록 종합적인 광산업육성 로드맵 수립과 광산업 공동브랜드(LUXKO)인증제품을 중심으로 한 광통신 및 LED분야 컨소시엄 구축으로 해외 대규모 프로젝트수주지원을 통해, 광주광산업 2011년도 목표를 달성하는데 최선을 다해 지원해 나갈 계획"이라며 "대내외적으로 도전에 직면해 있는 2011년 광주광산업의 과제를 해결해 나가는데 광산업관련 산 학 연 관의 결집된 동력을 이끌어내는 구심점으로서 한국광산업진흥회가 앞장서 나갈 계획"이라고 밝혔다.

‘광산업이란 빛이 가지고 있는 성질을 활용해 각종 첨단제품을 생산 ∙ 판매하는 산업입니다. 자연광을 포함해 다양한 성질의 빛을 만들고, 제어하여 활용하는 것으로서 전통적으로 광학 및 광원(조명기기) 분야에 국한되었으나, 1960년대 레이저가 발명된 이후 광전자, 초정밀 계측, 의료기기 등으로 확장되어 가고 있는 추세입니다’ 21세기 대표산업으로 자리매김할 광산업을 육성하기 위한 정책입안에서부터 예산에 이르기까지 많은 노력을 아끼지 않은 박태영 전 산업자원부장관은 정부 관계자, 광주시, 광산업체, 학계, 연구소 등 광관련 관계자들의 한국광산업발전을 위한 노력을 치하하고 더욱 분발하여 국내 광산업이 2010년까지 세계 5위권에 진입할 수 있도록 노력해 주기를 바라며 ‘본인도 미력하나마 국내 광산업 발전에 혼신의 노력을 다하겠다’라고 밝혔다.

기계공업은 일반기계, 정밀기계, 수송기계, 전기기계, 조립금속제품으로 구성되는 광범위한 산업 이다. 그 중에서도 일반기계공업은 공작기계, 냉동공조기계, 건설\ulcorner광산기계, 섬유기계,식품가공 기계,제지기계 등의 생산설비를 말하며 대표적인 자본재산업이라고 할 수 있다. 일반기계는 생 산기반 설비로서 제조업의 성장발전과 구조 고도하에 기여하며 국가 경쟁력 기반을 구축하는 요소로서 단기간 내에 경쟁력 확보가 어려운 산업이다. 그러나 일정한 경쟁력만 갖추면 수출산 업화가 용이하고 후발계도국이 따라 오기 힘든 산업으로서 반드시 육성해야만 하는 산업이다. 우 리나라의 경우 기계공업 중에서도 일반기계를 제외한 다른 부문은 어느 정도 국제경제력을 확 보하고 있으므로 여기서는 향후 집중적 육성이 필요한 일반기계에 한정하여 현황과 발전방향을 서술하고자 한다.

The purpose of this paper is to investigate the formation and characteristics of Gwangju photonics agglomeration as a new agglomeration with a new industry. Data used in this study are locally investigatedfirm related data and the result of questionnaire surveys. Major findings are as follows. First, in the viewpoint of policy, national government suggested the whole policy frameworks and financial support for the strategic industrial development. Regional government picked up and fostered the strategic industry. The initial support of the national government and role of regional government triggered the initial development of the agglomeration. Second, in the spatial perspective, Gwangju photonics agglomeration is based on the externalities of knowledge and technology as well as the input-output network within value chains of production. There is a possibility that Gwangju photonics agglomeration will be developed as an innovation cluster of knowledge-based economy in the future beyond a mere production base of photonics.

According to the evolution of knowledge based economy, the expansion of significance of high-tech and technical innovation, in recent, many of local government of Korea have concern on the establishment and promotion of new growth power such as technopolis, science park, and innovative clusters for regional development. This study focuses on the establishment strategy for R&D special district in Gwangju area. Gwangju area have many potentials in several dimensions; comfortable physical environment, new agglomeration of photonics and household electric industry, the existence of excellent research related manpower, the strong networking with universities, laboratories, and firms. In addition, the establishment of R&D special district in Gwangju area will be provide positive effects in the increase of competitiveness of state, balanced development between regions, revitalization and development of southwestern area, and establishment of innovative clusters for regional development. However, in order to promote and establish the R&D special district of Gwangju area, central and local governments have to concern with some improvements such as the construction of R&D related infrastructure, the strengthening of research activities of research institutes, the building of cluster of strategic industries of Gwangju area, the supporting system for the revitalization of R&D special district.
