난간의 각 구성요소는 설치장소 및 용도에 따라 여러 설치 관련규정에 의해서 규제되어 있는데 이 규정은 난간의 높이에 대한 규정으로, 이러한 규제된 난간의 요소 중 하나인 난간 높이와 실지 소비자들이 느끼는 심리적 안정성이 일치하는가에 대한 여부는 여전히 의문으로 남아있다. 건물의 옥상에 설치된 난간에 대해서 난간의 높이가 아닌 다른 어떠한 구성요소가 실지로 소비자들에게 조형적 안정감을 주는지에 대한 부분은 연구가 상당히 미흡하다고 생각한다. 본 연구는 부산에 위치한 초등학교를 대상으로 4층 이상의 고층구조물에 설치되어 있는 난간을 범주로 하여 설문조사를 실시하고, 난간이 설치되어 있는 현장에서는 EKG(심전도 테스트)를 시행, 사용자들이 기존에 인지하고 있는 난간에 대한 느낌과 현장에서 실제로 느끼는 조형적 측면의 심리적 안정감 및 다른 요소를 분석하여 사용자가 안정감을 가질 수 있는 난간디자인에 필요한 구성요소를 발견하는 것이 본 연구의 목적이다. 또한 기존에 사용하고 있는 난간 설치의 규정의 정당성 여부를 고찰 및 재조명하여 사용자의 심리적 안정성을 충족시키는 가에 대한 자료 제시를 목적으로 한다.

The purpose of this study is to confirm violence regulation of television. Television programs that infringed the standards of violence and were sanctioned, were analyzed in terms of broadcasting violence standards and the level of sanction imposed, according to network and cable television. The results show that both network and cable television were mainly imposed on sanction of caution and recommendation. And violation of article 36 was most. But there were differences in violation of articles 36, 39, 51 between network and cable television.

This study aims to examine the problems of the Article 31 of the Korean Copyright Act and to suggest the improvement of the Article 31. The study analysed the establishment and revisions of the Act and the Article 31. The study suggests the followings for the improvement of the Article 31: firstly, to limit copyright limitations for libraries operated by profit organizations but to extend copyright limitations for libraries operated by non-profit organizations, secondly, to abolish the system of property rights compensation, thirdly, copyright organizations and library associations closely discuss to solve the problems on reproduction prevention measures, the amount of reproduction, the inter-library loan of library materials among libraries.

When sea going vessel approaches her destination port, marine traffic density is increased, especially, the marine traffic is concentrated in the entrance channel and the fairway in the inner harbour is more narrow. Therefore, special navigational rules for preventing collision at sea is needed in the inner harbour. Hence there are the rules in The Public Order in Open Port Act in Korea But, in the case of conflict of navigational rule concerned, it is possible to be raised a question that which rule shall be applied preferentially. Also, it is necessary to understand the exact meaning of the navigational rules in The Public Order in Open Port Act. Because the misunderstanding of the rule is caused the collision Therefore, this paper aims to discuss the exact meaning of the navigational rule concerned in the view of legal basis and suggest the principles for a proper application of it.

This study analyzed the issues on Article 35-4 of the Copyright Act of Korea, a new provision on the use of orphan works. The new provision was compared to other related provisions, and considerations were suggested for their improvement. The main results are summarized as follows: (1) Article 35-4 is contradictory to other provisions and needs further revisions as it limits the subject of application to the main body of operation and applies only to some libraries, museums, and galleries through its ordinances; (2) a new provision on the use of orphan works must be applied to archives to harmonize with Article 31 and use the interconnection between cultural heritage institutions more beneficially; and (3) considering that there are many unpublished works in the archives, Article 35-4 should be revised to also be applicable to those works.

In this study, for cadastral surveying specified in current relevant legislation, regulations of allowable error tolerance and applicable equipments, accuracy in the relevant regulations and applicable regulations were comprehensively studied. Based on them, the objective was to develop performance standard for cadastral surveying equipments satisfying allowable error tolerance of cadastral surveying specified in the special law for cadastral re-survey. The study results are as follows. By comparing current legislation for performance and allowable error tolerance of applicable equipments with provisions of the special law for cadastral re-survey, analyzed were where performance of equipments needs to be improved on cadastral re-survey project. Based on them, as primary control point surveying and detail surveying were separated, performance standard of equipments were presented. Results of this study may be utilized as basic materials for supply and demand program of surveying equipments on establishment of the basic plan for cadastral re-survey project.

Despite the trend of decreasing accidents, falling accidents in the construction industry have not decreased and are even rising. Most major accidents are falling accidents caused by hanging scaffolding and are mostly serious. We conducted a review of the literature, institutions, and regulations, which showed that domestic standards are not unified because they are drawn up by referring to overseas standards for hanging scaffolding. New regulations or standards should be established, which should reflect the safety plans for equipment, work advance plans, education, and management. If facility improvement plan for Hanging Scaffolding and implementation of revision of the current work use, regulations and guides are implemented, it will be recognized in advance of the causes of the accident statistics and the classification system and will be the basis for the implementation of joint efforts by workers, managers, supervisors and owners to reduce accidents.

Ecumenically, RPAS(Remotely Piloted Aircraft System) operation has been increased and the related accidents also have occurred. Accordingly, national authorities, organizations and industry have been striving for amendment and enactment of policy and regulation related to the RPAS(Remotely Piloted Aircraft System) operation. And ICAO had performed the joint study to make international standards through UASSG(Unmanned Aerial System Study Group). Recently this group has been switched to the panel meeting, RPASP(Remotely Piloted Aircraft System Panel). It has been discussed to make the related annex, SARPs(Standards and Recommended Practices) and etc. in RPASP. In this paper, we investigated the trend of study and development for ICAO RPAS policy and regulation. Based on these results, we suggested considerations to prepare domestic policy and regulations.
