Occupational safety and health management cost (OSHMC) is helpful for managing safety in construction sites. However, OSHMC has been criticized for various aspects, including the fact that OSHMC cannot reflect features of individual constructions when counting up and executing OSHMC. This study proposes the approach to distribute OSHMC by project size and activity type with the consideration of accident rates for various activities. Using 1,046 data obtained from Construction Safety Management Integrated Information (CSI), this study calculated the relative risk factors for each activity. The distribution of OSHMC is proposed based on the risk factors. The results were validated by industry expert interviews. The distribution proposed in this study will help construction managers establish and execute OSHMC usage plan effectively.

지난 몇 십년동안 전 세계적으로 제조기술 분야의 급속한 성장으로 대부분의 제조업에서 눈부실만한 품질향상과 생산성 극대화를 이루어 왔다. 하지만 현재 제조기술 분야는 새로운 문제에 직면하고 있다. 실제 현장에서 관리하고자하는 품질특성은 정규분포를 따르지 않는 경우가 많은데, 대부분의 통계적 공정관리기술체계가 정규분포를 기반으로 하고 있다는 것이다. 이러한 이유로 비정규 공정에서 극소불량관리, 미세변동관리에 대한 연구가 시급한 실정이다. 하지만 비정규 분포를 통계적으로만 해석하고 설계하기 위해서는 현실적으로 한계가 있으며, 경제적 설계의 접근방법이 또 하나의 좋은 대안이 될 수 있다. 본 논문에서는 비정규 공정에서 관리도의 경제적 설계를 위한 연구동향을 살펴보고 추후 연구방향에 대해 제시하고자 한다.

댐 및 이와 관련된 시설은 일반 공공 시설에 비해 수명이 긴 것이 특징이다. 최근 이러한 댐 시설은 준공 후 30년에서 50년 가까이 경과한 것이 많아 지금까지 경험한 적이 없는 하드웨어적, 소프트웨어적 관점에서의 노후화 및 시설 관리 문제가 현실화될 가능성이 점증하고 있는 것이 현실이다. 이에 기존 국내 외 연구를 살펴보면 시스템 도입 측면에서의 연구가 많다: (1) 다양한 고용량의 데이터를 통합 관리하기 위한 시스템, (2) 댐 준공까지의 기존 정보를 효율적으로 열람 검색 할 수 있는 시스템, (3) 댐 관리 대장 시스템 등. 그러나 근본적인 관점에서 살펴보면 이러한 시스템 도입 조차 사람의 운용, 재료 및 설비의 구매, 그리고 시스템의 운용 등을 위한 재원의 조달이 근간이라 할 것이다. 이에 본 연구는 재정조달의 관점에서 국내외 댐 유지관리비 산정기준 사례를 비교 검토하고자 한다.

본 연구에서는 비정상적 사건을 정의하고 이에 따른 비정상적 위험의 구체적인 유형을 파악하며, 이와 관련된 사학연금의 위험관리 체계에 대한 검토와 함께 비정상적 위험에 효과적으로 대응할 수 있는 자산운용방안을 제시하였다. 우선 비정상적 사건을 '과거 자료를 이용한 발생확률의 추정이나 발생여부에 대한 예측이 불가능하며 따라서 이의 발생 가능성을 사전에 고려하고 대비하는 사전적인 대처가 어려운 사건으로서 자산운용과 위험관리에 무시할 수 없는 영향을 미치는 사건'으로 정의하였으며, 이의 구체적인 형태로서 금융위기를 포함하는 9가지 사건 유형을 파악하였다. 동비정상적 사건들은 포트폴리오 투자를 통한 자산운용에서 개별자산군의 기대수익률과 위험 및 자산군 사이의 상관관계에 영향을 미쳐, 기존의 자산배분안의 최적성을 상실시키고 위험수준의 측정치인 VaR값을 과소 또는 과대추정하게 할 수 있는 것으로 분석되었다. 한편 비정상적 사건의 해외 사례에 대한 분석에서는 비정상적 사건의 영향이 개별 사건마다 다양한 양태로 발현되는 것이 관측되었다. 본 연구에서는 사학연금의 현행 자산배분 체계가 이와 같은 비정상적 사건의 영향에 적절하게 대응하기 어려운 상황이라고 진단하였으며, 비정상적 사건에 적절히 대응하기 위한 자산관리방안의 일환으로서 일별 수익률 자료를 사용한 비정상적 사건의 영향 평가방안을 제시하였다. 한편, 사학연금의 현행 위험관리 체계는 비정상적 사건의 발생에 적절하게 대응할 수 있는 것으로 평가되었다

과거의 관리기법인 사후보전을 초월하여 예방보전의 요망사항이 점차 높아지고 있다. 따라서 무관심하게 설치된 수변전설비의 중요한 설비의 하나인 피뢰기, MOF, ASS 등으로 인한 사고사례와 대책을 제시하여 안전관리 업무에 기여 하고자 한다.

Clients ought to Appropriate the cost of quality management for contractors based on Construction Technology Management Act. The costs of safety management and environment reservation are separately estimated. and the quality management cost is added up to secure the construction quality required on sites. However, the sufficient cost for quality management was not allowed to the contractors, due to the viewpoints of the clients that the quality management should be one of the duties of contractors. In addition, an Account-related legislation enacted a provision of the labor cost of quality management as the one that should be included in the indirect labor cost. From the continuous survey the quality management cost is currently estimated by 0.2% of the total project cost and the contractors protest the portion of the quality management cost is insufficient. Thus, this paper aimed to provide the bases of estimation of the actualized quality management cost considering the viewpoint of contractors.

This paper suggests phased influence factors on construction cost and approximate estimation model for integrated project cost management.

뚱뚱한 아이들이 늘고 있다. 어린이 비만의 문제는 아이들이 뚱뚱하다는 것에서 그치지 않는다. 흔히 얘기하는 성인병을 어릴 때부터 앓게 하는가 하면, 어른이 되어서도 여전히 성인병의 늪에서 헤매이게 하는 커다란 원인으로 작용한다. 이렇게 무서운 어린이 비만을 해결하기 위해 한국사회체육센터(강동구 둔촌동 482-1105)에서는 비만아 체력단력교실을 ‘84년부터 열어오고 있다. 이 교실은 단기간에 살을 뺀다는 의미보다는, 비만아들에게 움직이는 것을 즐겁게 생각하도록 하고 자신감과 사회성을 갖도록 해주는데 더 큰 목적이 있다. 치료 위주가 아닌 예방의학적 차원의 건강관리와 밀접하게 접목되는 사회체육의 의미를 보여준 비만아 체력단련 교실의 프로그램과 의의를 소개한다.

In most PFI(Private Finance Initiative) projects in Korea, the project management are in charge of the Special Purpose Company(SPC) established for carrying out the project. This paper is a case study about an owner CM executed by the organizations and staffs of SPC itself. : Seoulbeltway (Ilsan $\~$ Toegaewon) Private Investment Project. In time management area, the SfC was the leader of project management throughout the life circle - plan, design, permit, construction, operation and maintenance - beyond the schedule manager's role. In cost management area, the methods of reducing the total costs by VE, new technologies, etc. has been needed assuming the construction risks were subject to SPC.

원자재 가격의 계속된 오름세는 그렇지 않아도 힘겨운 설비건설업계를 더욱 옥죄고 있다. 이번 호에서는 4/4분기 주요 자재 전망과 현장 손익관리 요소에 관하여 소견을 내어 보았다. 현장 손익의 핵심 요소는 인건비, 자재비 관리라고 할 수 있는데, 인건비는 단가가 거의 고정이므로 투입 인원 관리 외에 별도로 고려할 내용이 없지만, 자재는 공사기간 내내 변동성이 크므로 특별한 전략이 필요하다고 생각한다. 먼저 자재 동향부터 살펴 보자.
