올해로 창립 10돌을 맞는 한국분자생물학회는 현재 회원이 4천명이 넘는 국내 최대 학회중의 하나로 학술대회, 심포지엄, 주제강연, 포스터발표, 기기전시회 등 다양한 학술활동을 펴오고 있다. 학회에서 발행하는 학술지 "Molecules and Cells"는 국제 과학잡지 인용목록에 등재되어 국제적인 학술지로 인정받고 있으며 세계적으로 권위있는 잡지에 회원들의 논문발표가 늘어나고 있어 2000년대에는 노벨상 수상자의 탄생도 기대되고 있다.

대부분의 평가가 SCI 등재 학술지 수록 논문에 대해 평가 점수를 높게 매기기 때문에 기초과학 기반 형성이나 산업 발전을 위해 국내 여건에 부합하는 연구개발이 이뤄지기보다는 SCI논문 출판만을 위한 연구개발이 이뤄지고 있는 측면이 있다.

인터넷의 발달은 정보 이용자와 제공자 모두에게 많은 변화를 가져오고 있다. 특히 과학기술 전문기관의 정보서비스 부서에서는 다양한 정보이용자의 요구에 효율적으로 부응하기 위해 기관내부에서 소장하고 있는 연구도서, 학술지, 기술보고서 등 일반적인 유형의 정보들을 효과적으로 관리.제공할 수 있어야 하고, 인터넷을 통해 제공되고 있는 다양한 과학기술 정보들을 기관 성격에 맞게 수집.제공할 수 있어야 한다.

Citation analysis studies have reported many problems associated with data coverage problems common to popular citation databases such as Web of Science(WoS). In addition, the studies that analyzed citation patterns of Korean publications found that up to 75% of references in Korean publications were to international publications. As a first step in investigating the international coverage of WoS database, the study investigated the effect of adding citation data from Korea Science Citation Database(KSCD) to the impact factors and journal rankings of the journals listed in Journal Citation Reports. Specifically, the study mined the reference data from top 5 Korean Library and Information Science(KLIS) journals to recompute the impact factors reported in JCR 2009. Since the resulting journal rankings did not significantly differ from JCR 2009 rankings except for minor ranking changes, we analyzed additional citation data from 45 computer science and electrical engineering journals. Although the overall ranking difference was not statistically significant, one of the ranking partitions showed significant change. Such study findings despite its limited data sample suggest the potential impact of non-Western citation databases such as KSCD to bibliometric indicators provided by popular citation databases like WoS.

최근 정보기술(IT)의 급속한 발전, 코로나19(COVID-19)로 인한 글로벌 팬데믹 현상 등으로 오픈 액세스(OA), 오픈 사이언스(OS), 개방형 동료평가(Open Peer Review, OPR)와 같은 새로운 학술출판 관행이 과학기술분야 학술연구 현장에도 영향을 미치고 있다. OPR 시스템의 도입과 같은 새로운 학술연구출판 관행과 제도는 가치, 동기, 수단, 라이센스, 인센티브 등과 서로 밀접하게 연결되어 있다. OPR의 개념과 실체가 무엇인지는 기존 연구들을 통하여 최근 어느 정도 정립이 됐다. 하지만 OPR을 통해 연구자 개인이나 학회, 출판사 등에 새로운 기회, 도전 과제 및 미래 전망에 대하여 어떠한 영향을 미치는 가에 대한 연구는 중요하지만 제한적이다. 특히 학술연구출판 관행에 대한 다양한 연구가 국내외에서 진행되었지만 국내에서 학술지를 발간하는 학회차원에서 학술연구출판 관행, 특히 OPR에 대한 구체적인 조사분석은 거의 진행되지 않았다. 그렇기에 OPR에 대한 학술출판 생태계의 다양한 참여 주체들의 관점을 자세히 탐구할 필요성이 있다. 이에 본 연구는 과학기술분야 학술지의 학술연구출판 관행과 관련하여 학회 차원에서 새로운 학출연구 출판관행, 특히 OPR에 어떠한 인식을 가지고 있는가에 대한 연구를 진행하고자 한다. 본 연구는 한국과학기술정보연구원(KISTI) 학술연구논문투고심사시스템(ACOMS)를 활용하는 학회를 중심으로 설문조사를 통하여 수집된 OPR 관련 학술연구출판 관행과 제도 변화에 대한 인식을 분석했다.

국내 최고의 첨단연구장비를 갖춘 이화여대 고체화학연구실은 6곳의 실험실에서 신소재 합성을 위해 저온에서부터 2천~3천도가 넘는 고온가열실험을 계속하고 있다. 이 연구소는 96년도 노벨상 수상 분야인 C60연구에 착수, C60을 합성하여 요오드를 도핑시킴으로써 I2C60을 만드는데 성공하여 미국 학술지에 소개되기도 했다.

Korea Institute of Science and Technology Information (KISTI) is the national information center that has collected, analyzed and managed Science and Technology information resources comprehensively since 1962. KISTI has conducted several researches and made "KISTI Information Resources Development Policy" in order to select overseas S&T core journals. This paper aims to develop overseas S&T core journals that have not distributed in the country as the part of this effort. This paper analyses the documents requested to KISTI and delivered from overseas information centers for the last 6 years. This paper selects overseas S&T core journals based on the domestic request through conducting journal usage analysis, citation analysis, and cost effectiveness analysis.

In the field of science and technology, influential international journals can easily be found in SCIE. A total number of journals published by societies or institutes in Korea are only 82 of the 8,300 SCIE titles. In this study, in light of the SCI criteria the detailed analysis, of these journals was performed for Korean SCIE journals. The results show that in general domestic journals were not actively cited, had a low level of internationality, and user services through the website was insufficient. Korean SCIE journals should continue to complement these points and elevate its reputation. Candidate journals should concentrate on recruiting more excellent papers, promoting communication with foreign researchers, enhancing domestic and international public relations, and the like. To actively support the domestic publication of excellent journals, long-term and short-term measures should be established and consistently practiced at the national level.

KISTI는 CrossRef/DOI 기탁사업을 통해 학술정보생산자인 학회나 기관에게 해외유통망을 지원하는 사업을 해오고 있다. 그리고 DOI 기반의 학술논문간 인용정보 서비스인 Cited-by linking 결과를 과학 기술학회마을을 통해 논문의 인용횟수와 인용논문정보를 제공하고 있다. CrossRef에서 회원에게만 제공하는 Cited-by linking 결과를 분석해보면, KISTI에서 기탁하는 논문수가 증가함에 따라 인용논문수도 지속적으로 증가하고 있는 것을 볼 수 있다[1]. 이에 따라 Cited-by linking 결과를 학회나 기관이 쉽게 접근 할 수 있도록 KISTI 학술정보통합관리시스템에 적용하는 방안을 모색하고자 한다. 학회나 기관이 Cited-by linking결과에 쉽게 접근하여 각 학술지의 인용현황을 관리하고 그 결과 데이터를 활용하여 기존에 서비스되고 있는 정보 외에 필요한 정보를 획득할 수 있도록 지원하는 시스템이다.
