Study on Changes in Vessel Traffic Services Due to Introduction of Maritime Autonomous Surface ShipsThe development of technologies related to Maritime Autonomous Surface Ships (MASS) has been actively progressing since the mid-2010s, focusing on themes such as collision avoidance, route planning, digital twin, and communication technologies. On the other hand, research on land-based infrastructure connected with MASS, such as logistics systems, port facilities, and vessel traffic services, has relatively received less attention. This study analyzed impact of emergence of MASS on existing vessel traffic service operations and proposed changes in control operations to prepare for its impact. To do this, current vessel traffic service operations were analyzed and elements of MASS technology that could affect vessel traffic control were identified. A survey was conducted among vessel traffic controllers to identify items related to the control of MASS. Results analyzed using the AHP method showed that preparation for emergency response and communication methods with MASS were the most important. Based on this, we were able to derive detailed plans for basic MASS control procedures and emergency response procedures based on data communication within maritime traffic control areas. MASS control procedures proposed in this study are expected to be used as a solution to resolve issues related to traffic safety of MASS in coastal areas.

세계적으로 선박 교통량 증가와 함께 선박 사고 원인의 90% 이상을 차지하는 인적요인에 대한 심층적인 연구의 필요성이 대두되고 있다. 해상교통관제 업무는 고도의 주의와 예측능력을 요구하며 이를 저해하는 인적요인 분석 및 관리 필요성이 절실한 분야이다. 특히 관제업무는 교대근무 등의 불규칙한 근무형태로 인해 발생되는 피로와 업무 집중력 저하, 스트레스가 많은 업무이다. 무엇보다 관제 업무는 해상안전에 핵심적인 역할을 하는데, 관제사의 피로와 스트레스로 인한 업무 차질은 자칫 안전사고로까지 이어질 수 있는 위험이 존재한다. 이렇듯 인적요인이 중요한 영역임에도 불구하고 관제사들의 체계적인 스트레스 관리에 대한 방안은 미비한 실정이다. 본 연구에서는 직무스트레스 유발요인, 유발결과 및 설문조사를 통하여 관제사들의 직무스트레스 현 실태를 파악하고자 한다. 그리고 연구결과를 바탕으로 관제사의 피로, 스트레스를 관리하기 위한 방안과 더 나아가 효율적인 인적요인 안전관리 방안을 모색하고자 한다.

해상교통관제서비스는 그 수요자인 항해자들의 요구사항을 만족시키는 것이 최우선 과제이다. 본 연구에서는 인청항 VTS를 이용하는 선박들을 대상으로 관제서비스 이용자 만족도 조사를 실시한 결과를 중점적으로 분석하였다. 우선 선박통항량과 항행안전정보 제공의 상관관계를 분석하였고, 그 중 유용한 정보에 어떤 것들이 있는지 알아보았다. 이러한 분석을 토대로 선박 통항량 폭주 시 효율적인 관제서비스를 제공하기 위해서는 관제사의 탄력적 배치 및 고객의 요구에 부응하는 맞춤형 관제정보제공 체제를 구축하여야 한다는 결론을 도출하였다.

국내 연안해상교통관제(Costal VTS)시스템은 2012년 여수연안 VTS에 이어 현재 통영연안 VTS가 설립 중이며, 향후 그 범위는 점차 확대될 전망이다. 이를 대비하여 연안 해상교통관제 시스템의 주요시설인 레이더의 기술사양에 대한 분석을 실시한다. 이를 통해 국내 연안환경에 적합한 레이더의 기술사양은 어떤 것들이 있으며, 이 항목의 최적사양을 제시한다. 이러한 분석을 통해 향후 연안 VTS의 원활한 운영을 위해 필요한 움직임을 도출해 본다.

선박교통관제사의 자격인증 교육은 IMO와 IALA에서 권고한 교육과정, 교육과목 및 교육기간 등을 표준으로 한다. 국제적 기준이 현재 교육과 차이가 있고, 대한민국 관제사들이 생각하는 교육의 중요성에도 차이가 있기 때문에 이에 본 연구에서는 선박교통관제사 자격인증 교육 현황을 분석하고, 이를 구체적인 교과목으로 나눈 다음 기존 직원들의 의견을 취합하여 AHP 분석을 통해 상대적 중요도를 평가해 보았다.

VTS operators monitor movements of vessels within their jurisdiction and provide necessary information to ensure safe navigation. This involves communication with vessels within the VTS area. Contents of these communications are manually recorded in logbooks. However, manual logging faces limitations due to its inability to document details comprehensively and the challenge of constant recording amidst various duties. This study aimed to quantitatively analyze the workload associated with manual logkeeping by examining eye movements of VTS operators. Eye-tracking devices were used to measure gaze patterns of VTS operator at the Busan Port. Results indicated that approximately 65% of the VTS operators' gaze was directed towards the operation consoles, which were focal points for marine traffic information. In contrast, only about 9% of their gaze was directed towards logbooks. These findings suggest that while VTS operators predominantly focus on areas related to information gathering and dissemination, logbooks, being information-recording zones, receive minimal attention. For effective traffic management, the primary focus should be on information processing and provision rather than manual documentation.

해상교통관제 구역 내를 항해하는 여객선은 관제센터에서 실시간으로 선박동향을 모니터링하고 있어 사고 발생율이 낮을 뿐만 아니라 사고 발생 시 구조세력에 의한 신속한 상황 대응이 가능하다. 하지만 관제구역 밖을 항해하는 여객선은 상대적으로 사고 발생 시 구조세력이 도달하기 까지 많은 시간이 소요되는 등 여러 환경적 요인에 의해 사고 발생율이 높게 나타난다. 이번 논문에서는 관제구역 밖 여객선 사고 인지의 한계에 대해 분석해보고 효과적인 여객선 사고 예방 방안에 대해서 논해 보고자 한다.

울산항은 입출항 선박의 항행안전을 위해 1996년 9월부터 해상교통관제실(VTS)을 설치운영하고 있으나 많은 물동량으로 빈번한 선박통항과 액화가스, 케미컬 등의 위험화물운송선박의 통항 등의 여러 가지 위험요소가 상존하고 있는 개항장이다. 특히 현대 미포조선소와 인근에 산재해 있는 중소 조선소 등에서 발생되고 있는 선박 조립용 블록을 운송하는 예 부선들의 빈번한 운항은 울산항의 안전한 물류유통에 많은 어려움을 야기하고 있는 실정이다. 한편 울산항 해상교통관제실에서는 레이더사이트의 운항선박에 대한 데이터, PORT-MIS의 선박관련 데이터 및 최근 선박자동식별장치(AIS)의 데이터 등 많은 정보들에 의해 운항 선박들의 항행 안전을 도모하고 있다. 따라서 본 연구에서는 선박 조립용 블록을 주로 운송하는 울산항의 (주)보성해상개발에서 TRS를 이용한 자체 운항관리실을 운용하여 운송효율과 안전운항을 노력하고 있는 상황과 그 결과 울산항 해상교통관제에 미치는 효과에 대해 분석하여 그 효율성을 나타내었다.
