Analysis on the Rules for Quality Management and Electronic Delivery of Surveying Results (측량성과 품질관리 및 전자납품을 위한 관련규정 분석에 관한 연구)

  • 본 연구의 목적은 측량성과의 체계적 품질관리, 측량성과 관리업무의 효율성 향상 및 비용절감을 위하여 측량성과의 전자납품 및 품질검사의 자동화 방안을 연구하는데 있다. 이를 위하여 측량성과의 품질관리 현황 및 작업규정을 분석하고, 측량성과의 전자납품 및 품질검사 자동화를 위한 기본방안을 제시하였다. 측량 성과품의 유형을 품질검사의 자동화 측면에 구분을 해보면, 첫째, 품질검사의 자동화가 불가능한 유형, 둘째, 포맷분석과 소프트웨어 개발을 통하여 자동화된 품질 검사가 가능한 유형, 셋째, 제도적인 보완을 통하여 자동화가 가능한 성과품 유형 등 세 가지 종류로 분류가 가능하다. 이러한 측량성과품의 품질검사업무의 자동화는 크게 단기간에 미시적으로 해야 할 사안들과 중 장기에 걸쳐 거시적으로 추진해야할 사안 등 두 가지 측면의 시각으로 접근해야 하며, 업무적인 측면, 제도적인 측면 및 정보기술적인 측면에서 종합적으로 검토되어야 할 것으로 판단된다.

How Smart Workers Cope With Techno-Invasion Stress in Work Domain (스마트워크 사용자의 업무 영역에서 기술침해 스트레스 대응방안에 관한 연구)

  • With diffusion of Smart Work, a problem has been raised that Smart Work makes the boundary between work and nonwork blur, and may cause technostress. In order to find out whether Smart work copes with techno-invasion stress in work domain, we need to understand the precedence factors influencing on job satisfaction and the role of boundary management strategy which Smart Workers actively choose. This paper developed a research model containing a causal relationship among four factors, nonwork-to-work interference, job autonomy, job commitment, and job satisfaction, and the moderation effect of boundary management strategy. The findings show that overall hypotheses were accepted based on the pooled data, but three hypotheses test on job satisfaction by boundary management strategy type differed. These results suggest that in accordance with the boundary management strategy of Smart Work users, different change management need to be prepared.

Common Business Analysis of Disaster and Safety Response Processes Based on Crisis Management SOP Manuals for Development of BRM (재난안전 분야 기능분류체계(BRM) 개발을 위한 위기관리 표준매뉴얼(SOP) 기반 공통업무 분석)

  • In order to effectively respond to repeated disasters, the most important thing is the systematic management of records which were produced from past disaster response processes. It is necessary to develope a business reference model(BRM) to incorporate scattered disaster safety record information resources into the record management system. In this regard, this study examined crisis management standard operation procedures(SOP) manuals and analyzed common businesses of disaster and safety response processes. Based on analysis of 28 manuals three times, 1,667 main business transactions are drawn, which are grouped by 5 middle functions and 20 small functions. Furthermore, by looking at forecast records by business type, several insight is proposed in terms of disaster and safety response business processes and of disaster and safety records management.

  • RFID(Radio Frequency Identification)를 이용한 창고관리시스템은 작업환경을 개선시키고 작업처리 속도와 정확성을 증가시킨다. RFID 기술은 기존의 바코드를 대체하여 물품관리를 네트워크화하고 지능화함으로써 창고의 물품관리에 혁신을 선도하고 있다. 그러나 RFID는 포장의 물질적 특성, 태그부착 위치, 노이즈 발생원이 있는 주위작업 환경 등에 따라 인식률에 상당한 차이를 낼 수 있고, 이러한 문제 때문에 실제 비즈니스 영역에서의 적용이 다소 제한받고 있다. 그러므로 RFID를 이용한 창고관리시스템이 모든 업무에 가동되어 업무 효율성을 높이기 위해서는 업무 흐름 도중에 발생할 수 있는 다양한 예외상황을 찾아내고 이를 빠르게 해결할 수 있는 방안이 필요하다. 본 논문에서는 RFID를 이용하는 냉동창고에서 업무 자동화가 끊어짐없이(seamless) 이어질 수 있도록 다양한 유형의 RFID 오류원인을 식별해내고 이를 해결할 수 있는 방안에 대해 제시한다. 이를 위해 RFID가 동작하는 작업환경을 업무 별로 분류하고, 각 작업환경에서 진행되는 업무흐름을 분석하여 각 오류를 유형별로 체계화 시킨다. 분류된 오류들에 대해 이를 감지하고 해결할 수 있는 방안을 찾음으로써 냉동창고 내의 전체적인 업무흐름을 원활히 하여 업무처리 소요시간을 줄일 수 있게 한다.

  • There are nearly 700 public agencies which should establish their own record centers in Korea. Until the end of 2005, nearly half of them had established record centers. It is the time, now, to try not only to force establish them continuously but also to choose their substances. This study aims to propose a business model for Korean record center and differenciate it according to public agencies specialities.   • 메가프로젝트(Mega-Project)는 다양한 유형의 시설군을 복합 개발하는 건설사업으로서 규모가 크고 복잡한 경우가 많기 때문에 종합적인 사업관리에 어려움이 따른다. 따라서 메가프로젝트는 기존의 단위프로젝트 수준이 아닌 프로그램 수준에서의 관리체계를 필요로 하며 그에 적합한 업무분류체계(WBS)를 구축해야 한다. 업무분류체계는 사업관리를 위한 전체적인 구조를 수립하는 기반으로서, 현재 프로그램 관리 수준의 업무분류체계의 기준이 갖추어지지 않은 상황이다. 이에 본 연구에서는 메가프로젝트를 위한 업무분류체계기준(WBS Basis)를 개발하여 메가프로젝트의 업무분류체계 구축을 지원하고자 한다. 메가프로젝트 생애주기에 포함되는 전체 시설군, 업무 및 용역, 기록문서, 정보 등을 대상으로 하였으며, 기존 사례분석과 관련 분류체계들을 바탕으로 초안을 작성하였다. 이후 현장시험을 통한 검증을 거쳐 최종 업무분류체계기준을 완성하였고 분류내용과 활용방안을 소개한다.

  • Recently, interests in the notion of PKMS(Process based on Knowledge Management System) utilizing BPMS(Business Process Management System) and KMS(Knowledge Management System) have been significantly increased. Specially, most public organizations require their own effective knowledge management strategies since public business service needs various knowledge types. Based on a comprehensive framework that reflects lifecycle requirements of KMS and BPMS, we propose an PKMS system architecture, which performs step-by-step knowledge-providing strategy in public organization. To propose a PKMS architecture, this paper first investigates inter-relationships between public business and various knowledge types, and classifies knowledge types into three groups and then we suggest knowledge management strategies considering priority order among knowledge groups. Based on the proposed knowledge management, a PKMS system architecture can combine the advantages of the KM and BPM paradigms. This paper presents the PKMS system applied to employment insurance business part in real environment and demonstrated the advantages via inter-relationships between KM and BPM requirements.

  • The business management system is a standardized system commonly used by government agencies and is a major tool that remains in the work process and decision-making of government agencies. Production of document-type records is mainly focused on approval documents, so it does not cover various types of records. In a changing environment such as the production of new digital types of records, the emergence of various collaboration software and work systems, and remote work, it is necessary to think about the direction the government work management system will go. This study investigates business systems and utilization methods of competitive companies, analyzes the usage status of On-Nara 2.0, a government business management system, and conducts interviews with business managers. And the purpose is to analyze what kind of difference there is. In addition, we would like to suggest improvement functions and policy directions to respond to digital innovation and improve job accountability and efficiency.

  • Domestic CM market has continued to grow since the enactment of CM policies in 1996. In addition, future CM market is forecasted to have potential high growth. Therefore, it is necessary to apply various CM business models reflecting the owner's requirements and characteristics in order to improve in the CM industry and to strengthen the competitiveness in the overseas construction market. In this context, the purpose of this study is to suggest strategies of various CM applications based on comparison of 4 cases analyzed by 'business weight' and 'business depth' in terms of business function as well as by the types of 'CM market' and 'CM practice'. Result of this comparative analysis shows that each case presents differences in terms of type, business weight, and business depth of CM practice. However, domestic public CM services are currently being challenged to strengthen capability throughout the project life-cycle against the limitation of government's CM policies focused on the construction supervision. A Study on the Development of the Classification Table of the Records of the Association for the Bereaved Families of the Hampyeong Massacre Victims (함평사건희생자유족회의 소장 기록물 분류표 개발에 관한 연구)

  • The purpose of this study is to establish a classification system for the records of the Association for the Bereaved Families of the Hampyeong Massacre Victims. The content of the records is accordingly implemented through a functional source principle, and a classification table is presented in such a way that it reflects the characteristics by type and by production period so that the records can be used effectively. DIRKS, a methodology for the development of the functional classification system, is used to conduct a functional analysis of Hampyeong massacre victims' families to derive a task classification table that leads to task function-work activity-handling actions. The category is determined by taking into consideration the type and nature of the time of the production of the records of the Hampyeong massacre victims' families. The records are mapped according to the function classification system, which corresponds to the task classification table, and the multicategory system that drafts the type and period, which is used to classify the functions. The medical institution introduces a system for classifying records into task subjects, task activities, handling actions, types, and period.
