Using Next Generation Technologies to Resolve Construction Labor Shortage Problems (건설기능인력 수급 불균형 문제 해결의 대안 제시)

  • Labor shortages are a serious problem for Korea's construction industry. The problem is both quantitative and qualitative. There is a shortage in supply as due to a decrease in the influx of new labor, and existing workers are less productive as they age. The problem will only get worse as more and more major public projects are being planned. Options for increasing the labor supply are somewhat limited, and thus efforts need to be made to adopt new technologies that can improve the productivity and efficiency of field work and their processes. This paper introduces seven innovation technologies that have the best potential to increase productivity and thus reduce the burden of labor shortage problems. These include 1) Substitution by use of robotics and automation, 2) development and applications of Innovative materials to reduce on site field work, 3) increase in productivity through the implementation of Information Technology, 4) improved productivity through the application of modules, and prefabrication, 5) prevention of rework and redesign, 6) diversification of labor by integrating labor skills, and 7) improved productivity by standardizing site processes.

  • 글로벌 IS 소싱이 확산됨에 따라 다국적 팀원들로 구성된 글로벌 프로젝트 팀이 급격히 늘어나고 있다. 상이한 시간대에 위치한 팀원 간의 상호작용이 필수적인 글로벌 프로젝트는 이러한 시간적, 공간적 복잡성 때문에 프로젝트의 성공적 수행에 많은 어려움을 겪고 있다. 본 연구는 성공적인 글로벌 프로젝트 수행에 필요한 프로젝트 관리 역량에 대한 탐색적인 연구 조사를 하고자 한다. 본 연구는 글로벌 프로젝트 관리 역량을 정보 기술적 역량(IT capability)과 인적 자원 역량(human resource capability)의 관점에서 고찰하였다. 연구 결과에 따르면 기술적 역량으로는 팀원 간의 조정 및 지식 공유 등을 지원하는 협업 도구(collaborative tools)가 프로젝트 성공에 중요한 역할을 하고, 인적 자원 역량과 관련해서는, 기존에 중요시 여겨지던 기술적 지식들 보다는 경영학적 관리 지식 및 의사 소통 능력 등이 중요시 여겨지는 것으로 나타났다. 인적 역량의 관점에서, 본 연구 결과는 해외소싱이 활발해 짐에 따라 프로젝트 관리자(Project Manager, PM)들이 가져야 하는 주요지식으로 기존의 기술적 지식의 비중은 급격히 줄어든 반면, 의사소통 능력, 해외개발 인력관리, 소싱전략 등과 같은 관리에 대한 지식과 비즈니스 업무지식이 점차 중요해 지고 있음을 보여주고 있다. 한국의 해외 소성은 매우 초기 단계에 있지만 본 연구는 차제에 한국의 IT 인력 특히 PM 인력들이 갖추어야 하는 지식요건과 해외소성을 관리하기 위한 기술적 역량 등에 대한 방향을 제시하고 있다는 점에서 의의가 있다.

  • School facilities are in 2000, diversification, mechanized and 'green' change rapidly. School facilities Maintenance, however, maintains a simple maintenance practices in the past. Fortunately, in 2005, from BTL maintenance practices in the private sector has introduced changes in business with the advent of school facilities continues. Thus, facilities maintenance practices that are dotted throughout the country, human resources, dear, detailed by the managing body by operations, facilities maintenance to restructuring the system. The Meaning and Challenges of Health Care Workforce Support Act (보건의료인력지원법의 의미와 과제)

  • The 「Health Care Workforce Support Act」 was came into effect on 29 October 2019. Health care workforce is the most important national health resource, and the quantity and quality of them is also related to the level of national health care. This study examined the background and major contents of this Act and suggested future improvement by analyzing main issues. Th e Act was enacted to support the health care workforce for their recruitment and better working environment. By stipulating the establishment of the master plan, management of the supply and demand, improvement of working environment for health care workforce, the act contributed to raise the quality of health service and health promotion. Given that the act was developed in consideration to support of health care workers, it has many meanings. However, it is necessary to reexamine the above-mentioned five issues in order to develop the effective law while utilizing the significance of the law for health care workforce support and has to revise as soon as possible.

  • The recent plant order of oversea in domestic engineering and Construction Companies have been growing since 2003. In 2006, the total order came out 2.54 billion dollar. And in a quarter of 2007, the Ministry of Commerce announced that total order already came out 900 million dollar. They expect that the plant industry in the global market will be grown more in near future. However, even though there is growing plant businesses in oversea specially focused on the Middle East area, the domestic large engineering and Construction Company now face up the shortage of specialty manpower. Moreover, the domestic small and medium enterprises have same problems as large companies have. The plant construction industry is expanding rapidly, but the supply of specialty manpower can not follow its growing business. Also, most new supplied manpower is the person who graduated recently and received the degree in the different civil engineering track other than the plant major track, they are required to be re-educated. So, it is unable to deploy in short time. Also, there is shortage of manpower in the Construction Management financing division. Consequently, this project will study the efficient method of training for specialty manpower, provide the solutions.

  • University graduates from construction-related departments are undergoing serious difficulties in getting a job as construction companies are reluctant to employ new personnel due to the depression in the construction industry which has been downscaled in both domestic and overseas markets. In the situation is like this, statistics show that the percentage of employment among the university graduates is less than $25\%$, the unemployment problem in the construction sector has started to demand urgent countermeasures. This report anticipated demand and supply for technical man power in the field of construction in between 2002-2008. For preparation of an effectiveness of supply and demand plan on over-supplied in construction technical man power, this suggested expansion of SOC investment, induced into IT field of unemployed construction manpower, enlargement of overseas construction manpower And this considered an elastic operation of curriculum related to construction, and arranged an excess supply and demand of construction technical manpower, which has been considered to education that will meet with demand of enterprise, etc. on both side of quantity and quality simultaneously.

  • R&D Personnel information is constructed locally based on the needs of each institute and therefore is distributed over different databases. It does not support inter operability which makes it difficult to access and update that leads to the problem of ineffective usage. In this study, we have categorized the lower level information that forms the domestic S&T Personnel and defined the relationship between each type of information to suggest a standard for the data elements that guarantee the access to specific information in order to support inter operability. We have analyzed the human resource information database of domestic and foreign research institutes for the data modeling. We have also made reference to the standard metadata and database of other types that can be linked with the human resource information in designing the data elements. ISO/IEC 11179, the international standard for the metadata registry(MDR), was adopted to apply the object, attribute and expression to be described to the name of the data element.

  • This study has been carried out to provide data for the workforce by analyzing personnel status of medical device manufacturers, level of difficulty in securing human resource, reason for difficulty in securing human resource, resignation rate, and recruitment methods. Results, medical device manufacturers are required overseas sales personnel responsible for international certification and exported, regardless of the production item. And the company is located in the metropolitan area did not facilitate a secure workforce. Medical device manufacturers have difficulties in securing personnel, regardless of the employees and sales. In particular, Class 3 production company was more difficult. The reason that it is difficult to secure the human resources is attributable to the poor working conditions of the private companies and there is a few possible employees equipped with the job competency demanded by corporate entities. With respect to the analysis on the retirement rate, the larger the company scale and the more the employee number, more difficulty is experienced in the human resource management. Therefore, for any medical device manufacturers with large organization scale, it would be critical to introduce appropriate human resource management program.
