Recently, the platforms for open science are being developed for helping researchers and scientists who are interested in convergence studies. This paper is focused on deriving a design method for an integrated architecture for knowledge infrastructure in science and technology and to set up the integration level of details and association between data and services in the integrated architecture. To facilitate the open science in research lifecycle, reconstructing individual services into modular and independent function blocks needs to be reusable and interoperable. The proposed design methodology is used for manipulating a service integration for the convergence service of S&T(Science and Technology) knowledge infrastructure. It can support to seamlessly access computing resources and the research results including artifacts digitally enabled scholars, researchers, and engineers participating in multidisciplinary collaborations.

지난 30여년 간 우리나라는 추격적인(catch-up)기술개발을 통해 효과적으로 선진국과의 기술격차를 좁히는데 성공하였다. 그러나 기술부문의 제조생산에는 큰 발전을 이룩하였음에도 불구하고, 원천기술(original technologies)의 기초가 되는 연구는 매우 미흡한 수준에 머물고 있다. 따라서 성장엔진으로서 새로운 기술을 창출할 수 있는 지식이 활발히 생산될 수 있는 여건을 조성하는 차원에서 과학기술정보인프라정책에 관심을 강화할 필요가 있다.

본 논문에서 강조하고 싶은 핵심은 기후 변화 및 그 예측에 관한 과학기술 지식 정보 인프라의 구축이 기후 변화에 대한 국가적 대책으로서 반드시 포함되어야 한다는 점이다. 이 지식 정보 인프라는 순수 과학기술의 목적으로서 귀중한 국가 재산이 될 뿐만 아니라, 기후변화협약의 경제 무기화를 꾀하고 있는 선진강국들에 대해 때로는 국가를 방어하는 지식 무기로서의 역할을 하게 될 것으로 기대한다.

현재 우리나라는 지식정보인프라 관련 정책, 제도, 계획 등을 종합조정하고 체계적으로 연계, 지원할 수 있는 국가단위의 조정체계가 확립되어 있지 못하다. 또한 관련 기관간의 정책협의, 조정을 위한 기능이 매우 미약하다. 또한 새롭게 변화하는 지식정보유통의 패러다임의 변화에 대한 공공부문의 대응이 선진국에 비해 매우 뒤처지고 있다. 이러한 점에서 지식정보인프라의 구축을 선도하기 위한 관련 선행연구 및 방법론 개발과 이를 통한 개념정립과 전략개발이 매우 시급하다고 하겠다.

변혁의 소용돌이 환경 속에서 국가의 잠재성장력을 가속화하고 지속적으로 유지하기 위해서는 국가차원에서 지식정보인프라와 지식정보시스템을 단계적으로 구축하는 것이 무엇보다도 시급한 과제이고, 구축된 시스템도 정부중심의 공급자위주 측면에서 벗어나 수요자 측면에서 지식정보를 생산.유통시키는 것이 바람직하다고 판단된다. 지식기반경제에서 과학기술정보의 역할은 대표적인 지식창출과 경쟁력 엔진으로 작용하게 될 것이고, 또한 엔진의 성능은 정보의 생산.유통.활용체제 시스템 수준에 의해서 좌우될 것이다.

The purpose of this paper is to suggest guidelines for building up an integrated information network(IIN) model that enable to enhance production, flow and use of knowledge and information. The IIN consists of five areas of key infrastructure, such as, education, R&D, labor market, school-industry cooperation, and lifelong education information infrastructure. Based on the analysis of current situations and problems of each information infrastructure, this paper raises variety of issues and solution for the IIN model. Directions for building up the IIN includes both information base infrastructure and information support infrastructure.

최근 오픈 사이언스를 위한 플랫폼 개발이 국내외적으로 이루어지고 있다. 현행 S&T 지식정보 인프라는 개별 정보서비스를 통해 서비스 결과 전달이 사용자에게 제한적으로 제공됨으로써 정보섬(information island) 문제를 가질 수 있다. 이로 인해 과학기술 지식 인프라의 데이터 처리 및 서비스 운영에 대한 시스템 통합이 필요하며, 성과확산을 위한 시스템 개발에 대한 요구가 증가하고 있다. 본 논문에서는 이를 해결하기 위해 ebXML을 이용한 융합서비스를 효율적으로 개발하기 위한 방법론을 제안한다. ebXML은 일관성있고 보편적으로 이용될 수 있는 XML기빈의 개방형 기술 프레임워크로써 과학기술 지식 인프라의 각 조직들의 상호운용성을 높여줄 수 있다. 본 논문에서 제안하는 방법으로 인해 과학기술 인프라 서비스의 융합서비스 지원 소프트웨어 아키텍처 설계 및 개발을 위한 주요 가이드라인이 될 것으로 기대한다.

The purpose of this study is to define a method of building an integrated service to provide various science and technology knowledge infrastructures that are helpful in R&D activities, and to show the cases that are adapted the methodologies. Knowledge infrastructures scattered throughout the entire R&D cycle, such as generating/development of ideas, finding the R&D project, performing the project, and spreading results, are segmented in terms of services, functions, information, and data, and links and converges to provide the knowledge infrastructure that desired by users in one place. We define the integrated service classification, integration level model, integrated architecture, and integrated user authentication system in consideration of logical linkage and integration rather than physical integration of individual knowledge infrastructures. Also, we considered the extensibility as the reference model for building of similar integrated service.

To improve research productivity, it is important to acquire up-to-date information quickly. To this end, researchers seek information resources through various channels and methods and utilize them in their research and development processes. The Korea Institute of Science and Technology Information (KISTI) has developed a platform for integrated scientific and scientific information service called ScienceOn to provide specialized information, infrastructure resources, industry and technology analysis resources in one place to support the research and information ecosystem. Through this process, accessibility and usability are enhanced through the connection and convergence of various information and services. In this study, we look at recent R&D trends in scientific technology academic information integration services and recommended packaging services that can be utilized in batches according to the purpose of use. We look forward to improving national R&D productivity by strengthening the linkage and convergence of scientific and technological information.
