The EU 2020 Strategy for International technical cooperation policy of Korea (유럽 2020 발전전략이 우리나라 국제기술협력 정책에 주는 시사점에 관한 연구)

  • Europe outlined its technological development strategy in the "EU 2020 Strategy". The goal is to lift the EU's technological level above that of the United States or Japan. In particular the EU 2020 Strategy aims to make the EU the world's leading knowledge society. The research purpose of that article is to focus on international technological cooperation. Chapter two examines the EU's international technological cooperation approach. Chapter three analyses the EU 2020 Strategy in terms of development, background and content. Chapter four looks at the involved countries for technological cooperations and scrutinises possible policy alternatives. In chapter five is given a conclusion.

  • As COVID-19, which occurred at the end of 2019, has become a global pandemic, it has emerged as an unprecedented event that quickly destroys a nation's medical and healthcare system in both developed and developing countries. In the 21st century, most of the civil society that aimed for hyperconnected society is facing a new crisis that has not been experienced so far. Indeed, lack of personal protective equipment, isolation of clustered communities, disruption of medical systems necessary for diagnosis and treatment, and disruption of educational and economic activities due to social isolation are emerging. Since the COVID-19 has occurred, many of the difficulties that have occurred in the past six months indicate the basic infrastructure a society should have particularly in a pandemic. These include personal protective equipment (PPE), decontamination and quarantine tools essential for effective response, rapid and precise large-scale diagnosis, medical devices required for patient care, and identification and fast and wide on-line networks that can be used in social isolation. In this first part, we would like to introduce some representative examples of 1) personal protective equipment, 2) prevention of personal and community health, 3) social response through big data and networks within the framework of appropriate technology.

  • 남북한 천문분야 과학기술협력을 위한 천문분야 활성화 및 협력 방안 연구를 수행하고 있다. 천문학은 과학기술분야 중 남북한 상호 신뢰구축과 민족 동질성 회복에 기여할 수 있는 순수 기초학문으로, 이 과제를 통해 단절된 남북한 천문분야 활성화 및 협력을 기대하고 있다. 또한 통일 후 남북한 천문학 공동 연구를 위한 토대를 마련하고자 한다. 이를 위해 북한의 천문학 연구 인력, 관측기기, 연구 활동 등 인프라를 조사하고 북한 천문학자와의 교류를 위한 접근 방안, 남북한 교류 가능한 천문분야 발굴, 남북한 천문학자 교류를 위한 국제협력 루트를 개발하고자 한다. 분단 후 현재까지 남북 교류의 단절로 북한 천문학자와의 교류는 전무한 실정으로 많은 어려움이 예상되나 중국, 몽골, 스웨덴, 네덜란드 등 국제협력을 통한 네트워크를 마련하여 남북 천문분야 협력방안 및 활성화를 위한 기반을 구축하고자 한다.

A Study on Research Collaboration Among Asian Countries in Science and Technology (과학기술분야 국제협력 증진을 위한 아시아 국가 간 공동연구 현황 분석)

  • Recently, research community in Korea has shown a rapid growth in collaborating with Asian countries. In this study, we analyzed research collaboration among Asian countries using network analysis of co-authored papers as well as subject categories. The network of co-authored papers among Asian countries over the 5-year period since 2005 revealed that Japan, China, and Korea were positioned at the central part of the network and highly productive in collaborative research. In the analysis of the subject categories of co-authored papers in four different Asian regions with 2009 data, physics and material science were found the most productive subject fields in collaborative research in Northeast Asia. On the other hand, medical science was the most collaborative subject field in the remaining Asian regions.
