Currently, the adoption of FTZ(Free Trade Zone) has been recognized as one of the most important strategies for becoming hub port in the world. For this reason, various policies for successful implementation and adoption of FTZ have been presented, and a special law related this FTZ was actually built in 1999. In the mean time, a port logistics industry is deeply related to the successful implementation of FTZ. However, although many research about FTZ have been conducted, there have been little previous studies about port logistics firms and FTZ. Thus, the aim of this study is to investigate a market structure of firms related to Port Logistics effectively and to analyze the perception of these firms about FTZ in Busan.

There are several Customs Free Zone in Korea. Those are Susan Port, Kwangyang Port, Inchun Port. and International Airport Inchun. And there are several zone which will be appointed soon, Busan Port area, Kwangyang Port area, Inchun Port and International Airport Inchun area. But there are many problems to operate CFZ in Korea. This paper aim at pointing out for the problems and drawing up the plan. The problems are an unreasonable incentive standard, security of the behind site related to CFZ, present customs law not to process and assemble, and several similar system related CFZ. Globalization and regionalization are major trends in the international economic system recently. So we have to make desperate efforts to win the severe competition among many countries in economic aspect and make a good plan to solve the problems related CFZ in future.

As the environment for international logistics varies according to the globalization in world economy, world-class seaports are struggling for the position as strongholds in their own block. As a new government begins its own era in Korea, they are positively implementing their strategies at the level of government for making the Korean Peninsula the logistics centre in North-eastern Asia, marking the most of its geographic advantage. As one of those strategies, it plans to foster a specific area as an international logistics base camp in Northeast Asia by activating its logistics industry through inducing multinational logistics enterprises. In reality, however, in order for Busan seaport, the late-comer, to induce investment from the world-class multinational companies, a considerably large volume of investment should be given from both central and local governments. Accordingly, the objective of this study is to assess its competitiveness and to suggest an activation plan for BSDFA(Busan Seaport Duty-Free Area), based upon the results of on-the-spot interviews in China and Japan. The survey for the respondent's preference by way of Conjoint Analysis indicated that Investment procedures and limitations get the highest 36.2％ preference, so the most critical strategy to be considered for attracting enterprises into DFA(Duty-Free Area) is to solve the problems related to the investment procedures and limitations. The simulation analysis results for market share showed that UAE has the highest preference and BSDFA the lowest preference among the five countries. However, when the levels of investment procedures and limitations and production costare upgraded, the competitiveness of BSDFA was elevated next to that of UAE among the 5 countries. Thus, in order for BSDFA to obtain competitiveness, it is implied that production cost level as well as investment procedures and limitations level, should be lowered so that it could meet companies' demand.

관세는 국가가 조세법률주의의 원칙에 따라 법률에 의하여 국가재정의 수입 또는 국내산업의 보호를 목적으로 수입물품에 대하여 부과하는 조세이다. 관세의 전제가 되는 관세선(custom line)은 관세에 관한 법률규제가 이루어지는 경계로서, 정치적 경계인 국경선(national frontier)과 일치하는 것이 일반적이지만 반드시 일치하는 것은 아니다. 정치적으로는 자국의 영역이라도 관세제도상으로는 타국의 영역과 동일하게 다루어지는 자유무역지역, 그와 반대로 정치적으로는 타국의 영역일지라도 관세제도상으로는 자국의 영역과 다름없는 보세구역이나 관세동맹국 등이 있기 때문이다.

This study is intended for the development of urgent facing strategies for the designation of a CFZ(Customs Free Zone) in Incheon city. First, it analyzes the current status of the Incheon CFZ. Next, it suggests several strategies for successfully growing the CFZ of Incheon City. Finally, it develops and proposes a method for establishing an integrated management system for the effective management of the CFZ. The key findings of this study are as follows: First, the CFZ should provide state-of-the-art movement of port logistics, create new added value caused by the movement of logistics, and provide other public support. The Incheon CFZ should be developed in three stages: an inducement stage in 2002-2005, a growth stage in 2005-2008, and an implementation stage in 2008-2011. Second, The parties responsible for the management of the CFZ would be as follows: for the port area, the Ministry of Maritime and Fisheries; for the back space of CFZ, Incheon City; and for port management, port management companies. However, a committee for CFZ management is strongly suggested for the improved efficiency and effectiveness of CFZ management. Furthermore, additional regulations ensuring the role of local government will likely be necessary for the sucessful designation and sustainable management of the CFZ. Third, For the creation of additional revenue, reformation of the current laws of the CFZ are recommended in the area of business administration. Fourth, A strategic marketing plan that supports the successful management of the companies of the CFZ will be a key component in the success of the CFZ. Thus, the new marketing plan should be developed in the near future based on case studies of other CFZs. Fifth A method for an integrated CFZ management system was developed and suggested for the comprehensive and transparent management of port logistics.

최근 경제자유구역에 관한 법률이 통과되면서 인천, 부산, 광양항이 그 첫 번째 대상지로 지정될 예정이다. 그러나 경제자유구역 제도는 동북아 비즈니스 중심국가 상업의 일환으로 매우 중요한 사업이지만 수도권과 대도시 중심의 지역간 불균형발전 초래, 유사한 제도인 자유무역지역이나 관세 자유지역, 국제자유도시, 외국인투자유치지역 등과의 중복성으로 자칫 비효율적인 투자가 우려되고 있다. 본 연구는 군산항 인근을 경제자유구역으로 지정할 필요성과 잠재력을 제시하고, 경제자유구역제도의 발전방향과 유사지역과의 통합정보 관리시스템 도입방안을 제시하고자 한다.
